The waiver request is for an enclosed restroom within a proposed open basketball pavilion for an existing church and school at 100 Cyclone Dr., Fort Pierce. Pursuant to Section 7.04.01(C-3) of the St. Lucie County Land Development Code, the Planning and Development Services Director has the authority to grant administrative relief, when topographical conditions are such that compliance with this subsection would be impracticable or cause grade level conditions detrimental to adjacent or nearby property, consistent with the intent of the Flood Protection regulations and any other applicable portion of this Code. The Planning and Development Services Director has granted your request for administrative relief of the finished floor elevation based on the following determinations: 1 The property is in Flood zone X. 2 The center line of the adjacent road is 23.28' NAVD. 3 The finished floor elevation of existing buildings (church, school and accessory) are at 24.05' NAVD. 4 The proposed finished floor elevation for the proposed restroom of the basketball pavilion is 24.05' NAVD which is 0.77' above the center line of the road and matching the existing buildings on the property. This approval does not in any way constitute authorization to begin construction. Prior to the commencement of any construction on this property, an application for specific building permit must be obtained from this department. In that code the finished floor elevation is required to be 18" above the crown of the road. This proposed basketball pavilion is one of several existing structures on the site, all of which have existing finished floor elevations that are the same. The existing buildings do not meet the current County's code requirement. The crown of the road is at elevation 23.28' thus requiring the building finished floor elevation to be 14.78'. We are proposing to construct the basketball pavilion matching the other existing structures at a finished floor elevation of 24.05'. We thank you in advance for your time and consideration. For the Open Basketball Pavilion we do not have any exterior lighting shown on the plan. We do have interior lighting, however, understand that there are only partial walls on this proposed building. So, does the comment "the conditions of approval number 1 in PDS order 17-202 requires "the exterior lighting that is provided for the covered playground area shall be shielded with zero footcandle readings at adjacent property lines" pertain to lighting within the building or jus x riot iightirr lighting intended to light the area surrounding the building? All lighting within the building will be s ie a rom ie neighboring properties by the skirt wall panels that will surround the building. That skirt wall combined with the fact that this building sits 100' away from any property line should be enough assurance that no light will spill over into neighboring properties. Attached please find the light fixture proposed for this building along with interior photometrics. Additionally, we have prepared exterior photometrics 25' beyond the building's structural line. The light levels at 25' outside of the building are less than 1 footcandle. Note that the closest property line is 100' away from the structural line of this building!
