LUCIE COUNTY, FLORIDA Indian River Drive Town Hall Meeting April 27, 2021 Convened: 6:10 PM Adjourned: 8:13 PM 1. Town Hall Agenda A. Welcome and Opening Remarks Commissioner Chris Dzadovsky Chairman of the Board of County Commissioners, District 1 St. Lucie County B. Project and Team Introductions Don West Public Works Department presented. The Kimley-Horn study for Indian River Drive providing the recommended strategies for improving traffic safety along the corridor. The County is proposing to implement these strategies in a phased approach, using the approved funding. Phase 1 of the project will involve implementing safety strategies along the corridor of Indian River Drive between Walton Road and Midway Indian River Drive Town Hall Meeting Tuesday, April 27, 2021 6:10 PM Road Intersections. The 6.2-mile segment was selected as Phase 1 because of the field measured speed data in the Kimley-Horn Study. The proposed improvements will include: • Raised audible pavement markings along the centerline and outside edges of the pavement • Radar speed feedback signs • Speed reduction markings at selected locations. The subsequent phases will also involve extending the safety improvements further north along the corridor of Indian River Drive, up to the Citrus Avenue Bridge in the City of Ft. Pierce. The Board approved two Resolutions that provided a basis for installing the flashing 3 Way stop signs at Midway and Savannah Road Indian River Drive intersections and will be operational in May. Staff is recommended completion of the Phase 1 Project before moving forward with the next phases. C. Presentation for Design Project Brian Good Engineer of Record, P.E. Kimley-Horn presented. The traffic calming feasibility study is identifying strategies to encourage motorists to operate their vehicles safely. The study limits were for Citrus Avenue to the North East County Line Road (13.7 miles). The Non -Geometric Traffic Calming Strategies would include: • Dynamic Speed Feedback Signs • Profile Thermoplastic Striping • Traverse Pavement Markings • Raised Rumble Strips • Designation of Existing Vehicular Weight Restrictions The proposed speed strategies would actively alert speeding drivers to their current speeds along with posted speed limit signs, improve the level of lane visibility and departure to drivers, dissuade drivers from passing within no passing zones, thus reducing speeding and accident rates. Also, South of Indian River Drive from Citrus Avenue to the South St. Lucie County Line, the implementation of vehicular weight restrictions and truck traffic limited to the weight of no more than 6,000 pounds. D. Final Remarks Ken Mascara, St. Lucie County Sheriff, presented a brief presentation on additional Law Enforcement Strategies on Indian River Drive by increasing deputy monitoring hours to (25) hours per week, off -duty detail program officers for private hire, and the additional installation of the SkyCop monitoring systems on Indian River Drive. Scott Holmes, a SkyCop Consultant, presented a brief presentation of the SkyCop platform and services. SkyCop offers advanced technology to support law enforcement in keeping businesses, homes proactively, and communities safe. SkyCop will also provide intelligent policing, detection of criminal activity, License plate reader, and video monitoring for targeted hot spots along Indian River Drive. 2 1 P a g e Indian River Drive Town Hall Meeting Tuesday, April 27, 2021 6:10 PM E. Questions and Answers Session Beth Zsoka, Public Information Specialist, opened the meeting for public comment. The following people addressed concerns of Indian River Drive proposed Roadway Safety, Law Enforcement Strategies, Video Monitoring, Pavement Improvements, and Florida Department of Transportation Project to update signals along US Highway 1.
