1. CALL TO ORDER
Chair Goodbread called the meeting to order at 10:09 AM.

2. INVOCATION AND PLEDGE OF ALLEGIANCE
Mr. Watford led the invocation and Vice Chairman Goodbread led The Pledge of Allegiance.
3. INTRODUCTIONS
Self -introduction by Board members and guests.
4. CHAIRMAN'S COMMENTS
Vice Chairman Goodbread welcomed everyone. He commented on waiting to see what happens in Tallahassee with the
end of session possibly near.
5. APPROVAL OF MINUTES
Mr. Goodbread called for a motion to accept the Meeting Minutes from February 2026. Mr. Watford made a motion to
approve; Mr. McPartlan seconded the motion. Motion passed unanimously.
6. APPROVAL OF TREASURER'S REPORT
Mr. Watford gave the Treasurers report for November and December 2025. asked for a motion to accept the
Treasurer's Report. A motion was made by Mr. Foley and seconded by Mr. Docherty. Motion passed unanimously.
7. PROGRAM PRESENTATION
Mr. Brandon Dambeck, Vero Beach Airport Operations Manager, made a presentation on the history of Vero Beach
Airport, which included plans for future expansion. The Airport used to be known as Silvertown Airport, with
relationships with BF Goodrich. It is now owned by the City of Vero Beach and operates as an Enterprise Fund.
8. INFORMATIONAL ITEMS
Mr. Goodbread reported the Okeechobee Music Fest is March 19-22. The Okeechobee Rodeo is that weekend.
Mr. Clasby announced the SLC Fair was open through March 81". The 4H Steer Sale helps the students go to college.
Mr. Dockerty stated Ocean Breeze would have a large representation in the Jensen Beach St. Patrick's Day Parade on
March 15. There will be 32 Golf Carts, as part of the parade.
9. LEGISLATIVE MATTERS
Nicole Fogarty reported that the Legislative Session is supposed to end on March 13t", but there will be special sessions
addressing the budget and Property tax issues. Nothing has been agreed upon, so there is still time to speak with our
legislators about the impacts any tax proposal legislation may have on each city, town or village.

11. OLD BUSINESS
a. Scholarship Committee Report — Ms. Barenborg reported that the committee met. Committee members were
Ms. Hawley, Ms. Jahner and herself. Their recommendations regarding the criteria for the proposed scholarship
are as follows:
• Scholarship amounts from $500 up to $1000
• Open to students going to Universities, Colleges or Trade Schools
• Graduating Seniors or students that are currently in a University, College or Trade School from any of
the four counties: Indian River, Martin, Okeechobee or St. Lucie
• The winner must send us their acceptance letter for the school they intend to attend.
• Criteria is NOT solely based on need, but community involvement should be the primary criteria as the
TCCLG is made up of community leaders.
• Video from candidates of their interview — Limited to three minutes.
12. COMMITTEE REPORTS
a. Treasure Coast Regional League of Cities/Florida League of Cities (TCRLC & FLC)
Ms. Christensen reported that FLC is following several bills that are preemptive but many of the bills look like
they won't make it through this session. Ethics class is April 23 and accepting city and county commission
members.
b. Florida Associations of Counties (FAC)
No report
c. Florida School Boards Association (FSBA)
No report
d. Treasure Coast Regional Planning Council
Terry Ann Paulo reported there is a Resiliency Cost Analysis Toolkit Webinar on March 10. It's in partnership
with the other planning councils It will discuss CDBG Funds.
e. CareerSource Research Coast
Mr. Kloorfain reported the Martin County Reach Center is opening in March. There will also be Summer of
Success in St. Lucie County where 40 students will work for the county and area nonprofits making $15 per
hour. The grant to fund the program is $165,000.
f. South Florida Water Management District
Ms. McCorkle reported Lake Okeechobee received 14 inches of rain.
g. St. Johns Water Management District
No report.

10. DISCUSSION OF SCHOLARSHIP FOR TCCLG
No Report. The committee is meeting immediately following the Board meeting.

11. ADJOURNMENT
As business before the Treasure Coast Council of Local Governments has concluded, Chairman Goodbread
adjourned the meeting at 11:55 AM.
