The attached hydraulic calculations are for the S300K system with a slotted ductile iron grate. The software that ACO Polymer Products uses to calculate channel hydraulics is called "HYDRO".and is based on the principles of spatially varied flow (steady, non -uniform flow). This is non -uniform flow which accounts for liquid being carrie . d in a trench plus the constant addition of liquid collected through the grates along the trench ran, called lateral inflow. Lateral inflow is measured in gallons per minute per foot (liters per second per meter). In some situations, a Manning's equation for open channels may also be used. The basis of the design was to capture and discharge 1600gpm and to minimize the trench drain length. The first thing to look at was the outlet capacity. An 8" sch. 40 pipe out of the SK3-040 channel can discharge 966pgm. Ending in this channel will require 2 total outlets on the run. The next step is to analyze the grate intake. A perpendicular approach slope of I % was used as a worst case scenario, and the results show a lateral inflow rate of 147.1gpIl 1600gpm over 147l.gpm/ft yields a minimum required length of llft. Finally, the channels themselves were analyzed. Each of the runs is capable of 2297gpm. This leaves extra capacity for each run. The limiting factor is the outlet itself. A shorter system can be used, but the idea with trench drain is to capture a spread of sheet flow. If an even shorter system is needed, a 12ft system would be the bare minimum with 2 outlets. The waiver request is for a proposed hangar with related office and fire pump house at 3191 Jet Center Ter. Fort Pierce. Pursuant to Section 7.04.01(C-3 & C-4) of the St. Lucie County Land Development Code, the Planning and Development Services Director has the authority to grant administrative relief when topographical conditions are such that compliance with this subsection would be impracticable or cause grade level conditions detrimental to adjacent or nearby property, consistent with the intent of the Flood Protection regulations and any other applicable portion of Hs Code. The Planning and Development Services Director has grantedyour request for administrative relief of the finished floor elevation based on the following determinations: I The property is in Flood Zone X. 2 The elevation of the center fine of the road is 23.6'NAVD. For the purpose of this elevation we have used the improved part of Jet Center Ter. Taxiway D is not considered a public ingress or egress for vehicles. 3 Tile proposed finished floor elevation will be 23.5' NAVD which is 0. 1' below the center line of the road. 4 The proposed finished floor elevation will meet the design criteria for Taxiways and aprons determined by Federal Aviation Administration ffA) and the peak of the hangar will be below the protected runway airspace. 5 Raising the floor 18" above center line of the road would be impracticable and create issues for an airplane to access the hangar or the peak of the roof to encroach into the protected runway airspace. This approval does not in any way constitute authorization to begin construction. The cross slopes of Taxiway E is between 1.0- and 1.5-percent, therefore the slope of the throat of the taxiway connector was designed at the minimum of 0.5-percent to stay below the maiximum gradient change. Using these minimum and maximum criteria, and the tie-in elevation of Taxiway E, the initial elevation of the Hangar floor was established at 23.50. The final criteria checked was to ensure the finished floor met a minimum elevation of 18-inches higher than the centerline of the frontage road. At 50-foot wide, and with a normal crown, the northwest half of the taxiway was removed, leaving the south east half for a 24-foot wide road. This pavement will be milled and the lime rock base reworked to remove cracking. The northwest parking spaces required new construction at an upward slope fronting the hangar, to minimize costly drainage structures. Therefore the surface runoff flows one-way across the parking spaces and the roadway of reconstructed Taxiway D. Based on this design, no water flows towards the hangar from the roadway and parking area, and the elevation of the structures are greater than 18-inches higher than the centerline of the roadway. In fact, the grades continue to flow runoff from the frontage roadwaylparking lot across the front slope into a swale which conveys it into the conveyance ditch flowing off site. The back slope of this swale is approximately 3-feet lower than the building finished floors resulting in no potential flooding into the buildings. Therefore, this design meets the St. Lucie County requirement, ke 91W �p"taLe�i ��ha ar below the runway protected airspace, and meets the FAA airport design criteria. We also note our design research confirmed the entire building site is shown on the FEMA Flood Maps as being of the lowest rating for potential flooding with no flood elevations noted. As this project was removing pavement in quantities that exceed the new roof area, the overall impervious surface was decreasing, and the project was exempt from a County stormwater permit. Because the project was exempt from a County stormwater permit, this division will excuse themselves from input on the matter of the finished floor elevations (FFE), other than as an advisory comment to check the FFE against the master stormwater permit's pre -defined FFE for that basin. I hope yours is wonderful as well. I have reviewed the re -submittal together with William Durden. We were able to determine that the proposed finished floor elevation is going to be at 23.5' for both hangar and fire pump building. I was able to determine the center line of the adjacent road, Jet Center Ter. (23.6') on a survey filed with the site plan. Based on this information we can conclude that the building is not meeting the min. required of 18" above center line of the road required per LDC chapter 7.04.01 C. If it is not an option to meet the min. requirement the Planning Director may grant relief of the code for both structures. Please submit a written request attention Leslie Olson, AlCP. Please include in your request the reason, the proposed elevation, the elevation of center line of the road, the address and permit number. Please submit the letter to my attention.
