HomeMy WebLinkAbout2014-01-07 (P) presentationGood evening Madam Chair and Commission members: Slide 1 – Opening Statement Diana Waite, Senior Planner presenting staff comments for the petition of Robert and Kimberly Keeney for a Change in Zoning from IX, Industrial, Extraction to the AG- 5, Agricultural – 1du/5ac Zoning District. The applicant has requested the change in zoning to allow for the construction of a single family home on the property. The parcel’s existing Industrial, Extraction zoning district only allows mining and mobile food vendors as a permitted use and telecommunication towers as a conditional use. Slide 2 – Sign Picture This is a quasi-judicial public hearing. Proof of the required public notice items may be found in your agenda packages. No public comments have been received. At the Planning and Zoning Commission hearing for this petition, only the applicant and their representatives appeared to address the commission. The Planning and Zoning Commission recommended approval of the petition by a 5-0 vote. Slide 3 –Location Map The subject parcel contains 11.62 acres located in western St. Lucie County, on the east side of Trowbridge Road, approximately 1,380 feet south of Orange Avenue. Slide 4 -Aerial The uses surrounding the parcel are primarily agricultural. Industrial Light zoning and uses are located to the north along Orange Avenue. The industrial uses include several agricultural related service and maintenance operations. Slide 5 – Future Land Use Future land use designations surrounding the parcel are Mixed Use-Specific Use COM/IND and AG-5 Agricultural – 1 unit per 5 acres. The Mixed Use designation is found on parcels fronting Orange Avenue. Slide 6 – Zoning The Zoning Districts surrounding the parcel are AG-5 and IL, industrial, light. Slide 7 – View of the parcel The parcel has never been used for mining operations. It is an undeveloped parcel with frontage on Trowbridge Road, a County owned and maintained 60 foot road right-of-way improved with millings. Slide 8 - Recommendation Staff has determined that the proposed amendment is consistent with the County’s Comprehensive Plan and has met the standards of Review for a change in zoning as set forth in the Land Development Code. Staff recommends the Board of County Commissioners adopt Resolution 2014-3 granting approval to the request of Mr. and Mrs. Keeney for a change in zoning. I will be glad to answer any questions.
