Subject- Request approval of the Florida Communities Trust Conceptual Approval
Agreement for the Indrio Scrub Preserve and authorization for the Counter
Administrator to sign and transmit the agreement to Florida Communities
Trust on behalf of the County Commission.
The proposed Florida Communities Trust Conceptual Approval agreement is a grant
agreement that provides 0% of the project costs, or 471,500: whichever is less: towards
the purchase of the Indrio Scrub Preserve lands. The Conceptual Approval Agreement
(CAA) also sets forth the conditions of Florida Communities Trust (F T) approval that must
be satisfied prior to disbursement of FT funds. Section VII of the agreement includes
pond itions that are pa rticular to the Indrio Scrub Preserve project that must be add ressed in
the project's management plan. The agreement provisions are consistent with the Indrio
Scrub Preserve grant application approved by the Board on July 17, 2001 _
The I nd rio Scrub Preserve consists of 19 acres of scrub habitat along the Atlantic Coastal
Ridge in northern St. Lucie County. The site is located primarily between US Highway 1
and Old Dixie Highway, just north of Ind rio Road and directly east of the County owned and
managed Indrio North Savannas Preserve (Exhibit A)_ The project lands contain intact
natural communities in good condition that support t_akela=s Mint, an endangered plant
species_ The project will provide public access for hiking, canoeing and environmental
education opportunities. To assist with the project, the Bt. Lucie School Board has
approved the donation of a one-half acre parcel within the project boundary. Project
improvements will include parking, fencing, exotic removal, interpretive signage, a canoe
launch and minimal improvement of existing trails.
Staff recommends thae Board approve the Florida Communities Trust Conceptual Approval
Agreement for the purchase of the Indrio Scrub Preserve site and authorize the County
Administrator to sign and transmit the attached Conceptual Approval Agreement to Florida
Communities Trust -
