GENERAL RULES AND PROCEDURES —Attached is the agenda, which will determine the order of business conducted at today's Board meeting. INVOCATION -PLEDGE —To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the Pledge of Allegiance. Participation is voluntary. CONSENT AGENDA — These items are considered routine and are enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests. REGULAR AGENDA — Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will discuss individually, usually in the order listed on the agenda. PUBLIC HEARINGS — These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9 a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time. Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board. As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chair will ask for public comment, (4) further discussion and action by the Board. ADDRESSING THE COMMISSION — Please state your name and address, speaking clearly into the microphone. If you have backup material, please have eight copies ready for distribution. NON -AGENDA ITEMS — These items are presented by an individual Commissioner or staff as necessary at the conclusion of the printed agenda. PUBLIC COMMENT — Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three minutes. Comments may pertain to any matter related to the Board's duties as the County's governing body. Comments in support or opposition to candidates for public office are not pertinent to the Board's duties. This includes any speaker identifying himself or herself as a candidate for public office. DECORUM — Please be respectful of others' opinions. MEETINGS — All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras Administration Annex at 2300 Virginia Ave., Fort Pierce, Fla. 34982. The Board schedules additional workshops throughout the year necessary to accomplish their goals and commitments. Notice is provided of these workshops. TO: PRESENTED BY SUBMITTED BY: SUBJECT: BACKGROUND: 2023-61973 DATE: 10/3/2023 AGENDA REQUEST Erosion District Joshua Revord, Port, Inlet & Beaches Director Port, Inlet & Beaches 2024-2025 Fort Pierce Shore Protection Project — Distribution of Non -Federal Funding The Florida Department of Environmental Protection (FDEP) administers the Beach Management Funding Assistance (BMFA) Program, which provides funding annually to assist eligible local governments with their beach erosion control projects. St. Lucie County's Port, Inlet & Beach Department requested a total of $1,790,737.00 in State funding during the FY-2024/25 Local Government Funding Request (LGFR) application period for the FY-24/25 Fort Pierce Shore Protection Project. A large portion of the requested grant funding ($1,550,737) will go towards the next Federal nourishment event at Fort Pierce Beach (FY-24/25). The balance of new state funding will be used for beach design and monitoring efforts associated with future beach restoration. The U.S. Army Corps of Engineers (USACE) FY-2024 Civil Works Program includes funding from the Infrastructure Investment and Jobs Act (2022), where $2,477,000 was appropriated for future construction and nourishment for Fort Pierce Beach. The outstanding balance of federal funding is currently identified in the FY-24 President's Budget and both the House/Senate FY-24 Energy and Water Appropriation Bills ($8,367,000), for a total federal contribution of up to $10,844,000 (77.76%) towards the next federal beach project. The total project cost is estimated at $13,945,474.00, with the non-federal share estimated at $3,101,474.00 (22.24%). If successful, the State (FDEP) may cost -share in up to 50% of the requested non- federal share. PREVIOUS ACTION: July 18, 2023 - Board approval to submit the Beach Management Funding Assistance (BMFA) Program, Local Government Funding Request (LGFR) to the State of Florida (FDEP) for the FY-2024/25 Fort Pierce Shore Protection Project and other beach project initiatives (Resolution 2023-123). FINANCIAL IMPACT: Non-federal funding for the next federal beach nourishment event at Fort Pierce Beach is available in the Erosion District Reserves, account #184-9910-599300-910000. The partial distribution of non-federal funding ($300,000.00) required for the design and planning of the FY-2024/25 Fort Pierce Shore Protection Project has been requested by the USACE. The outstanding balance of non-federal funding due ($2,802,000.00) will be requested in the future. The St. Lucie County Port, Inlet & Beaches Department has submitted a Local Page 4 of 7 Government Funding Request (LGFR) with the Florida Department of Environmental Protection for up to 50% state cost -sharing of the non-federal share of future USACE construction. Pierce, Florida 34982 Dear Mr. Revord: Pursuant to the Project Cooperation Agreement (PCA) Article VI: Payment of Funds, between the Department of the Army and St. Lucie County Erosion District, Florida for Extension of Federal Participation in Periodic Nourishment of the Fort Pierce, Florida Shore Protection Project executed on September 3, 1998, as amended, the Jacksonville District, U.S. Army Corps of Engineers (Corps) is hereby requesting the non -Federal share of cash for the next scheduled renourishment for the Fort Pierce, Florida Shore Protection Project. The purpose of this letter is to request a portion of the full non -Federal share in the amount of $300,000 for the planned Fiscal Year (FY) 2024 activities leading to and execution of the 1411 renourishment construction contract, which will align with Federal appropriations received in the Infrastructure Investment and Jobs Act (P.L. 117-58) and the FY2024 President's Budget. The activities include contractual plans and specifications for advertisement, coordination of any permitting requirements, coordination with local stakeholders and to prepare the contractual documentation needed for advertisement and construction management. The remaining non - Federal share in the amount of $2,802,000 will be submitted under a separate request. Please provide these funds not later than October 13, 2022, to avoid delays to the current schedule. It is recommended that the funds be transmitted via electronic funds transfer (EFT) or wire transfer as this is the most expedient method of payment. Wire transfer information is enclosed with this request. Please include the language "K3 Fort Pierce Beach, FL" within the transmittal.
