All meetings provided with wireless internet access for public convenience. Please turn off all cell phones and pagers prior to entering the commission chambers. GENERAL RULES AND PROCEDURES —Attached is the agenda, which will determine the order of business conducted at today's Board meeting. INVOCATION -PLEDGE —To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the Pledge of Allegiance. Participation is voluntary. CONSENT AGENDA — These items are considered routine and are enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests. REGULAR AGENDA — Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will discuss individually, usually in the order listed on the agenda. PUBLIC HEARINGS —These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9 a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time. Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board. As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chair will ask for public comment, (4) further discussion and action by the Board. ADDRESSING THE COMMISSION — Please state your name and address, speaking clearly into the microphone. If you have backup material, please have eight copies ready for distribution. NON -AGENDA ITEMS — These items are presented by an individual Commissioner or staff as necessary at the conclusion of the printed agenda. PUBLIC COMMENT — Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three minutes. Comments may pertain to any matter related to the Board's duties as the County's governing body. Comments in support or opposition to candidates for public office are not pertinent to the Board's duties. This includes any speaker identifying himself or herself as a candidate for public office. DECORUM — Please be respectful of others' opinions. MEETINGS — All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras Administration Annex at 2300 Virginia Ave., Fort Pierce, Fla. 34982. The Board schedules additional workshops throughout the year necessary to accomplish their goals and commitments. Notice is provided of these workshops. Budget Transfer to Cover Inmate Medical Expenses 3 1 P, a Regular Meeting Tuesday, September 17, 2024 9:00 AM Staff recommends the Board approve the request to transfer $3,000,000.00 from Emergency Reserves Account 001-9910-599301 to inmate medical account 001-2300-531300-230000 to cover Fiscal Year 2024 obligations. Amendement 1 to CRS Agreement C17-10-731 Extension 6 Staff recommends the Board approve contract Amendment 1 to CRS Agreement C17-10-731 Extension 6 and authorize the Chair to sign documents as approved by the County Attorney. C. COUNTY ATTORNEY Revocable License Agreement - 7409 Penny Lane - Lakewood Park - Unit No. 7 - Laura L Burns - Parcel ID 1301-607-0299-000-2 Ms. Burns is requesting a Revocable License Agreement to install a 5' wood fence at the rear of the property, within the County's 10' Drainage/Utility Easement per the Plat recorded in Plat Book 11, Page 13. She understands if the County Engineer determines the fence is causing flooding, drainage problems, or for other needs in the area, the fence will need to be removed or relocated at her expense. Engineering, Road & Bridge, and Water Quality have reviewed the Revocable License Agreement and have no objections. Staff recommends the Board approve the Revocable License Agreement, authorize the Chair to sign the agreement and direct Ms. Burns pay to record the agreement in the public records of St. Lucie County, Florida. Permission to Advertise - Ordinance Amending St. Lucie County Land Development Code by Amending Chapter XIII, Building Regulations And Public Works Construction Manual - ATTACHMENT AMENDED Staff requests the Board's permission to advertise a proposed ordinance for public hearing before the Local Planning and Zoning Commission on October 17, 2024 and two (2) public hearings before the Board of County Commissioners. Non -Exclusive Access Easement Agreement between St. Lucie County and the St. Lucie County Fire District - Station 19 - Treasure Coast Research and Education Park (TCERDA) - Quad 1A Staff recommends the Board approve the Non -Exclusive Access Easement Agreement between St. Lucie County and St. Lucie County Fire District, authorize the Chair to execute the agreement and direct staff to record the agreement in the public records of St. Lucie