PROCLAMATIONS APPROVAL A. Resolution - Proclaiming the month of May 2016 as "Mental Health Awareness Month" in St. Lucie County, Florida. Patricia Austin, Director of Community Outreach & Fund Development for New Horizons of the Treasure Coast accepted the resolution. She spoke about Beth, a client from New Horizons and told her story of mental illness. Ms. Austin explained the hardships that Beth faced before receiving treatment from New Horizons. Beth took classes and began volunteering. She is now employed, living independently and helping others on their road to recovery. Ms. Austin thanked the Board for making the community aware of the struggle of mental health recovery. Art Ciasca, the CEO of Suncoast Mental Health Center also addressed the Board on behalf of his organization. Staff members were present from Suncoast Mental Health Center including Cathy LaCroix, Jane Turmail, Valerie Richards, Jennifer Strawn, Deb Pizzimenti, and Robin Goldman. Mr. Ciasca thanked the Board for their recognition. He spoke about statistics regarding children and mental health. He indicated that 20% of children between age 8 and 18 will have a mental health disorder severe enough to cause a significant impairment in their day to day lives. When these children are untreated or under -treated their education is impacted severely and may lead to issues in adulthood. Mr. Ciasca also spoke about the suicide rates in St. Lucie County and emphasized prevention, early detection and treatment of mental health disorders through education and awareness. Mr. Claus thanked the Board for raising awareness. He spoke about his own experience as a stroke survivor and the value of the 7 years of life since his stroke. Resolution - Adoption of a resolution acknowledging the achievements of Green Belt/Lean Six Sigma Training in St. Lucie County, Florida. Asheley Hepburn, the Director of Management and Budget for St. Lucie County accepted the resolution. Mr. Hepburn thanked the Board and acknowledged the leadership of the County Administrator, Howard Tipton to establish this initiative. He spoke about the Lean Six Sigma process, which allows organizations to use data to analyze operations and create an environment of greater efficiency, effectiveness, innovation and team building. The first class of 19 county employees, from various departments within the organization, represents the first wave of staff to be empowered with this knowledge. PUBLIC COMMENT (excluding Public Hearing items) 31 Regular Meeting Tuesday, April 19, 2016 9:00 AM 7. PRESENTATIONS A. St Lucie County Tourism Update - Charlotte Bireley, County Tourism Manager The County Tourism Manager presented this item. Her presentation covered the evolution of marketing efforts throughout the county over the past several years. She spoke about the EDC luncheon and the comments from Visit Florida's CEO/President Will Seccombe regarding the future of tourism in Florida. Based on this meeting, staff wanted to share the latest marketing effort from St. Lucie County. The County Tourism Manager explained the need to evolve marketing techniques to adapt to the new digital world. She emphasized the importance of social media in regards to planning trips and engaging users through content. She covered the current statistics of various social media platforms utilized by the county. Staff also explained strategies to increase social media presence such targeted paid efforts to boost followers. The County Tourism Manager detailed the upcoming "Insta" Meet -Up program initiated by Visit Florida. The county was chosen as a destination to host tourism advocates for several hours on June 5, 2016. She also explained the content marketing technique to reach a clearly defined audience with valuable, relevant and consistent content. Staff gave an example of using search engine optimization to draw traffic to the county website hosting an article about fishing in Fort Pierce. This effort caused 9000 visitors to view the site. She also spoke about the development of the visitor app for tourists to utilize to plan their trips to St. Lucie County. She explained the use of this app to send notifications of events and businesses in the area to visitors. The County Tourism Manager concluded her presentation by covering the upcoming public relations events. This information included the Canadian Press Trip to the Treasure Coast in May and a FAM tour of the Port St. Lucie Civic Center in the summer. She thanked the media relations division for their help and also thanked the Board and staff for their work. Commissioner Dzadovsky asked how businesses can become involved with the new app. He thanked the Tourism Development Council for their efforts. Staff answered that the tourism office will reach out to local businesses as the app is developed. They can also contact the office directly at 772-462-1539 or visitstluciefla.com. B. Presentation to the Title Sponsor and Platinum Sponsors of the 2016 Dickerson Ultimate Drive Golf Tournament benefiting the United Way of St. Lucie County - Howard Tipton, County Administrator The County Administrator presented this item. He introduced the campaign co-chairs, the Director of Solid Waste and the Education and Recycling Coordinator. He commended them for the effort they have put forth for the United Way over the last 2 years. He explained the growth in the campaign from last year's $54,000 to $82,000 for the United Way. This was an increase of 52%. The County Administrator recognized Karen Knapp, the CEO and President of the United Way of St. Lucie County; Andy Treadwell the campaign chair and board member for United Way