Dear Mr. Ivey:
Please accept this letter in response to your written request received April 17, 2019 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for an
enclosed restroom within a proposed open basketball pavilion for an existing church and
school at 100 Cyclone Dr., Fort Pierce.
Pursuant to Section 7.04.01(C-3) of the St. Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1 The property is in Flood zone X.
2 The center line of the adjacent road is 23.28' NAVD.
3 The finished floor elevation of existing buildings (church, school and accessory) are at
24.05' NAVD.
4 The proposed finished floor elevation for the proposed restroom of the basketball
pavilion is 24.05' NAVD which is 0.77' above the center line of the road and matching
the existing buildings on the property.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit
must be obtained from this department.

Dear Leslie:
Please accept this letter requesting relief from the St. Lucie County Development Code chapter
7.04.01 finished floor requirement. In that code the finished floor elevation is required to be
18" above the crown of the road. This proposed basketball pavilion is one of several existing
structures on the site, all of which have existing finished floor elevations that are the same. The
existing buildings do not meet the current County's code requirement. The crown of the road is
at elevation 23.28' thus requiring the building finished floor elevation to be 14.78'. We are
proposing to construct the basketball pavilion matching the other existing structures at a
finished floor elevation of 24.05'.

May we ask a question of clarification before we set off to create a response to a Zoning Review Comment?
For the Open Basketball Pavilion we do not have any exterior lighting shown on the plan. We do have interior lighting,
however, understand that there are only partial walls on this proposed building. So, does the comment "the conditions
of approval number 1 in PDS order 17-202 requires "the exterior lighting that is provided for the covered playground
area shall be shielded with zero footcandle readings at adjacent property lines" pertain to lighting within the building or
jus x riot iightirr lighting intended to light the area surrounding the building? All lighting within the building will be
s ie a rom ie neighboring properties by the skirt wall panels that will surround the building. That skirt wall
combined with the fact that this building sits 100' away from any property line should be enough assurance that no light
will spill over into neighboring properties.

Hi Linda,
I have a permit in for a 10,000 covered playground for above site plan. The playground was approved but the PDS order
has an expiration date of 5/3/18. 1 have checked the GM Data base and the files under Group -Planning but couldn't find
a request for an extension. Are there any other places where an extension request could be filed?

The following answers to your plans review comments are offered for the project referenced above:
Plans Examiner Review:
1) S-2, Structural notes reference the 2014 FBC. Note has been corrected
2) Please fix the conflict between notes on sheet A-2 `Building Code Data Applied to this Project"
and sheet S-2 "Certification for Design Load Compliance." Notes have been corrected
3) Please update the construction type or provide the protection to achieve the 1-hour fire resistant
rating for Type V-A construction (Table 601). The Construction Type has been revised to Type V-
B.
4) The metal building shop drawings have not been submitted. Please submit three original sets,
reviewed and approved by the engineer of record. Acknowledged.
5) Please see Sections (F-907.2 and F-907.2.3) for Fire Alarm requirements. A note has been added
to the drawings indicated compliance to the Florida Building Code sections 907.2 and 907.2.3.

Highest point in front of the building is 23.28'. Only the restrooms will need to be 18". The open
areas do not have that requirement. Please indicate on the site plan the area of the enclosed
restrooms +FFE. Please see letter from owner requesting a variance from this requirement. This
proposed structure and all existing structures on -site shall be at the same finished floor elevation.
3) Approved storm water permit is required. See attached e-mail and letter from water quality.

4) The drain field should be on the property of the Church and not on the neighbor's property. The
two properties will need to be combined with Unity of Title or the drain field will need to be

In response to the Planning Review comment: The conditions of approval number 1 in PDS Order 17-020 requires "the
exterior lighting that is provided for the covered playground area shall be shielded with zero footcandle readings at
adjacent property lines." Please provide the type of lighting, how they are going to be shielded and provide a
photometric plan based on the type of lights. Attached please find the light fixture proposed for this building along with
interior photometrics. Additionally, we have prepared exterior photometrics 25' beyond the building's structural
line. The light levels at 25' outside of the building are less than 1 footcandle. Note that the closest property line is 100'
away from the structural line of this building!
