1. Callout the standard width of the parking stalls and the handicap parking spaces. Ensure that the
widths are in compliance with the County's Land Development Code (LDC) requirements.
2. Provide details of the parking stalls and the handicap parking spaces. The details shall be in
compliance with the pavement marking requirements of Index 17346 and the signage
requirements of Index 17355 of the latest Florida Department of Transportation (FDOT) Design
Standards.
3. Show grading and sodding from the removal of the existing asphalt driveway. Ensure that
positive flow is maintained on the existing swale.
4. Provide a Stop Bar and a Stop Sign on the driveway egress.
5. The pedestrian access on the eastern side of the building should be outside of the driveway travel
lane.
6. On the Typical Pavement Details, replace Marshall Mix Asphalt with Superpave Asphalt.
7. On the Typical Pavement Details, verify that #57 stone crushed concrete base will pass the
gradation requirements of the FDOT Standards Specifications as base material. Please refer to
Section 911 of the Specifications.
8. On the Typical Pavement Details, use 12" thick stabilized subgrade and remove reference to
Florida Bearing Value (FBV).
9. The applicant is advised that a Driveway Permit may be required. Please contact Baby
Thottakara, P.E. at 772-462-2097, email: bthottakara@stlucieco.org of the Water Quality Division

Upon completion of the Stormwater improvements and prior to requesting a Final Paving and Drainage
Inspection, please submit three (3) copies of "as -built!' record plans signed and sealed by a professional
land surveyor licensed to practice within the state of Florida. A signed and sealed letter of completion
from the Engineer of Record shall also be required. This letter must outline any and all substantial
deviations from the approved set of plans attached to this letter. The plans must depict, at a minimum,
the location and finished grades of all building comers, critical pavement spot elevations, and changes
in grade or slope. The location, type, size, material and inverts of all drainage structures and pipes, the
top of bank, toe of slope and detail of control structure(s) for any and all Stormwater treatment facilities
shall also be depicted. Sufficient elevations for all accessible routes shall be provided to demonstrate
compliance with all applicable regulations. Please be advised, operators of construction activities that
propose to clear, excavate or fill 1.0 acre of land or more over the life of the project are required to
obtain coverage under the Florida Department of Environmental Protection's National Pollutant
Discharge Elimination System "Generic Permit for Stormwater Discharge from Large and Small
Construction Activities". The Notice of Intent (NOI) to use the generic permit requires a Stormwater
Pollution Prevention Plan (SWPPP) that must be implemented to show compliance. Elements of a
SWPPP include Best Management Practices that will be utilized to minimize soil erosion and
sedimentation from degrading the water quality of downstream water bodies. For more information,
please contact the FDEP NPDES Stormwater Section and refer to section 1-7.7 of the Code of
Ordinances of St. Lucie County, Florida.

We have received your review comments regarding the above referenced application. As is our
practice, we provide your generalized comment followed by our responses to those comments. Please
note that in an effort to clarify the application for you we have added an additional sheet "Existing
Conditions" to the package.
1. Clearly label the added impervious area on the Site Plan
The additional impervious areas have been "hatched" to depict the proposed new pavement, all of
which are labeled with the corresponding area.
2. Demonstrate that the mitigation volume also includes the runoff from the Swale
Practically speaking, the shale is more of an infiltration trench as there is virtually no slope. This
is made evident by the lack of any signs of erosion either in the trench or at the point of discharge.
Therefore, quantifying the volume to treat is somewhat nebulous. Regardless, as illustrated in the
Drainage Analysis (attached) the required volume for the increase in impervious area is 240 cubic
feet, whereby the volume provided is 280 cubic feet.
3. Demonstrate that the proposed mitigation meets of exceeds the required mitigation
As illustrated on the Site Plans and within the Drainage Analysis, the required volume to mitigate the
2" of rainfall over the increase in impervious area is 240 cubic feet. The associated detail also
provides the mathematics in support of the calculated volume provided.
4. Show the location of the legal positive outfall on the site plan in accordance with the Land
Development Code.
The swalefinfiltration trench is pre-existing and was likely constructed when either the site or the
adjacent property was developed. Presumably, the issue was addressed at that time. No information
was found by the land surveyor which describes its legal status.
5. Revise Notes 2 and 4 on the Site Plan
The referenced notes have been revised as requested.

6. Provide site grading so that the surface runoff is contained with the site and treated for
the required volume.
We would request that the requirement to create a grading plan be waived as the applicant does not
have a topographic survey. The rationale for this request is:
The property is currently developed and the drainage characteristics defined. The intent of the
redevelopment of the site is to minimize disturbance and/or regrading by working with the existing
conditions. As can be seen; most of the new development is in the rear of the site and adjacent to the
existing swale/infiltration trench. The only other place in which new pavement is proposed is towards
the front of the property which drains to Indian Pines Blvd. In this area, approximately 460 square
feet ofpavement, (which is tributary to the street) is offset by the removal of approximately 525 square
feet of pavement. The net result is a reduction in the peak rate of runoff from this area.
7. Ensure that the previous comments have been addressed.
With the submission of the attached "Stormwater Mitigation Report", to the best of this office's
knowledge, the previous comments have now been addressed. Also attached, please find 5 sets of the
revised Site Plans, Sheets 1-3, dated last revised January 10, 2018.
It is our understanding that with this re -submission the only outstanding item is the preparation of a
landscaping plan, which the applicant is arranging at the time of this writing.

