Prior to the issuance of any building permits for any building or structure on this site, including the removal of any vegetation, the applicant must receive approval from the Florida Fish & Wildlife Conservation Commission for the relocation of the gopher tortoises found on the site. 4. Prior to the issuance of a Certificate of Occupancy for the first building, the developer shall install a six (6') foot wide concrete sidewalk adjacent to U. S. Highway One from the northern property line to the southern property line. 5. The applicant shall connect to central water and sewer services upon the installation of central water and sewer lines along the west side of South U. S. Highway One adjacent to the subject property. The use of the private well shall be discontinued except for irrigation use until such time as an alternative water resource for irrigation is available. 6. Prior to the issuance of a Land Clearing Permit, the developer shall delineate all areas to be preserved and shall institute applicable safeguards to ensure the health and viability of the protected trees. These safeguards shall be in accordance with the requirements set forth in the Land Clearing Permit. E. G.
