GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board meeting. INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the Pledge of Allegiance. Participation is voluntary. CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests. REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will discuss individually, usually in the order listed on the agenda. PUBLIC HEARINGS – These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9 a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time. Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board. As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chair will ask for public comment, (4) further discussion and action by the Board. ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup material, please have eight copies ready for distribution. NON-AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the printed agenda. PUBLIC COMMENT – Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three minutes. Comments may pertain to any matter related to the Board’s duties as the County’s governing body. Comments in support or opposition to candidates for public office are not pertinent to the Board’s duties. This includes any speaker identifying himself or herself as a candidate for public office. DECORUM – Please be respectful of others’ opinions. MEETINGS – All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras Administration Annex at 2300 Virginia Ave., Fort Pierce, Fla. 34982. The Board schedules additional workshops throughout the year necessary to accomplish their goals and commitments. Notice is provided of these workshops. No TO: Board of County Commissioners PRESENTED BY: JoAnn Riley, Property Acquisition Director Roger Jacobsen, Mosquito Control Director SUBMITTED BY: Property Acquisitions SUBJECT: Possible Purchase of Property Located on South Hutchinson Island Scheduled for Tax Deed Auction on June 22, 2026 BACKGROUND: One parcel, located east of the Bear Point Mitigation Bank, is scheduled for tax deed auction on June 22, 2026. This tax deed parcel was originally scheduled for May 4, 2026, but was rescheduled on the day of the sale. The Bear Point Mitigation Bank (BPMB) is a 317-acre estuarine mitigation bank managed by St. Lucie County and the St. Lucie County Mosquito Control District. The 317-acre Mitigation Bank has been restored and enhanced to provide compensation for unavoidable impacts to aquatic resources in this region of Florida. The bank, permitted by the Florida Department of Environmental Protection and the U.S. Army Corps of Engineers, sells Mangrove Forested credits valued by the ecological value of the Mitigation Bank. The funds collected are used to preserve and maintain wetland habitat to sustain the ecological and hydrological functions of the Indian River Lagoon. The platted lands east of the bank are also considered environmentally sensitive mangrove wetlands, just not within the mitigation bank. Conservation of these parcels helps preserve the entirety of this fragile ecosystem. This parcel is located west of State Highway A1A. County staff has obtained appraisals in the past of similarly sized, environmentally sensitive, access-limited parcels and will use these appraisals as a formulaic basis for determination of a maximum bid. • Tax Deed 26-001 - Parcel I.D. No. 2412-802-0104-000-2 - .34 acres - Starting Bid - $1,945.36 As part of the Tax Deed Application process, the Clerk's Office orders a Property Information Report. Upon review of the report dated February 12, 2026, there do not appear to be any title defects that may affect County ownership. A search of the Clerk's Official Records did not reveal any liens or judgments. By acquiring this parcel through a Tax Deed Auction, staff can reduce the cost to taxpayers by eliminating the need for an appraisal, title commitment and associated closing costs, and environmental assessments. The County must submit a maximum bid for each tax deed auction. The tax deed software automatically bids the auction at $100 increments until the highest maximum bid is reached, and gives the opportunity for last minute bidders to submit a counter-bid should they have sufficient deposit funds. If there is no counter- Page 8 of 15 bidder, the County would be declared the auction winner at the starting bid. Discussion In the event the Board determines to authorize the County to bid at the public tax deed auction on the South Hutchinson Island parcel, County staff has determined that the County will need to take the following statutory steps: • The County must register before the public sale • The County must deposit 5% of the County's highest bid with the Clerk prior to the public sale (the County currently has leftover funds in the deposit account from May 4 auction date) • If the County is the successful (i.e. highest) bidder, the County must deposit the balance of the purchase proceeds by 2:00 p.m. on the day after the public sale (in this case by June 23, 2026 at 2:00 p.m.) PREVIOUS ACTION: April 21, 2026 - Board of County Commissioners authorized the Property Acquisition Manager to attend the May 4, 2026, Clerk Public Auction. FINANCIAL IMPACT: Funds will be made available in 145-6230-5610000-620000. RECOMMENDATION: Staff recommends the Board direct the Property Acquisition Manager to attend the June 22, 2026 Clerk Public Auction, bid on behalf of the County, up to the maximum amount established by County staff, and authorize the County Finance Director to wire the final payment on June 23, 2026 by 2:00 p.m, should the auction be successful.
