SL Good evening Mark, I was at the Islandia Condo this past Monday morning with Ben Balcer of St. Lucie Co. and Joe Scarola of Ecological Associates after it was learned some repair/reconstruction work had taken place on the walkovers w/o any State or County authorizations. I've cc'd them on this email. Under the Emergency Final Order that went in to place just prior to Hurricane Irma and which has since been extended and still active, it allows the reconstruction/repair of these "surviving" dune walkovers with either a DEP Emergency Field Permit or Local Authorization. Since DEP field inspectors can't issue "after the fact" permits without first taking it through a prolonged compliance process, I am comfortable with Islandia pursuing after -the fact authorization from only the County since I observed the repairs made to be fully compliant to DEP dune walkover guidelines. Since everything appears to have been repaired per guidelines, I see no need to drag out the process and feel it more appropriate to use this miscommunication as an educational opportunity. I would encourage you to pass along this information and my full contact information to Islandia and please express to your contact that although these features can be built after a storm event during nesting season, coordination will still be needed with the FWC Marine Turtle Holder to give the all clear and to avoid any unintended consequences. SL Good afternoon Jason I have a new client, Islandia East Association 9550 S. Ocean Drive Jensen Beach, who has received some crosswalk damage from the recent storm. The repairs required are to rebuild the 6' wide wooden east stair section from the top of dune to the beach elevation. All work will be above grade and in the existing foot print. Their are two of these existing accesses and both require repair. The east stair in both locations will be west -of the original as the dune face has moved west. All work to be done on existing wood post. The local county has requested the condo obtain a DEP permit prior to their issuance of a repair permit.