from IRSC; and Roxanne Wells, who served as the point of contact between the county and the United Way. 4 1 P a g E Regular Meeting Tuesday, April 19, 2016 9:00 AM The Director of Solid Waste thanked the County Administrator for his leadership and his co- chair for her help. The Education and Recycling Coordinator also thanked the County Administrator, the United Way, staff that contributed to the campaign and the sponsors of the golf tournament. Staff presented the sponsors with awards of recognition for their support of the community. Platinum Level sponsors included: Waste Pro (Darlene McLaughlin and Adolfo Covelli), Venegery (Josh White), and Green 3 Power. The platinum level sponsors contributed $5,000 each. Staff also recognized the Title Sponsor for the last 2 years, Dickerson of Florida, for donating $10,000. The award was presented to Larry Dale, the President of Dickerson Florida. Mr. Dale spoke about the years his company has been involved with St. Lucie County. He thanked staff for the opportunity to be involved with the campaign with the United Way. The County Administrator presented the campaign co-chairs with plaques for their outstanding services as a token of appreciation. 8. Request for an Order, pursuant to Article VII, Division 2 (Unsafe Buildings and Structures) of the St. Lucie County Code of Ordinances and Compiled Laws, to demolish the unsafe structure at 117 Hilton Drive, Fort Pierce, FL The Assistant County Attorney presented this item. She detailed the request to demolish an unsafe structure at 117 Hilton Drive, Fort Pierce, FL. On December 18th the building official determined the structure was manifestly unsafe for use and on January 5th the Board declared the building unsafe and authorized permission to advertise. Notice was 71 Regular Meeting Tuesday, April 19, 2016 9:00 AM sent to the owner and public notice was placed in the paper for 4 weeks as required. Staff indicated that there has been no contact and recommended the Board give Code Enforcement permission to proceed with the lowest bidder to demolish the structure, clean the property, assess the cost of demolition against the property and place a lien on the property. Commissioner Dzadovsky commented that this project has been due for a long time. He indicated the structure was near a park and expressed support for the safety of the community. There was no comment from the public for this hearing. REGULAR AGENDA There are no items scheduled. A. COUNTY ATTORNEY 1. St. Lucie County vs. Department of Juvenile Justice - Authorizing the County Attorney to Dismiss Pending Litigation Against the Department of Juvenile Justice and sign a Waiver and Release of Existing and Future Claims The County Attorney presented this item. He explained that this item has been discussed by the Board previously. He summarized the item as a challenge by counties, including St. Lucie, of the interpretation of rules set in place by the Department of Juvenile Justice. The counties felt the result was an unfair financial burden. Funding for Florida's juvenile justice system is shared by the county and the state. Staff indicated that over the course of approximately 4 or 5 years, St. Lucie County was overcharged by approximately $4 million. As a result of the challenges by the counties, the state acknowledged the concerns about the formulas used to calculate funding. During the past session, a law was passed (Chapter No. 2016-152) to change the formula to 50% county and 50% state. The previous formula was 57% county and 43% state. Under this scenario, St. Lucie County would save $368,000 this fiscal year and approximately $200,000 a year for future years. The County Attorney explained that the law does require all counties with pending administrative or judicial claims or challenges file a notice of voluntary dismissal with prejudice. He explained that the Board authorized this action be taken in a prior meeting. However, the law also requires the counties execute a release and waiver of existing or future claims and actions arising from detention cost share prior to this fiscal year. He clarified to the Board that language was added since the item last went before the Board. He explained that St. Lucie County did pay everything that was requested by the state previously. In January a notice was received that the county owed an Regular Meeting Tuesday, April 19, 2016 9:00 AM additional $231,701.91 to the department. Per Board direction, this amount was not paid. He indicated this law waives the ability of the department to go after counties that owe money. Therefore, the County Attorney and Criminal Justice Coordinator concluded that the county will not have to pay the additional amount. The proposed waiver for past claims by the county is conditional and based upon the state's waiver for the amount ($231,701.91) owed by the county. Staff recommended the Board direct the County Attorney or a designee to file a notice of voluntary dismissal with prejudice and sign the conditional waiver and release. Commissioner Lewis commented that since the county overpaid by approximately $3.9 million, the dismissal of the $231,000 owed was not very significant. She also commented that from previous actions taken, it was clear there wasn't going to be a pay back of those funds. She said that if the county will be paying reasonable amounts going forward, she agreed with this action. Commissioner Dzadovsky thanked the legal staff for their efforts on this item. Chairman Johnson recognized Senator Latvala and Senator Negron for their leadership on this project, the collaboration of the counties, and county legal staff.
