I am assuming that the genesis of this request is the recent action that my office took regarding the assessing of Road Impact Fees for some new T-Hangers at another FBO operation on the airport grounds. According to the information that you supplied, I believe that you are looking for either total or partial refund on the following building permits: Building Permit Building Description Fee Paid 94-02099 airplane hanger/ 5N $ 1,116 94-02097 airplane hanger/ 6N $ 1,116 94-02076 airplane hanger/ 7N $ 1,116 94-06144 airplane hanger/ 11N $ 502 94-06153 airplane hanger/ 12N $ 502 94-06138 airplane hanger/ 13N $ 502 Review of the building plan for these hangers indicates that they are, what we would consider to be general purpose hangers, and are not similar to the T-Hangers being built across the airport from you. As we understand it, T-Hangers are fundamentally different in both design and use, than the general purpose hangers that you are building. T-Hangers are intended for the storage of aircraft only, while general purpose hangers, such as what you are building, can be modified for certain business activities. NAVERT L FENS. I believe that over the _ past several years you, or your business organizations, have been instrumental in the subleasing of space within several general purpose hangers for aviation businesses at the Airport. It is, in part, because of this business potential that the general purpose hangers are assessed at the general industrial rate. . Citing the above comments, I must at this time deny your request for refund. The only way in which a refund of the fees that you have paid can be considered is, if through your efforts not the County's, an Independent Traffic Study (ITS) were conducted in accordance with the provisions of Section 1-17-35, of the County's Code and Complied Laws. This study would be your basis for quantitatively demonstrating that the Road Impact Fees being assessed for building activities such as yours are not an accurate reflection of the trip impacts of this use. If you would care to pursue this Independent Traffic Study, please let us know and we can provide you with the additional information that you will need to commence this project. VIRTA, AICP SCANNED BY St. Lucie County This is in response to your recent request to relocate Hangers #9N and #10N from Phase II to Phase I of the Jet Service Center project. This letter will serve as authorization for the relocation of Hangers #9N and #10N to Phase I of this project. However, no additional hangers, as shown in Phase II, will be allowed until a minor site plan adjustment is submitted and approved by this office. This adjustment must sufficiently address all on - site improvements including stormwater management as required under Phase II conditions. Phase I: Includes Hangers 1N, 5N, 6N, 7N, 9N, ION, 11N, 12N, 13N, two 12 foot access drives, and the installation of required landscaping along the "existing access road" ]mown as Jet Center Terrace. Phase II: Includes Hangers 2N, 3N, 4N, and 8N, parking lot areas with associated landscaping, an access connection between Jet Center Terrace and the interior parking lot, fencing and gates. Phase II Conditions: 1.
