V. PUBLIC COMMENT (excluding Public Hearing items)
Ingrid Van Heckan, 304 Anchorway, Fort Pierce, FL 34946 - Came to discuss several things, the first being "All
Aboard Florida Not". She stated she was concerned about the delays feels that "we the people are not
important." She asked the Board to forward copies of the Draft Environmental Impact Statement to the new
head of FDOT so he can see this municipality makes it clear, we have made clear, we do not want All Aboard
Florida. In addition the resolutions passed states no public money can be used to fund the project yet come to
find out tax money is being spent towards the private enterprise without oversight from any government
entity. Secondly, she wanted to discuss the 90% licensing agreement plan that should be coming due. She
urged the County not to sign the agreement stating if they signed the agreement it would make it impossible
for the small communities to fight against it.
Commissioner Lewis stated the Draft Environmental Impact Statement was sent in separately and was sent on
time she they were looking at March as the deadline for the 90% Plans. She invited Ms. Van Heckan to contact
any one of the Commissioners with questions she might have on the matter.
Mark Bryant, 1002 SE Pinewood Trail, Port St. Lucie, FL - Speaking tonight about an article he read in the
newspaper about the new County Administrator and how he's looking to North County and St. Lucie County as
improvements because that's where job opportunities are. He noted while researching Mr. Tipton he found he
had a reputation for being a turnaround artist. He did it in Brevard County and he sees it no differently here in
St. Lucie County. From what he's observed already in the past three months Mr. Tipton's already tackling the
airport because he sees it as an economic engine. The north section of the county as well as the City of Fort
Pierce have been hurting for quite some time, Port St. Lucie has been doing okay on it's own but with the
county growing in the last decade, jobs have not come with it. He encouraged the County Administrator to
keep up the good work and said we need to create a "buzz" for the Port and the airport to get everyone
onboard to get jobs up in the area. He encouraged the County Administrator to work with Larry Lee to try to
get finances allocated to the Port.
Richard Silvestri, 5708 Buchanan Drive, Fort Pierce - Provided a copy of an article from National Geographic
titled "Treading Water" which discusses the plight of Florida's rising seas. He provided a second article entitled
Power Play: Political Influence of Florida's Top Energy Corporations which he stated was a real eye opener
about the political influence of the 5 electric utilities. He noted John Englander, the author of a book titled

"High Tide on Main Street," would be at Harbour Branch speaking about Sea Level Rise and encouraged
everyone to attend.
Richard Neil, Attorney, 311 S. 2nd Street - Here representing Southern Fruit Groves and Mabel Groves who
own property in western county off of Range Line Road. They asked him to appear today as a representative in
favor of the first amendment to the settlement agreement pertaining to the McCarty Ranch annexation, Item
A on the Regular Agenda. He stated that he doesn't feel it's very controversial then gave a brief explanation
which noted his clients were not involved in the settlement agreement. They read about it in the newspaper
and realized the settlement agreement contained a provision that affected his clients property. They got
involved at that point and had to go to court with the City but now with the resolution/amended settlement
agreement which removes any implication that their property is governed by the agreement, it's what they
were looking for. They are in favor of the amendment with the changes, he encouraged the Board to approve
the amendment.
Marjorie Harrell, Fort Pierce - Came and talked about County Administrator stating he was one fantastic man
and great he is and what a great job he is doing. She also offered her assistance with things in the
neighborhood if needed.
County Administrator thanked Ms. Harrell for the compliments and followed them up with the statement that
it's a team effort and we've all be working together, it takes a team to do any of this but he appreciates the
support.
John Arena, Fort Pierce - Everyone has a piece of the information pie, the less they have, the more they think
they know. Democracy is losing ground in Europe, in order for democracy to work, people have to stand up for
what they believe in. Things don't improve overnight, the trend is the important thing and that takes some
perseverance. Disposable batteries cause environmental pollution. Some contain toxic chemicals such as
mercury and cadmium which leak, polluting ground water and surface water which eventually drains into the
Indian River Lagoon. I use Duracell rechargeable batteries. I have been doing swimming practicing in the
Lagoon at Jaycee Park for more than 30 years now, last year I almost got run over by two small sailboats and
an outboard. Also, they were testing an outboard at the beach using too much fuel and I had to swim through
a smoke screen twice, I guess they think they own that part of the Lagoon. My information is that locals who
have wanted cargo port expansion in Fort Pierce for more than 50 years now are making another push and are
willing to let the public pay for building and maintaining it. In my mind it is an absurd idea that apparently
doesn't want to go away. Ignore the facts and move forward seems to be their mantra. It took 12 years for the
earth's population to go from 6 billion people to 7 billion people this is not sustainable.
Commissioner Dzadovsky noted the landfill does collect the batteries instead of throwing them away so that is
a viable option.
VI. PROCLAMATIONS APPROVAL
1. Proclamation - Proclaiming Friday, February 13, 2015 as "NIGHT TO SHINE PROM NIGHT" in St.
Lucie County, Florida
Commissioner Lewis presented Pastor Dave Zoerhof with the proclamation and he introduced
Agnes Palmer and Nicky Cresbow who are part of the team selected to put on the event. He

explained the importance of the event and how special it will be to the individuals who will
attend.

