Dear Sir or Madam:
APX Engineering Group, LLC (APX) understands that the City of Port Saint Lucie requires that, as special
inspector for the subject construction project, APX supplies specifications setting forth the procedures to
be taken for the required inspections. The purpose of these inspections will be to determine if the
installation of the antenna equipment and antenna platform mount is in substantial accordance with the
approved construction drawings prepared by APX dated November 16, 2017. Such special inspections will
be performed in accordance with Section 110.10.1.1 of the Florida Building Code and will include, but not
be limited to, the following:
1. Inspect anchoring, spacing and mounting of the proposed antennas to the existing tower structure.
2. Inspect mounting of proposed remote radio units (RRUs) and proposed peripheral equipment to
proposed antenna mounts and anchoring and spacing of proposed antenna mounts.
Copies of the inspections shall be sent to the Building Department on a weekly basis, and the final letter of
completion will be provided at the completion of the final inspection.
This letter has been prepared for the purpose of fulfilling the requirements of the City of Port Saint Lucie
with respect to the specific installation described. It is intended for the exclusive use of the City of Port
Saint Lucie and AT&T. The information, assumptions and recommendations contained in this letter should
not be used by others for any purpose without express written authorization from APX.

APX Engineering Group, LLC (APX) performed observations of the AT&T telecommunication facility
located at the above -referenced site. The purpose of these observations was to inspect the following in
accordance with the Florida Building Code, 5th Edition (2014) and the National Electric Code (NEC), 2011
Edition:
1. Removal of three existing antennas.
2. Removal of three existing antenna mounts.
3. Removal of one existing Remote Radio Unit (RRU) mount.
4. Relocation of six existing antennas.
5. Relocation of three existing RRUs.
6. Relocation of one existing surge suppressor.
7. Installation of three proposed antennas.
8. Installation of three proposed RRUs.
9. Installation of one proposed antenna platform mount kit.
10. Installation of proposed power cables.
11. Installation of proposed fiber cables.
12. Installation of proposed grounding system.
The installation of the above -mentioned items was visually inspected and compared with the approved
construction drawings by APX Engineering Group, LLC dated November 16, 2017. Based on these
observations and to the best of my knowledge and belief, the above -described construction of all
structural load -bearing components complies with the permitted documents.
