Paul, we have reviewed the project and the statute and agree that your interpretation is correct that public sewer would
not be considered available for this project as a retail establishment at this time. I hope this e-mail will suffice in lieu of
a letter. Thanks.

Subject: RE: 11-242-00: HSC Port St. Lucie, LLC
Good morning — I just called and left you a voice mail; I apologize for the phone tag...
Based on my discussions with Diana, I believe the city has done the majority of the work. We had a contractor reach out
and offer to perform the pressure test but the city offered to locate the line and test it for us. We appreciate all the
time and effort the city has put forth to inspect this line. The list below is what I understand has been done to this point:
1. Located the end on our property.
a. Cannot locate the other end of the line near the existing lift station.
2. Put dye into the system and cannot find it coming out at the other end anywhere.
3. Probed the line and discovered a blockage.
4. Pressurized the line for the short distance to try and clear the blockage but was unsuccessful.
At this point, even if the existing line were a viable option (which it does not seem that it is), the existing easement for
the line does not benefit the city. Therefore a new line (or the existing line) would still require an easement across 5
different properties with 5 different property owners. It would be impossible for us to convince all these property
owners to allow this line to extend through their properties.
We have discassed'a septic design with the Health Department -and understand that they are willing and able to issue
a permit but needa;letter from the city statmgsewer is not available.
Based on my understanding of the word "available" defined from Chapter 381.0065 (2) (a) of the F.A.C. our property
does not have publicly owned sewer available.
Please let me know if you have any questions. Our project is very time sensitive and we appreciate all that can be done
to expedite this process.
Thank you,
Paul

Paul, I just left a voice mail on your cell phone.
Can you please provide me a list or description of the work you or your client have done related to the private sewer
force main discharging from the lift station? I am only familiar with what the City has done.
Thanks
