Dear Mr. Tipton:
Please accept this letter in response to your written request received October 10, 2018 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for 2
additions to existing commercial buildings at 3000 Industrial Ave 3, Fort Pierce.

Pursuant to Section 7.04.01(C-3) of the St Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1 The proposed additions are in Flood zone X.
2 The elevation of the center line of adjacent road is 18.7' NAVD (average).
3 The fuoshed floor elevation of the existing main building is 19.47' and the secondary
building is_19.64'
4 The Proposed finished floor will match the existing buildings and will be 0.77' and 0.94'
above the center line of the road.
5 Raising the proposed finished floor 18" will be impracticable since the floor has to be flush
with the existing building.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit
must be obtained from this department.

Dear Leslie,
On behalf of St. Lucie County, I am requesting a waiver for the finished floor elevations at 3000 Industrial Avenue 3, Fort Pierce, FL, 34986. This is the Phoenix
Metals expansion project and is located on county owned property. The permit p for this project is 1806-0114 and 1810-0056.
The County/s Land Development Code specifies requirements for finished floor elevations for both residential and non-residential buildings. The two proposed
additions to the Phoenix Metal Products existing structures will have finished floors slightly below the required "eighteen (18) inches above the crown of the
adjacent roadway". This is because the existing structures have finished floors slightly below the 18"requirement. The reason for the waiver request is that the
proposed additions need to be flush with the existing finished floor (FF=19.71). The elevation of the road centerline =18.7 (average).

To clarify and up -date permit number 1806-0114, the most current information recorded in
our system is that the permit application is in my office pending plans and other documents required by the contractor
in order to perform our reviews . To this date the contractor, Mager Construction, still has not submitted the required
separate permit application which is for the second building at Phoenix Metals and he is aware that he will sign the
current application when he returns with the architectural and metal building plans needed to move all of the plan
reviews forward.
" As of this time we have had no plans to forward to the plumbing reviewer therefore no one
bias required another restroom . This will be determined when the Design Professional of record notes all [ occupancy
classifications FBC 301 and occupant counts FBC TABLE 1004.1.2 j on the plans. This information is required for the
plumbing plan reviewer to make a determination if additional plumbing fixtures or restrooms are required. This notation
is:part of the original comment list dated June 12`h 2018.

The contractor was there to finish everything and no one knew where the application was. He also
cannot submit anything about the electrical and mechanical until Steve Cooper finishes the site plan.
Due to questions and changes as he moves forward.
I need to have conversation with you and the building inspector about the plumbing. There is currently
a restroom on site. So, why is another one being required?
When staff locates the application please contact the contractor so he can come in to sign. Then the
wait will be on Steve to finish.

The following update 'report' is for your information and use:
1) The Planning and Development is moving forward with the required engineering for the Minor
Site Plan Approval. Stephen Cooper, PE has been retained to provide the engineering services.
The County will be taking full responsibility for the Minor Site Plan Approval and any required
site improvements that may result from the Approval.
2) Terry Mager has contacted a local company, Architectonic, Inc., to provide the documents
necessary for the completion of the Building Permit. Architectonic, Inc. is waiting on notice to
proceed. This would be in concert with Mager Construction's design/build services.
3) Completed permit documents should address the outstanding Building Division Review
Comments for Building Permit No. 1806-0114.

4) Phoenix Metal Products has applied for their initial reimbursement request per the terms of
their Lease Agreement.
As readily as the Permit Documents are submitted to the Building Division and the Review Comments
are addressed we will continue to expedite the permitting process toward a Building Permit that
construction may get underway.
