The waiver request is for a proposed dormitory" building for Missionary Flights at 3163 Hammond Rd. Fort Pierce. Pursuant to Section 7.04.01(C-3) of the St. Lucie County Land Development Code, the Planning and Development Services Director has the authority to grant administrative relief, when topographical conditions are such that compliance with this subsection would be impracticable or cause grade level conditions detrimental to adjacent or nearby property, consistent with the intent of the Flood Protection regulations and any other applicable portion of this Code. The Planning and Development Services Director has granted your request for administrative relief of the finished floor elevation based on the following determinations: I The property is in Flood zone X. 2 The center line of the adjacent road is 21.40" NAVD. 3 The proposed finished floor elevation will be 2I.00" NAVD which is 0.4' below the center line of the road. 4 The proposed finished floor elevation is determined by drainage calculations submitted and approved by Water Quality for the storm water permit. Specifically, the modeling demonstrates that the proposed building pads, at the elevation specified, will provide adequate flood protection. 5 Raising the floor IS" above center line of the road would be impracticable and could cause conditions detrimental to adjacent or nearby property with the additional 2 feet of fill needed for the elevation. Furthermore, filling the property to this high of an elevation could have a detrimental effect on neighboring properties leaving them more susceptible to possible stormwater flooding due to the higher than necessary elevations that would be found on the Missionary Flights property. For these hardship reasons and on behalf of the project ownership we respectfully ask for relief from the code requirement stating the finished floor elevation for the subject project must be 18 inches above the adjacent road crown. We have provided signed and sealed drainage calculations and received approval and permits through SFWMD and St. Lucie County stormwater quality and engineering divisions with a designed finished floor elevation of 21.00 NAVD. As requested I wanted to provide assurance that raising the finished floor elevation of the easternmost building to elevation 21.40 NAVD would not have an effect on the stage results for the post -development model. We can say this for two reasons first the building areas are not included in the stage storage calculations and secondly me stage storage calculations already include'a en open space area that ranges from elevation 18.50 NAVD to elevation 22.25 NAVD as well as asphalt & concrete area that ranges from elevation 19.00 NAVD to elevation 21.50 NAVD. The attached drainage calculations include a back to back storm event design to prove recovery for the system and the second 100 year— 3 day event reveals a maximum stage of 20.42 NAVD which our proposed finished floors exceed.
