plans indicate handicap parking adjustments and interior sidewalk associated with the new restrooms. As such, I
anticipate all construction inspection will be performed by the Building Department with no further action from
Engineering. If,ou need anything along the way, please let me know.

All comments are based on the current Standards of Practice, established by the Board of Professional
Surveyors and Mappers, Chapter 51-17, Florida Administrative Codes, pursuant to current Section
472.027, Florida Statutes, per 5J-17.050 thru 5J-17.052.
SURVEY:
1)' The survey is two years old. We will need an updated survey.
2) The survey should also be a boundary survey because of new construction proposed.
3) Please include a description of the boundary.
4) 1 believe that FEMA updated their maps in this area. Please verify that the flood zones are
depicted correctly.
5) Does the Erosion Control Line affect this property?
6) 1 reserve the right to comment on the updated survey after submittal.

RE: Finished floor waiver
Dear Mr. Doiley:
Please accept this letter in response to your written request received November 2, 2018 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for a
proposed restroom facility for Waveland Beach Park at 10350 S Ocean Dr., Jensen Beach.
Pursuant to Section 7,04.01(C-3) of the St. Lucie County Land Development Code, the.Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1 The proposed finished floor elevation will be at 4.94' NAVD which is 0.02' below the
center line of the road.
2 The center line of the. adjacent road is 4.96' NAVD.
3 The property is in Flood zone AE-8. Flood vents will be installed to allow excess of water
to be drained when necessary, as indicated on the building plans with the building permit.
4 The building was designed to match existing conditions. To elevate the finished floor to
meet the 18" above the center line of the road would prevent reasonable ADA accessibility
without the need to create an elaborate ramp system and railings for safety.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit
must be obtained from this department.

The Waveland Beach bathroom is not meeting the minimum requirement of 18" above center
line of the road per the code section 7.04.01C of SLC Land Development Code. As it currently stands the
elevation of the center line of the road is 4.96' and the finished floor elevation of the building is 4.94'.
Please grant St. Lucie County relief of the code based on the fact that this building isznot.a=permanent
structure. The building was prefabricated (base; walls; roof) and put together onsite. The building was
delivered on a flatbed truck and put in place by a crane. The building was design to match existing
conditions. The higher grade would prevent reasonable ADA accessibility without the need to create an
elaborate ramp system and railings that would potentially result in future safety hazards.
