A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA,
SUNSETTING THE CITIZEN ADVISORY TASK FORCE (CATF); PROVIDING FOR REPEAL OF CONFLICTING
PROVISIONS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires jurisdictions
receiving Community Development Block Grant (CDBG) funds to adopt and maintain a Citizen
Participation Plan (CPP) in accordance with 24 CFR Part 91; and
WHEREAS, on March 21, 1995, the Board of County Commissioners of St. Lucie County, Florida
("Board") adopted a Citizen Participation Plan through Resolution No. 95-100 to guide public
involvement in the development of the County's Consolidated Plan and related HUD -funded activities;
and
WHEREAS, the 1995 Citizen Participation Plan and related CDBG resolutions referenced and
utilized a Citizen Advisory Task Force ("CATF") as part of the County's citizen participation structure; and
WHEREAS, HUD subsequently amended 24 CFR § 91.105, and on July 1, 2025, the Board
adopted Resolution No. 25-136 approving an updated Citizen Participation Plan that supersedes and
replaces the original 1995 plan; and
WHEREAS, the amended Citizen Participation Plan adopted by Resolution No. 25-136 does not
require or reference the CATF and instead provides updated procedures for citizen participation, public
notice, public hearings, and public comment for CDBG and HOME programs; and
WHEREAS, the State of Florida no longer requires a Citizen Advisory Task Force for St. Lucie
County to be eligible to apply for CDBG funds, and the CATF is therefore no longer necessary to meet
current federal or state requirements; and
WHEREAS, the Board desires to formally sunset and dissolve the CATF as an advisory body to
avoid confusion and to ensure that the County's current boards, committees, and citizen participation
mechanisms accurately reflect existing legal and programmatic requirements.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County,
Florida, as follows:
Section 1. Sunset and Dissolution of the CATF.
The Citizen Advisory Task Force (CATF), as previously referenced in the County's 1995 Citizen
Participation Plan and related CDBG resolutions, is hereby sunset and dissolved as an advisory
body to the Board of County Commissioners, effective on the date of adoption of this
Resolution. Any remaining terms of current CATF appointees are hereby concluded as of that
date.
Section 2. Administrative Transition.
The County Administrator, or designee, and the Community Services Department shall take any
administrative actions necessary to implement this Resolution, including updating County
websites, board and committee listings, and internal records to reflect that the CATF has been
sunset and is no longer an active advisory body.
Section 3. Future Requirements.
If, at any time in the future, federal or state program requirements again necessitate a citizen
advisory task force or similar body for CDBG or other HUD -funded programs, the Board may
amend the Citizen Participation Plan and adopt a new resolution establishing such a body at that
time.
Section 4. Repeal of Conflicting Provisions.
All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of
such conflict, specifically including any prior provisions establishing or referencing the CATF as
an active advisory board.
Section 5. Effective Date.
This Resolution shall take effect immediately upon its adoption.
