Chair Bartz presented the proclamation to Stephanie Myers who, on behalf of Larry Lee, accepted it with gratitude and thanked the Board. PUBLIC COMMENT (excluding Public Hearing items) Chairman Bartz opened the meeting for public comment at this time. The following individuals addressed the Board: • Sally Dillon, representing the Florida Alliance for Safe Trains, expressed her concern about high- speed trains, such as All Aboard Florida, passing through Treasure Coast communities. Ms. Dillon presented a copy of a letter from the Indian River Board of County Commissioners to the Florida Department of Transportation Secretary expressing their county's concerns. • Ann Sinnott, 3111 N Indian River Drive, spoke about the need to address train safety in St. Lucie County because of the dangers posed by new higher -speed trains that will come through St. Lucie County. • Glen Riles, from GL Homes, spoke about the success of their new Riverland development in Port St. Lucie. He also noted that he is an artist and donated one of his paintings to St. Lucie County in appreciation for their support of the arts and of the St. Lucie Cultural Alliance. He presented his painting to the Board, who thanked him and accepted it with gratitude. • Diane Kimes, representing Heathcote Botanical Gardens, expressed her appreciation for the Board's support of the botanical gardens and the St. Lucie Cultural Alliance. She also urged them to continue supporting the Florida Division of Cultural Affairs. • Anita Prentice, 2605 St. Lucie Blvd, thanked the Board for their continued support of the arts. • Holly Theuns, 419 N Second St., thanked the Board for funding the St. Lucie Cultural Alliance and encouraged the Board to designate the Alliance as a local arts agency. There being no one further wishing to address the Board, Chairman Bartz closed public comment. 7. PRESENTATIONS A. Harmful Algal Blooms in the Lagoon - Dr. James Sullivan, Executive Director, FAU - Harbor Branch Oceanographic Institute Dr. James Sullivan, Executive Director of FAU's Harbor Branch Oceanographic Institute, gave a presentation on harmful algae blooms in south Florida. He discussed types and causes of algae blooms, their impact on humans and animals, the projected forecast for future algae bloom 31Page Regular Meeting Tuesday, March 19, 2019 9:00 AM outbreaks, and what the Florida Center for Coastal and Human Health at Harbor Branch is doing about it. 8. CONSENT AGENDA Item 8.D.6 (RES-2019-45: Economic Incentives for PB Hold Co, LLC) was pulled for special discussion and moved to the Regular Agenda for a separate vote. Regular Agenda items can be found on pages 7-8. A motion was made to adopt the consent agenda, minus item 8.D.6, and it passed unanimously. COUNTY ATTORNEY 1. Lakewood Park Pilot Potable Water Program - Approval of Rate Resolution County Attorney Dan McIntyre presented this item. On February 19, 2019, the Board approved implementing a pilot program to help demonstrate the feasibility of extending potable water service throughout Lakewood Park. The Board also approved advertising a public hearing to establish the special utility rate for the pilot program. County staff developed a draft rate resolution with proposed rates for the pilot program. The public hearing was advertised on February 21, 2019. Staff recommended that the Board approve the Resolution and authorize the Chair to sign it. Chairman Bartz opened the hearing for public comment at this time. There being no one wishing to address the Board, Chairman Bartz closed public comment. A motion was made to adopt the resolution and it passed unanimously. ADMINISTRATION 1. St Lucie Cultural Alliance - Local Arts Agency (LLA) Designation Deputy County Administrator Mark Satterlee presented this item. A local arts agency (LAA) is a private community organization or local government agency that supports cultural organizations, provides services to artists or arts organizations, and/or presents arts programming to the public. St Lucie County formerly designated the St Lucie Arts & Cultural Alliance (ACA) as the LAA and that designation remains in place despite the ACA disbanding in 2016. Staff recommended the Board de -designate the St Lucie Arts & Cultural Alliance as the County's local arts agency and apply the LAA designation to the St Lucie Cultural Alliance. There were no comments or questions from the Board. Resolution - Economic Incentives for PB Hold Co, LLC This item was moved to the Regular Agenda from the Consent Agenda for a separate discussion and vote. Commissioner Dzadovsky abstained from voting because of a potential conflict of interest: one of his extended family members works for the subject company. Peter Jones, St. Lucie County Business Navigator, spoke about the resolution for economic incentives as an example of the Board's leadership and direction in economic development and job creation in St. Lucie County. Peter Tesch, President of the Economic Development Council, spoke about the success of local company Pursuit Boats and the economic impact of their expansion and jobs created. He thanked the Board and staff for taking an active leadership role. It was moved to adopt the Economic Incentives resolution and the motion carried 4-0, with Commissioner Dzadovsky abstaining from the vote. RESULT: ADOPTED [4 TO 0] MOVER: Sean P.
