Approval of Resolution No. 25-229 - Sunsetting the Citizen Advisory Task Force
(CATF)
The Citizen Advisory Task Force (CATF) was originally established as part of St. Lucie County's citizen
participation structure for the Community Development Block Grant (CDBG) program. The CATF was
referenced in the County's first Citizen Participation Plan (CPP), adopted on March 21, 1995, through
Resolution No. 95-100, which outlined public involvement requirements for federal housing and community
development programs.
Since that time, the U.S. Department of Housing and Urban Development (HUD) has issued multiple updates
to 24 CFR § 91.105 governing citizen participation for CDBG and HOME programs. On July 1, 2025, the Board
of County Commissioners adopted Resolution No. 25-136, approving a fully updated Citizen Participation Plan
that supersedes and replaces the 1995 plan. The amended CPP incorporates all HUD -required provisions —
including expanded public notice, public comment procedures, accessibility requirements, and consultation
standards —and no longer includes the CATF as part of the County's citizen participation process.
Additionally, the Florida Department of Commerce (formerly DEO), which administers the Small Cities CDBG
program, no longer requires local governments to maintain a Citizen Advisory Task Force to be eligible to
apply for funding. With the updated CPP now in effect and the CATF no longer required under federal or state
program rules, the CATF is no longer needed to fulfill any statutory or regulatory obligations.
To ensure that the County's advisory board structure aligns with current federal and state requirements —and
to avoid confusion regarding inactive committees —staff recommends formally sunsetting and dissolving the
Citizen Advisory Task Force.
PREVIOUS ACTION:
March 21, 1995 —The Board adopted the original Citizen Participation Plan, which referenced and utilized the
Citizen Advisory Task Force (CATF) for CDBG program participation.
July 1, 2025 —The Board adopted Resolution No. 25-136, approving an updated Citizen Participation Plan that
superseded the 1995 plan and removed the requirement for the Citizen Advisory Task Force (CATF).

RESOLUTION NO. 25-229
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA,
SUNSETTING THE CITIZEN ADVISORY TASK FORCE (CATF); PROVIDING FOR REPEAL OF CONFLICTING
PROVISIONS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires jurisdictions
receiving Community Development Block Grant (CDBG) funds to adopt and maintain a Citizen
Participation Plan (CPP) in accordance with 24 CFR Part 91; and
WHEREAS, on March 21, 1995, the Board of County Commissioners of St. Lucie County, Florida
("Board") adopted a Citizen Participation Plan through Resolution No. 95-100 to guide public
involvement in the development of the County's Consolidated Plan and related HUD -funded activities;
and
WHEREAS, the 1995 Citizen Participation Plan and related CDBG resolutions referenced and
utilized a Citizen Advisory Task Force ("CATF") as part of the County's citizen participation structure; and
WHEREAS, HUD subsequently amended 24 CFR § 91.105, and on July 1, 2025, the Board
adopted Resolution No. 25-136 approving an updated Citizen Participation Plan that supersedes and
replaces the original 1995 plan; and
WHEREAS, the amended Citizen Participation Plan adopted by Resolution No. 25-136 does not
require or reference the CATF and instead provides updated procedures for citizen participation, public
notice, public hearings, and public comment for CDBG and HOME programs; and
WHEREAS, the State of Florida no longer requires a Citizen Advisory Task Force for St. Lucie
County to be eligible to apply for CDBG funds, and the CATF is therefore no longer necessary to meet
current federal or state requirements; and
WHEREAS, the Board desires to formally sunset and dissolve the CATF as an advisory body to
avoid confusion and to ensure that the County's current boards, committees, and citizen participation
mechanisms accurately reflect existing legal and programmatic requirements.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County,
Florida, as follows:
Section 1. Sunset and Dissolution of the CATF.
The Citizen Advisory Task Force (CATF), as previously referenced in the County's 1995 Citizen
Participation Plan and related CDBG resolutions, is hereby sunset and dissolved as an advisory
body to the Board of County Commissioners, effective on the date of adoption of this
Resolution. Any remaining terms of current CATF appointees are hereby concluded as of that
date.
Section 2. Administrative Transition.
The County Administrator, or designee, and the Community Services Department shall take any
administrative actions necessary to implement this Resolution, including updating County
websites, board and committee listings, and internal records to reflect that the CATF has been
sunset and is no longer an active advisory body.
Section 3. Future Requirements.
If, at any time in the future, federal or state program requirements again necessitate a citizen
advisory task force or similar body for CDBG or other HUD -funded programs, the Board may
amend the Citizen Participation Plan and adopt a new resolution establishing such a body at that
time.
Section 4. Repeal of Conflicting Provisions.
All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of
such conflict, specifically including any prior provisions establishing or referencing the CATF as
an active advisory board.
Section 5. Effective Date.
This Resolution shall take effect immediately upon its adoption.
