A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY GRANTING MAJOR SITE PLAN APPROVAL FOR
A RECREATIONAL VEHICLE PARK TO BE KNOWN AS MISSIONARY
FLIGHTS INTERNATIONAL RECREATIONAL VEHICLE PARK ON
APPROXIMATELY 5.20 ACRES OF PROPERTY LOCATED IN ST.
LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on
the testimony and evidence, including but not limited to the staff report, has made the
following determinations:
Missionary Flights International, Inc. presented a petition for a Major Site Plan to
be known as Missionary Flights International Recreational Vehicle Park consisting
of 12 recreational vehicle sites and 6 residences or cottages in the RVP
(Recreational Vehicle Park) zoning district on approximately 5.20 acres of land as
described in Part A.
2. On August 15, 2017, this Board held a public meeting on the petition.
3. The St. Lucie County Development Review Committee has reviewed the Major
Site Plan for the project and found it to meet all technical requirements and to be
consistent with the Future Land Use Map of the St. Lucie County Comprehensive
Plan, subject to the conditions set forth in Part B of this Resolution.
4. The proposed project is consistent with the general purpose, goals, objectives,
and standards of the St. Lucie County Land Development Code, the St. Lucie
County Comprehensive Plan and the Code of Ordinances of St. Lucie County.
5. The proposed project will not have an undue adverse effect on adjacent property,
the character of the neighborhood, traffic conditions, parking, utility facilities or
other matters affecting the public health, safety and general welfare.
All reasonable --steps have beentaken- to minimize =any -adverse -effect-of-the
proposed project on the immediate vicinity through building design, site design,
landscaping and screening.
The proposed, project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance
with applicable district regulations.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
A. The property on which the Major Site Plan is being granted is described as follows:
THE SOUTH 200 FEET OF THE NORTH 245 FEET OF THE NORTH % OF THE
NORTHEAST''% OF THE SOUTHWST'Y4 OF SECTION 30, TOWNSHIP 34 SOUTH,
RANGE 40 EAST OF THE PUBLIC RECORDS OF SAINT LUCIE COUNTY,
FLORIDA.
LESS AND EXCEPTING ALL THE LAND DESCRIBED IN OFFICIAL RECORDS
BOOK 459, PAGE 2756, OF THE PUBLIC RECORDS OF ST LUCIE COUNTY,
FLORIDA.
LESS RIGHT-OF-WAY FOR PUBLIC ROADS AND CANALS, IF ANY.
SAID PARCEL CONTAINS 5:2 ACRES MORE OR LESS.

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
Major Site Plan for the project known as Missionary Flights International
Recreational Vehicle Park is hereby approved as shown on the site plan -drawings for
the project prepared by Engineering Design and Construction, Inc. dated August 16,
2017 and date stamped received by the St. Lucie County Planning & Development
Services. Department on August 28, 2017, subject to the following conditions:
Environmental Resources Department
Prior to the issuance a Vegetation Removal Permit or Exemption, a gopher
tortoise survey per Florida Fish and Wildlife Conservation Commission
protocol shall be provided to the Environmental Resources Department.
Should the survey show impacts to gopher tortoises, a Florida Fish and
Wildlife Conservation Commission permit shall be required.
2.—Priorto issuance of a -Certificate of Occupancy all`Cafegory" 1`listed`invasive
species shall be eradicated from the site.
3. The landscaping within the ten (10) foot wide landscape buffer along the
north property line shall be installed in accordance with the ERD approved
landscape plan when the parcel to the north of the canal is developed.
4. The issuance of County development permit does not in any way crea
any rights on the part of the applicant to obtain a permit from a state
federal agency and does not create any liability on the part of the County

the applicant fails to obtain requisite approvals or fulfill the obligatioi
imposed by a state or federal agency or undertakes actions that result in
violation of state or federal law.
5. All other applicable state or federal permits must be obtained
commencement of the development.
Planning and Development Services Department — Planning Division
G The recreational vehicle sites and residences or cottages shall only be
occupied only by Missionary Flights and Services, Inc. employees or
volunteers. These facilities shall be limited to temporary, short term
occupancies by individuals or families for no more than sixty (60)
consecutive days.
7. The applicant shall place a note on the Major Site Plan document that the
property owner acknowledges that the subject property is near or in close
proximity to the closed Hammond Road landfill, previously owned and
operated by the City of Fort Pierce.
Ile. Any change in use to permanent housing or change in ownership of
property shall void the.Major Site Plan.
Public Works Department— Engineering Division
14 Prior to the issuance of any building permits, the applicant shall provide
engineering plans for review and approval by the Engineering Division.
10 Prior to the issuance of a building permit, the applicant shall provide a
recorded access agreement with the owner of the private driveway
adjacent to the south property line.
C. The approvals and authorizations granted by this Resolution shall expire on August
15, 2019 unless a building permit is secured or a site plan extension is granted in
accordance with Section 11.02.06(B)(2), St. Lucie County Land Development Code.
D. The property owner, including any successors in interest, shall obtain all applicable
-development permits and construction authorizations from the appropriate State and
Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection,
Florida Department of .Transportation, South Florida Water Management District, and
the St. Lucie County Environmental Resources and Building Departments prior to the
commencement of any development activities on the property described in Part A.
Issuance of this permit by the County does not in any way create any rights on the
part of the developer to obtain a permit from a state or federal agency and does not

1 create any liability on the part of the County for issuance of this permit if the
2 developer fails to obtain requisite approvals or fulfill the obligations imposed by a
3 state or federal agency or undertake actions that may result in a violation of state or
4 federal law.

6 E. The conditions set forth in Part B are an integral non -severable part of the site plan
7 approval granted by this Resolution. If any condition set forth in Part B is determined
8 to be invalid or unenforceable for any reason and the developer declines to comply
9 voluntarily with that condition, the site plan approval granted by this resolution -shall
10 become null and void.

12 F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit B and made a
13 part hereof the Resolution, was granted by the Planning & Development Service;
14 Department Director on August 15, 2017.

16 G. A recorded copy of this Resolution shall be attached to the site plan drawings
17 described in Part A, which plan shall be placed on file with the St. Lucie County
18 Planning & Development Services Department Director.