2. RES-2015-10 : PROC - February 2015 as "BLACK HISTORY MONTH"
Commissioner Lewis provided Marjorie Harrell with the resolution proclaiming February 2015
as "Black History Month." Ms. Harrell announced they are celebrating the African American
Black Arts Festival on February 21 then stated she was going to ask the Commissioners to
declare February as a month for peace, justice and healing. Stating we all need to do something
good for somebody else, give somebody a hug, you never know when a man needs a hug,
because you never know when you touch somebody and it makes a difference. She stated
that's why she does the things she does. She introduced Mr. Buford with Sort Outreach
Mentoring and Resource Center who works in the community with the youth, gangs, juvenile
systems dropouts and single parent homes. They also have multiple mentors and go into the
schools. He noted he and Commissioner Johnson went to school together and he had actually
joined a gang at one time but he went to the Air Force for 4 years and turned his life around
became a firefighter/paramedic and recognized his own community needed positive mentors
so he came back home and started working with the outreach center. Ms. Harrell commented
on how great it is that they have got businesses to pay for transportation, food and movie
tickets to take kids to see the movie Selma noting Commissioner Mowery came to her home
spear heading the effort. She said they are going to talk with them before and after the movie
to explain things because it's a very moving show and they will need to talk about it.
Commissioner Johnson took a moment to talk about history stating the past is an opportunity
for us to learn from it. He also stated we also should have expectations and admirations, you
must admire those who challenge themselves to solve problems that others were unable to
solve before them and you should also have the expectation of knowing that those that come
behind you have to go farther than you. He stated when you think about Black History, he
wants every young African American to realize that history is not there for you to just look at,
it's there for you to make. He stated we appreciate this opportunity to celebrate Black History
Month but also to celebrate each other in love, in healing, and in justice by taking care of each
other.

VII. PRESENTATIONS
SLCTV Video Grant Program- Erick Gill, Public Information Manager
Erick Gill provided background information on the SLCTV Video Grant Program, it's past
winners, the eligibility requirements and how the applications are scored. He highlighted
Habitat for Humanity, a previous winner and their application which highlighted their ReStore's.
He noted applicants don't have to come with a prepared script because that's something they
will work with the applicants on and develop together once they've been awarded the grant. He
noted the deadline for the grant had been moved from 1st Monday in February to Monday,
March 2nd this year to give more time for the applicants to get their information together after
the holidays. Applications are available on the County website at the following link
http://www.stlucieco.gov/pdfs/SLCTV_Production_Grant_2015.pdf and if anyone had any
questions they could call his office at 772.462.6421. He introduced last years winner from the
Big Brothers Big Sisters, Kelly Chicavera, who spoke on how wonderful the opportunity had
been she noted it was wonderful to have received the grant and have it coincide with Big
Brothers Big Sisters 30th Year Anniversary. At this time Mr. Gill played the commercial created
for the group for the Board.

A. COUNTY ATTORNEY
McCarty Ranch Annexation - First Amendment to Settlement Agreement
County Attorney provided background information on the McCarty Ranch Annexation
outlining the proposed Settlement Agreement with the City of Port St. Lucie, the
proposed amendments by Southern and Mabel Grove and the City's were brought
forward to clarify information stated in the original agreement.
County Staff does not object to either of the proposed clarifications.
Staff recommended the Board approve the First Amendment to the Settlement
Agreement and authorize the Chair to sign the First Amendment.

Commissioner Lewis called for the vote; Commissioner Mowery moved to approve the
First Amendment to the Settlement Agreement; Commissioner Johnson seconded.
At this time Commissioner asked for confirmation from County Attorney that the
conditions that were part of the original contract would remain intact should the sale of
the property go through. County Attorney confirmed if the sale of the Southern and
Mabel Groves properties were to go through the same conditions would apply.
At this time Commissioner Lewis called the roll and the motion passed unanimously.

XI. ANNOUNCEMENTS

3. The Board of County Commissioners will hold a Regular Board meeting on February 17, 2015 at
9:00 a.m. in the County Commission Chambers of the Roger Poitras Administration Annex
located at 2300 Virginia Avenue, Fort Pierce, FL.
