CALL TO ORDER convened. 9:09 AM Adjourned: 4:00 PN1 The meeting was called to order at 9:09 AM by District No. 5, Chair Cathy Townsend. Present Commissioner District I Chris Dzadovsky Commissioner District 2 Sean Mitchel Commissioner District 3 Linda Bartz Commissioner District 4 Frannie Hutchinson Commissioner District 5 Cathy Townsend Also Present Howard Tipton, County Administrator Daniel McIntyre, County Attorney Jeff Bremer, Assistant County Administrator Heather You ng, Assista nt County Attorney Alice Sennott, Recording Secretary 2. OPENING REMARKS AND INTRODUCTIONS The County Administrator provided opening remarks, presented an overview of St, Lucie County's rapid growth and explainers that the purpose of the meeting was to achieve a long-term vision and go8l to direct County policy. 3. BACKGROUND A repfesentative from Zelos (a consulting firm hired to guide the County through the Strategic Planning process) led the workshop and outlined how the day would flow. She then provided an overview of the strategic planning process; encourage the Board to understand the context of the strategic plan, update the mission and vision of St. Lucie County, write strategic goals and important aspects of each goal, and introduce outcome measurement. MISSION AND VISION The Zelos consultant explained what she meant by a Count} mission statement and vision statement and gave several examples from other counties and municipalities, The Board and staff discussed the County's current mission statement, debated what aspects they would like in a n2vised mission statement, and updated the language of the mission statement to reflect their agreed -upon priorities; pro vide super,!or services that foster community trust, protect naturaI resources, support the advii ncefn e n t of opportunities, and provide an exceptional quality of life. it was decided that the draft of the new mission statement would be given to the strategic planning team for fine tuning- A vision statement was also discussed, S. STRATEGIC GOALS & GOAL STATEMENTS The Board and staff discussed potential goals: * Infrastructure + Tourism * Resiliency a Economic opportunity • Health and safety Leadership # Affordable housing • Arts & culture # Mobility Natural resources ■ Operational excellence Transparency. The County Administrator mentioned that priorities identified would be reflected in the budget discussions to prioritize spending. f.
