The joint meeting with the House State Affairs Committee and Agricul- ture and Natural Resourc- es Subcommittee featured general overviews by of- ficials from the Sout h Florida and St.Johns water management districts,De- partment of Environmen- tal Protection and Depa rt- ment of Agricult ure and Consumer Services. Agency officials spelled out how freshwater Lake Okeechobee discharges have polluted the Caloosa- hatchee and St.Lucie Riv- er estuaries this summer, harming marine wildlife and vegetation and mak- ing local waters unhealthy to touch. The meeting came a day after a Senate committee on the lagoon adopted $220 million worth of rec- ommendations to address the larger water system’s problems.Most of the suggestions by the Senate committee,chaired by Stuart Republican Sen. Joe Negron,need the full Legislature’s approval. Rep.Steve Precourt,an Orlando Republican and State Affairs chairman, said the big price tag will be tough,but possible,to secure in the House.The state is projecting an $845 bi llion surplus next year, though Gov.Rick Scott is calling for $100 million in cuts across all agencies combined. “I’m not saying we can’t be successful,”Precourt said.“It’ll just be a heav y lift.” The presentations caught the attention of Orlando -area lawmakers, because the flow of water laden with agricultural runoff from the Kissim- mee River into the lake affects the issue.Ernie Barnett,assistant direc- tor of the South Florida Wa ter Management Dis- trict,said restoring the historic,winding flow of the Kissimmee is “one of the near-term best things we can do.” Tr easure Coast mem- bers of the House don’t have the same clout as Ne- gron ,who serves as Senate budget chief and is com- peting for the 2016 Senate presidency.But they are pushing their chamber on lagoon priorities. Local House represen- tatives were named liai- sons to the Senate com- mittee,including Reps. Larry Lee Jr.,D-Port St. Lucie;Gayle Harrell,R- Stuart;Debbie Mayfield, R-Ve ro Beach;and Mary- Ly nn Magar,R-Te questa. The four attended the We dnesday meeting, though on ly Lee sits on one of the two commit- tees. Mayfield is the only local representative on a related budget committee, the Agriculture &Natural Resources Appropriations Subcommittee. Precourt said the House is still “d igesting”the Sen- ate’s recommendations for the lagoon.They include ideas from reservoirs and stormwater treatment ar- eas,to pushing for a con- gressional bi ll to strip con- trol of Lake Okeechobee from the Army Corps of Engineers and putting the state in charge. The company will make a direct public offering of almost 34.9 million shares of its common stock at $2.15 per share.Seacoast stock closed Tu esday at $2.27. Seacoast said in a news release it intends to use the net proceeds of this offer- ing to redeem all 2,000 shares of its preferred stock issued to the U.S. Department of the Tr ea- sury as pa rt of its Tr oubled Asset Relief Program.The remainder will be used to support the company’s grow th plans,including in- vestments in subsidiaries, securities and other gen- eral corporate purposes. The company has en- tered into definitive pur- chase agreements to sell the shares directly to investors.Hovde Group LLC acted as the place- ment agent in connection with this registered direct public offering. The closing of the of- fering is expected to oc- cur around Nov.12,with delayed closings for any purchases that require regulatory approval,in- cluding the purchase of $25 million in shares by a single investor.Approval by the Federal Reserve would be expected by De- cember.