County, Florida. Regular Meeting Tuesday, September 17, 2024 9:00 AM 4. Jail Diversion Contract with New Horizons of the Treasure Coast for FY24-25 - ADD O Staff recommends the Board deem New Horizons as the provider in accordance with Florida Statutes 287.057(3)(e)(6) and renew the contract with New Horizons for the wrap -around services that are needed for jail diversion clients to begin October 1, 2024 through September 30, 2025, with approval of the contract as drafted by the County Attorney's Office. Mental Health Court Manager Contract with New Horizons of the Treasure Coast for Mental Health Court FY24-25 - ADD ON Staff recommends the Board deem New Horizons as the provider in accordance with F.S. 287.057(3)(e)(6), and renew the contract with New Horizons of the Treasure Coast, Inc. for staffing the Mental Health Court Manager positions that work in the Mental Health Court, and authorize the Chair to sign the contract as drafted by the County Attorney's Office. The contract will continue services for the next fiscal year, October 1, 2024 - September 30, 2025. D. COMMUNITY SERVICES 2024 Homeless Advisory Committee Annual Report Staff recommends Board acceptance of the 2024 Homeless Advisory Committee's Annual Report. First Amendment to the Housing Hub Grant Agreement (C24-01-266) between the Treasure Coast Homeless Services Council and St. Lucie County Staff recommends Board approval of the First Amendment to the Housing Hub Grant Agreement (C24-01-266) between the Treasure Coast Homeless Services Council and St. Lucie County, and authorization for the Chair to sign documents as approved by the County Attorney. Blue Sky Landing - Parcel ID 2419-211-0004-000-8 - Fort Pierce Utilities Authority Easement Staff recommends the Board authorize the Chair to sign the Utility Easement; and direct staff to record the Utility Easement in the public records of St. Lucie County, Florida. E. HUMAN RESOURCES Teamsters Local Union No. 769 - Collective Bargaining Agreement - AD - ATTACHMENT AMENDED 5 1 P, a Regular Meeting Tuesday, September 17, 2024 9:00 AM Staff recommends the Board approve the proposed Collective Bargaining Agreement with Teamsters Local No. 769 and authorize the Chair to sign the agreement. F. INFORMATION TECHNOLOGY 1. Ultimate Kronos Group (UKG) Cloud Upgrade - ADD ON Staff recommends Board approval of the contract between the Board of County Commissioners and Ultimate Kronos Group (UKG) for the total contract amount of $366,909.00 for the upgrade of Kronos to a cloud based system and authorization for the Chair to sign documents as approved by the County Attorney. G. OFFICE OF MANAGEMENT & BUDGET Fixed Asset Inventory - Property Record Removal Staff recommends Board authorization to remove fixed assets as reflected on the attached property inventory lists from the capital asset inventories of St. Lucie County Board of County Commissioners and St. Lucie County Property Appraiser. FY 24 Budget Resolution Recognizing Unanticipated Revenue Staff recommends approval of this agenda item to recognize the funds to amend the budget by $3,410,851.00. Request for Qualifications (RFQ) No. 24-058 - Professional Civil Engineering Services - Continuing Contracts Staff recommends Board approval of the short-listed firms for Professional Civil Engineering Services — Continuing Contract and permission to: • Conduct contract negotiations with short-listed firms; • If negotiations are successful, award contracts to the short-listed firms and authorization for the Chair to sign the documents as approved by the County Attorney. 4. Request for Proposal (RFP) No. 24-062 Digital Marketing Services for Visit St. Lucie Staff recommends Board approval of the Committee's ranking and permission to: • Conduct contract negotiations with the highest ranked firm, Evok Advertising & Design Inc. • If negotiations are successful, award contract and authorization for the Chair to sign the documents as approved by the County Attorney. • If negotiations are unsuccessful with the highest ranked firm, negotiations would be terminated with that firm and staff would start negotiations with the second -highest ranked firm. H. PARKS, RECREATION & FACILITIES 1. White City Potable Water Project 2nd Amendment to Work Authorization No. 02. Contract C19-08-763 Staff recommends the Board's approval