DESCRIPTION OF REQUEST
The subject property is located on the east side of Industrial 27 Street, west of 251h Street and is approximately
2.11 acres. Doyle Properties is proposing to construct (2) masonry contractors' offices. The property is zoned IL
(Industrial, Light), which is compatible with the IND (Industrial) future land use. The subject development is
located within the Urban Services Boundary (USB).
The comments in this report are based on the above information and the pre -application materials received and
date stamped by the Planning and Development, Planning Division on November 16, 2017.

1. The proposed masonry contractor's office is a permitted use in the IL Zoning District. The proposed
development requires submittal for a Minor Site Plan application in accordance with Section 11.02.03 of the
St. Lucie County Land Development Code. The following web site will provide Sections of the Land

2. For buildings less than fourteen thousand nine hundred ninety-nine (14,999) square feet, the required
delivery space may have a minimum dimension of 12' x 30'. One loading space will be required for each of
the two buildings.
3. A Traffic Impact Statement will be required.
4. Required parking shall be calculated as follows:
• Office: ITE 701- 2.84 per 1,000 s.f.
• Warehousing: ITE 150-0.50 per 1,000 s.f.
5. The subject property lies within the Airport Overlay Zone and is subject to the requirements in LDC, Section

The Environmental Resources Department (ERD) is responsible for protecting and preserving the County's
natural resources through compliance with the County's Comprehensive Plan and Land Development Code. The
following information is preliminary based upon the information provided for your pre -application meeting and
is intended to assist you in submitting a complete site plan application. Additional comments may be provided at
time of site plan submittal based upon additional information received. We encourage you to communicate the
project constraints, timelines, etc. to ERD so we may better understand your needs and work together to meet
the intent of the Land Development Code and Comprehensive Plan and ensure a sustainable environment for all
citizens of St. Lucie County. The following items will be required at time of site plan submittal:

1. A landscape plan consistent with Land Development Code 7.09.04 and includes:
o All landscape areas shall be irrigated [LDC 7.10.18(K)];
o No vehicular use area, except for driveways, shall be located within 20 ft. of the front property
line or within 10 ft. of any side or rear property line [LDC 7.10.18(K)];
o Storage yards or areas shall be entirely screened by an 8 ft. in height opaque barrier consisting
of either a wall, fence, hedge or other durable landscape barrier [LDC 7.10.18(1)].
2. A tree survey consistent with Land Development Code 11.02.09(i)
3. A tree mitigation plan consistent with Land Development Code 6.00.05(D) (if applicable)
4. A gopher tortoise survey per Florida Fish and Wildlife Conservation Commission (FWC) protocol
(EXPIRES IN 90 DAYS).
5. Provide a scrub -jay survey or written correspondence from the U.S. Fish and Wildlife Service stating any
potential Florida scrub jay impacts have been resolved. For additional information regarding this
requirement please contact Jeffrey Howe with U.S. Fish and Wildlife Service at (772) 469-4283.
It is the intent of the Board to prevent such destructive land development practices as speculative
vegetation removal and clear cutting of land without a site plan or vegetation management and
mitigation plan [LDC 6.00.01].
NOTE: If planning to move ahead with adjoining the parcels, i.e., a Minor Site Plan, then ERD will require
one [1] set of each of the above listed items. Conversely, if planning to keep the parcels separate, i.e.,
Building Permit for each parcel, ERD will require two [2] sets of the listed items. Please be aware that
permits, surveys, and the like may have an expiration date from their activation.