A. INTRODUCTION
1. General

This Drainage Analysis has been prepared to address the proposed
stormwater mitigation system to offset the proposed redevelopment of
the property located at 5804 Indian Pines Boulevard, Fort Pierce, Florida.
The previous use of the site was professional office, whereas the proposed
use would be defined as medical office space.
The proposed improvements to the property will consist of:
• a 138 square foot expansion of the building
• the redesign of the parking area to increase the number of spaces
from 7 to 14; including 2 handicap accessible .
• the removal of the existing drop-off area
• the creation of a "code compliant" access driveway
2. Existing Conditions
At the present time, the 19,638 square foot property is developed with an
existing 1,475 square foot, one store masonry building and a paved 7
space parking area. Access to the site is from Indian Pines Boulevard via
an approximately 10 foot wide driveway. There is also a secondary point
of egress from another curb cut which essentially serves as a drop off area
at the front door of the building. The remainder of the site is
predominantly grassed with perimeter plantings along the northerly and
easterly property lines.

Topographically, the property is flat with the highest elevations located at
the rear of the building. In general all runoff from the property ultimately
reaches a culvert at the intersection of Indian Pines Boulevard and the
Turnpike Feeder Road. For the purposes of this analysis, the culvert has
been taken as the "Design Point".
More specifically, stormwater runoff from the easterly side of the site
flows to a small shallow depression. It is evident that runoff accumulates
in this area and eventually percolates into the ground. Although there
were no signs of erosion, it is likely that excess runoff will tend to flow
towards Indian Pines Boulevard before entering the culvert at the
Turnpike Feeder Road.
The only defined on -site drainage improvement is in the form of an
approximately 18 inch wide by 4-6 inch deep swale/infiltration trench
along northerly property line. The flow path is east to west and towards
the culvert in the Turnpike Feeder Road. It is evident that most of the
runoff from the developed portions of the site ultimately reaches this
swale. Although there were no signs of erosion, it was apparent that most
of the flows within the swale/infiltration tench are dissipated into the
ground before reaching the discharge point in The Feeder Road.
The land to the west of the building is entirely grass with no defined
drainage patterns - however, the ground was'firm with no evidence that
storwmater accumulates in this area.
The building has a mansard -style roof so therg are no gutters or leaders
creating point discharge - importantly this roof style precludes the
installation of a gutter/leader system.
3. Proposed Conditions
As noted above, the property will be redeveloped through the
construction of an approximately 135 square foo addition to the building
and the creation of 7 additional parking spaces' (including two handicap
accessible spaces). In addition, a sidewalk ill be constructed to a

proposed handicap accessible ramp leading to the front door. The
resulting net increase in impervious area will be 1,350 square feet.
To the extent practicable, there will be no change in the current drainage
patterns as was discussed above.
4. Stormwater Mitigation
Required mitigation of the proposed re -development of the property is to
treat a volume equal to 2" of rain over the increase in impervious area.
The net increase in impervious area was calculated as follows:
Existing Conditions
Existing Building Footprint: 1,475 sf
Existing Paved Areas: 4.960 sf
Total Existing Impervious Area: 6,435 sf
Proposed Conditions
Proposed Building Footprint: 1,610 sf
Proposed Paved Areas: 6.260 sf
Total Proposed Impervious Area: 7,870 sf
Therefor, the net increase in impervious area is 1,435 sq.
Required Volume
Regulations require that the mitigation be based upon 2" of rainfall over
the increase in impervious area. As follows:
1,435 sf x 2" = ±240 cf

That is: the required mitigation area must be sized to accommodate a
minimum of 240 cf of stormwater.

As detailed on the Site Development Plans, an infiltration basin will be
located to the northwest of the proposed parking area and immediately
adjacent to the existing swale/infiltration trench. The bottom dimension
of the basin is 16 ft by 20 ft, with a depth of 0.75 ft. Side slopes will be
3:1. Although the basin will be incorporated into the swale, the volume
provided by the basin does not include any portion of the swale.
Stormwater runoff from the tributary area will flow into the swale or
directly into the basin. The required volume and depth will be
accomplished through the construction of a concrete weir.
B. CONCLUSION
The increase in impervious area associated with the re -development of
5804 Indian Pines Boulevard will be mitigated through the construction of

We are in receipt of follow-up review comments from Edmund Bas regarding the above referenced
application. Subsequently we have revised the plans and are re -submitting them herein. Our
responses are listed in the same numerical order as was contained in Mr. Bas' correspondence.
2. The plans have been revised to reference FDOT Index 17346. Specifically, the reference is
indicated in the Handicap accessible parking space detail contained on Sheet 3.
6. Although the "Notes" contained on the pavement detail indicated that "superpave" was
required, however, we have also added the term "superpave" directly on the detail.
10. The handicap parking space detail has been revised to reflect the colors and thickness of the
proposed pavement markings.