of the 2nd Amendment to Work Authorization #2 to Engineering Design and Construction, Inc., to increase Contract 19-08-763 by $4,170.36 to $73,410.36 for the White City Park Potable Water Project. Brightly Subscription and Service Agreement Amendment 7 1 P, a Regular Meeting Tuesday, September 17, 2024 9:00 AM Staff recommends the Board amending the current contract(C16-11-593) to discontinue the capital predictor and renew the Brightly Subscription/Service Agreement attached and authorization for the Chair to sign the documents as prepared by the County Attorney. Award of Bid No. 24-079 - Blind Creek Beach Improvement Project to Sunshine Land Design, Inc. - $1,857,944.00 Staff recommends Board approval to award Bid No. 24-079 in the amount of $1,857,944.00 (Base Bid plus Alternate No. 2) to Sunshine Land Design, Inc. to perform the Blind Creek Beach Improvement Project and authorize the chair to sign as prepared and approved by the County Attorney. I. PLANNING & DEVELOPMENT SERVICES Notification Letter - St. Lucie County Evaluation and Appraisal of the Comprehensive Plan Staff recommends the Board's approval for the Chair to sign the Evaluation and Appraisal Notification Letter and direct the Planning & Development Services Director to provide it to the State's Land Planning Agency prior to the October 1, 2024, deadline. Second Amendment to Work Authorization No. 9 with Kimley-Horn Associates for General Planning Services Contract C20-01-222 - ADD O Staff recommends Board approval of the Second Amendment to the Work Authorization No.9 with Kimley-Horn & Associates to increase the total compensation by $17,000.00 for FY24 and permission for the Chair to sign documents as approved by the County Attorney. J. PUBLIC SAFETY 1. Renewal of Service Agreement for Public Safety Interoperable Communications and 800MHz Radio Equipment & Systems Staff recommends approval of the renewal of Service Agreement for Public Safety Interoperable Communications and 800MHz Radio Equipment & Systems and authorization for the Chair to sign documents as approved by the County Attorney. Agreement for Shelter Administration and Animal Care - ATTACHMENT AMENDED Staff recommends Board approval of the agreement for Shelter Administration and Animal Care as drafted by the County Attorney's Office and authorization for the Chair to sign documents as approved by the County Attorney. Amendment #1 to Contract C23-10-893 with Wharton -Smith, Inc. for Construction Manager at Risk for the Water Treatment Facility at Taylor Dairy Road Staff recommends Board approval for the draft first amendment for the Taylor Dairy Road Water Treatment Facility in the amount of $6,757,484.00 and authorize the Chair to sign documents as approved by the County Attorney. L. PUBLIC WORKS 1. Carlton Road over the C-24 Canal Bridge Repair Project - Final Acceptance - THIS PROJECT I FUNDED BY THE INFRASTRUCTURE SALES TAX Staff recommends Board acceptance of the Carlton Road over SFWMD Canal 24 Bridge Repairs. 2. Bid Award No. 24-084 Canal and Ditch Cleaning to Cates Tractor Service, LLC. Staff recommends Board approval for the award of Bid Award No. 24-084 Canal and Ditch Cleaning to the lowest responsive bidder, Cates Tractor Services, LLC and authorization for the Chair to sign the contract as approved by the County Attorney. 3. Permission to Advertise - County Initiated Land Development Code Text Amendment to Update the Mining Permit Exemption Process Staff recommends the Board grant permission to advertise a public hearing to consider the amendments to the land development text code. 11. St. Lucie County's Parks and Recreation Department and St. Lucie County Sheriff's Office have partnered again for the free 2nd Annual Tunnel of Terror and Trunk or Treat Event on Friday, Oct. 11 and Saturday, Oct. 12 at the Havert L. Fenn Center, located at 2000 Virginia Ave. The all -ages Trunk or Treat event will only take place on Friday, Oct. 11 from 6 to 10 p.m., while Tunnel of Terror, which is designed for ages 15 and older, will take place Friday, Oct. 11 and Saturday, Oct. 12 from 6 to 10 p.m. inside the Fenn Center. For more information about the Second Annual Tunnel of Terror and Trunk or Treat event, please call the St. Lucie County Parks & Recreation staff Monday through Friday from 9 a.m. to 4 p.m. at 772-462-1521. 15.