1. A minimum of 25-FT offset from the side property line is required when constructing a commercial
driveway. Driveways within the road right-of-way shall be paved with an all-weather surface material such
as asphalt or concrete. A one -lane driveway shall not be more than 20 FT wide and shall not exceed 40 FT
when a two-lane driveway is desired. Please refer to Chapter 7.05.06 of the Land Development Code (LDC)
for more details.
2. All vehicular use areas such as off-street parking spaces and access aisles shall be constructed with an
impervious all-weather surface. The permitted impervious surface materials shall be concrete, asphalt, brick
pavers, stamped concrete, or paving block. Please refer to Chapter 7.06.02 of the LDC for more details.
3. A sidewalk shall be constructed within the road right-of-way that abuts the western property boundary. The
Board of County Commissioners shall authorize total or partial relief from the requirements of sidewalk
construction and may require the applicant to pay a fee -in -lieu to the County for sidewalk and/or greenways
and trails construction. Please refer to Chapter 7.05.04 of the LDC for more details.
4. Radial returns for driveways shall meet the requirements of Index #515 TURNOUTS & DRIVEWAYS of the
latest FDOT Design Standards.
5. A Right -of -Way dedication will be required for Industrial 27`h Street. Please contact Mr. Rod Reed, PLS,
County Surveyor, at 772-462-1721 for more information.
6. The applicant is advised that after site plan approval construction plans shall be submitted to the
Engineering Division for review and approval prior to construction authorization. Additional comments may
be provided from the review of construction plans.
7. The applicant is advised that prior to executing any work within the road -right-of-way, a Right -Of -Way
(ROW) Permit is required. The permit shall be applied after the construction plans are reviewed and

approved. Please contact Ms. Selena Griffett, P.E. at 772-462-2153, email: ariffetts@stlucieco.org of the
Engineering Division forthe requirements necessaryto obtain the permit.
8. The applicant is advised that prior to the issuance of a ROW Permit a Roadway Improvement Agreement
(RIA) and the appropriate surety will be required. Please contact Mr. Rod Reed, PLS, County Surveyor, at
772-462-1721 for more information.
9. The applicant is advised that the above comments are generated from the review of the preliminary
information provided. Applicable comments will be provided from the submittal of site and construction
plans.
'F. Water Quality
1. A St. Lucie County Stormwater Permit is required in accordance with Sections 7.07.00 and 11.05.07 of the
S.L.C. Land Development Code prior to any construction or development activity on site.
2. A South Florida Water Management District Environmental Resource Permit or modification to permit if
existing is required.
3. A North St. Lucie River Water Control District permit may be required.
4. Show the location of the legal positive outfall(s) on the site plan in accordance with S.L.C. Land Development
Code Section 11.02.10.
5. For discharging to SLC Rights of Way, a letter from County Engineer will be required.
6. Delineate all floodplain and floodway boundaries and provide minimum finished floor elevations for the
project on the site plan in accordance with S.L.C. Land Development Code Section 11.02.00.
7. Finished Floor Elevations must be eighteen inches above the crown of any adjacent roadway in accordance
with S.L.C. Land Development Code Section 7.04.01.
B. Buildings lying within a designated Special Flood Hazard Area where the base flood elevation has not been
determined shall be elevated above the greater of thirty six inches above the adjacent average natural grade
or eighteen inches above the crown of any adjacent roadway in accordance with S.L.C. Land Development
Code Section 7.04.01.
9. Please be advised that new rules for development may apply. FEMA new rules suggest a free board of 12"
may come effective in the near future for FFE determination. Additional permitting and design criteria may
be required.
10. Show the location of all paved areas, buildings or other structures within one hundred feet of the project
boundary in accordance with S.L.C. Land Development Code Section 11.02.00.
11. Commercial or industrial zoned projects shall provide at least one-half inch of dry detention or retention
pretreatment as part of the required retention/detention in accordance with S.L.C. Land Development Code,
Section 7.07.07.C.
12. Systems discharging into Impaired Waters or to Outstanding Florida Waters will require an additional 50%
water quality treatment, refer to Environmental resource Permit Applicants Handbook Volume II.

13. Show the location of any existing drainage swales, ditches, pipes or other structures to be filled or removed
that may impact adjoining properties.
14. SLC Driveway Permit(s) will be required for connecting to Industrial 271h St.
15. Further comments reserved until Site Plan or Stormwater Permit submittal.
G Community Services
The subject land development proposal does not impact existing or future planned fixed route bus service.
Fire District
1. Please submit a completed application for Development/Site Plan Review (St. Lucie County Fire District
Development & Site Plan Review Application). This form is available on-line at www.slcfd.org.
2. Fire District review fees are due at the time of submittal. An abbreviated fee schedule is included on the
application form.
3. Please provide an electronic copy of the Site Plan (pdf format).
4. Show size of water mains and all hydrants within 1000'.
5. A separate review and permit is required for Underground Fire Mains connected to standpipes or sprinkler
systems.
