6. PUBLIC COMMENT (excluding Public Hearing items)
Mark Gotz, Magnolia Lakes Port St. Lucie - Mr. Gotz addressed the Board on the $5 million
airport project. He spoke about the $2.5 million received in federal funds and indicated that the
remainder of the money would be coming from St. Lucie County residents. He suggested the
Board find a partner for the project that would be able to run the operation and contribute. He
spoke about the vacant buildings in St. Lucie County. Mr. Gotz stated that there should not be
any construction until there is a contract on the property. He also spoke about the proposed
half cent sales tax. He expressed his feelings that the tax was not being presented to the
citizens properly. Mr. Gotz stated that the tax revenues would be used for other items such as
"economic development". He emphasized the priorities of safety, water and sewer, and
roadways for the county. He asked the Board why the funds allocated to transportation from
last year's budget were not used to expand the roads.
Commissioner Hutchinson clarified that the current airport project on the agenda is for the
renovations to the customs office, and not the proposed hangar. She also spoke about the
budget and indicated that those funds were already allocated to projects such as Midway Road
and Indrio Road.
Commissioner Dzadovsky stated that the priorities of the half cent sales tax would be roads,
water and sewer, and septic. He stated that the water and sewer projects would provide
economic opportunity in the community. He said that improved water quality will increase the
economic viability of the county.

Commissioner Lewis added that the proposed sales tax would be used for 3 main areas:
infrastructure, public safety, and water quality. She said the spending will follow a specific list of
projects and a citizen's advisory group will oversee the spending.
Chairman Johnson emphasized the importance of keeping citizens involved in the process.
7. PRESENTATIONS
A. Summer of Success Program - Jodi Hessing, Youth Program Coordinator, CareerSource Research
Coast
Jodi Hessing, the Youth Program Coordinator from CareerSource Research Coast presented the
results of the Summer of Success Program. She presented pictures of the participants and their
involvement in the community. Ms. Hessing presented the statistics from the program,
including 115 youth enrolled and 107 youth completing work experience. Ms. Hessing
introduced Daisy, a recent graduate who completed her experience as an intern with the school
district. She indicated that the youth enrolled in the program completed an average of 190
work hours and earned an average of $1,680 during the 8 week program. Ms. Hessing
introduced representatives from some of the employers who participated, including the Boys
and Girls Club, St. Lucie County School District and the St. Lucie County Board of County
Commissioners. She also presented a budget summary and noted the largest difference was the
cost of insuring youth that were participating in labor positions. She stated that the Kind
donation was increased to meet their goals.
A video of the celebration event for the youth was shown to the Board.
Ms. Hessing added that 60% of the youth enrolled in the program came from the Roundtable of
St. Lucie County focus programs and 6 of the program graduates were from the Restoring the
Village Youth Initiative program.
Commissioner Dzadovsky asked how employers can contact CareerSource to participate next
year.
She answered that their website is the best way: www.careersource.com/youth. She stated
that there are referral forms on the website.
Commissioner Dzadovsky asked about the pre -apprenticeship program,
Ms. Hessing said there will be open house on August 31st from 4 to 6 PM at the Green Collar
Task Force building to learn about the program that will begin in October.
Chairman Johnson thanked Ms. Hessing and CareerSource as well as the school board for
organizing the program. He spoke about the importance of allowing young people to "test
drive" a job in order to realize their potential and his own experience with a similar program.
He introduced the Youth Program Specialist, and commended his involvement in the program.

Commissioner Dzadovsky commented on this item and spoke about the long process to
get this project completed. He commented that it is an excellent step towards making
the roads safer for the families in the area.

Commissioner Dzadovsky commented on this final phase project. He commended
county staff and all departments involved for their work to remove contaminants from
the water.

9. PUBLIC HEARINGS
A. COUNTY ATTORNEY
1. Ordinance - Human Trafficking Awareness
The Assistant County Attorney presented this public hearing for a proposed ordinance
regarding human trafficking awareness signs.
She stated that Section 787.29 of Florida Statutes, requires that DOT post these signs in
rest stops, turnpike plazas, weigh stations, airports, rail stations, and welcome centers
which are open to the public. She added that general acute care hospitals which have
emergency rooms are also required to post those signs. The signs must also be posted in
businesses which offer massage or bodywork services and adult entertainment
establishments. She added that businesses owned by health care professionals, such as
a chiropractor or licensed massage therapist are excluded. The statute also provides the
counties can adopt ordinances to require that the signs be posted in massage
businesses and the adult entertainment businesses. She continued, the Treasure Coast
Human Trafficking Coalition has requested that the Board consider adopting an
ordinance which would enforce that provision.

Chairman Johnson opened the hearing to the public.
Brenda Montoya, St. Lucie County resident - Ms. Montoya introduced herself as a
member of Soroptimist of St. Lucie County. She stated that the organization has been
working on this mandate for a long time. She indicated that there are 8 other counties
who have passed this ordinance and 3 counties are in the process. She spoke about the
support for this effort in St. Lucie County. Ms. Montoya stated that Florida ranks 3rd in
human trafficking with over 1,000 calls to DCF regarding potential cases of child
trafficking in 2013-2014. She listed other statistics for the state, including 2,039 total
cases and 3,431 victims since June 30, 2016. She thanked the Board for their support.
Commissioner Dzadovsky commented on raising awareness of this issue, especially with
the high number of tourists that travel through the state.
Commissioner Mowery spoke about the Association of Counties and their promotional
efforts on this topic. He also spoke about the success in Palm Beach County since
passing this ordinance.

10. REGULAR AGENDA
A. COUNTY ATTORNEY
1. Resolution - A resolution in support of Senator Joe Negron's plans to pursue funding to
add 120 billion gallons of new water storage south of Lake Okeechobee
The County Attorney presented this item for a proposed resolution to support Senator
Joe Negron's solutions for the Lake Okeechobee discharges. He indicated that some
Board members attended the Senator's presentation and learned about his plan. County
staff used the information they received from Senator Negron's office to draft a
resolution to support the plan. The County Attorney stated that the specific parcels of
land will be identified and the current goal is to find storage to the south of Lake
Okeechobee to keep it out of the lagoon.
Commissioner Dzadovsky commended Senator Negron for moving forward with this
significant effort. Chairman Johnson agreed that this is a step in the right direction.

A. The Board of County Commissioners will hold a Regular Board meeting on September 6, 2016 at
6pm in the Commission Chambers of the Roger Poitras Administration Annex located at 2300
Virginia Avenue, Fort Pierce, FL.
B. The Board of County Commissioners will hold two Budget Hearings, on September 8th and
22nd respectively, as they consider and adopt the annual budget for FY2016/2017. Both
hearings will be begin at 6:00pm and will be held in the Commission Chambers of the Roger
Poitras Administration Annex located at 2300 Virginia Avenue, Fort Pierce, FL.
C. The Board of County Commissioners will hold an Informal Meeting on September 13, 2016 at
