PUBLIC COMMENT (excluding Public Hearing items) Richard Silvestri, 5708 Buchanan Drive, Fort Pierce - Spoke about a public comment announcement from DEP on a proposed deep well injection of non -toxic hazardous waste at a proposed power plant to be built by Florida Power and Light (FPL) in Okeechobee County. The permit was for an exploratory well for FPL to determine whether or not the location would be suitable for deep well injection of the non -hazardous waste and a permanent well for the injection well to be installed at the future power plant. They announced a DEP Hearing where the public could provide public comments and comments could be sent in from public which Mr. Silvestri did. He and about a half dozen others traveled to Okeechobee County to the DEP Hearing and made their comments on or about March 11th. He found out last week the DEP issued the permit on April 14th for the exploratory well and he believes the next thing to follow will be the permit for the permanent well. One of the major objections raised was why, if the well is non -hazardous, does it have to go 35,000ft below the ground. He hadn't heard anything from the DEP and he sent out an email to the contacts and asked them what happened to the permit and they stated they had issued the permit on April 4th. He was frustrated by the fact that they had not been notified of the permit issuance and they had wasted the time and the trip to Okeechobee. The other objection to the well was contamination to groundwater and DEP's response to that was the well is 35,000ft down and the aquifers only go down to about 700ft and there is no mixing. Mr. Silvestri stated perhaps that is true even though no one really knows. Next he asked how much water FPL is sending down the 2ft in diameter pipe 35,000ft down and the answer was the DEP did not know. Mr. Silvestri said the power plant is going in by the Turnpike, SR60 on the North and the Turnpike on the West and will be tucked in-between St. Lucie County, Okeechobee and Indian River County and he feels the threat to the loss of water is real. We need to know where our precious water is going and the County needs to look into the situation. John Arena, Fort Pierce - Spoke on deep well injection and how it was drilled years ago sending down a test bucket after injecting some of the waste water. When the bucket came back up they had clear water but had no idea where the water goes. He then spoke about the worlds underground aquifers of fresh water and how they are being depleted. He stated vaporized oils from cooking being built up in ductwork along with sloughed off dead skin cells feed odor causing microorganisms. He recommended bathing with face cloths or scuff pads to remove the dead skins cells. He spoke about a local diver/film maker who, 25 years ago, produced a underwater show about Fort Pierces Inlet which many attended. The diver was savagely beaten and moved his family elsewhere. More than 20 years ago several local environmental organizations decided the big cargo 2 1 P a g e Regular Meeting Tuesday, September 1, 2015 6:00 PM idea in the Fort Pierce area would be a bad fit so they began piecing together a strategy to defeat it. Some 15 years ago a group was formed to carry out an effort that included an investigation, hiring attorneys - some bono - legal briefs, letters and trips to Tallahassee. The threat of cargo port expansion did not escalate. Some of those involved passed on, some moved away, some got tired of it and others got scared. George MacArthur, Melissa Lane, Fort Pierce - Spoke about the $14Million funding allocations and stated his wishes would be to spend it on the libraries to keep them open longer. He stated he attended the TPO meeting last month and there was discussion regarding the cost of bringing in the road to the Airport - $3Million. He talked about how great that expense was to spend on the airport and then listed the expenses the $3Million did not include so the project actually could end up costing $2-$3Billion to put the entire package together. He stated he had been looking at things through the State and he noticed the way every major airport in the country and the state had done it was to create an Airport Commission or if you have a Port to create a Port Authority. This gives you an opportunity to have a quasi -government business entity but also allows you to raise money through bonding which the County can do but with risk to the government. When you have a Port Authority or Airport Commission you take the risk away from the taxpayer and put it on the investors; you put it on people who buy the bonds. Like buying a house, you can either put away money a little at a time or you can go down to the bank and borrow the money and pay $1000 a month for the next 25 years. He would rather see the airport in the next few years when he is able to enjoy it and with bonds you can do that. He feels is it something that needs to be explored that could help the project move forward a lot sooner than putting away $300,000 every year. Once you create these entities and the bonds the funds that had previously been expended on the Airport no longer have to be spent there. In 2020 the contract at the Airport will be renegotiated and the County could even bond against that. It's a process that will take a little while but is something the County should really look into. 6. PROCLAMATIONS APPROVAL A. Resolution - Proclaiming the month of September 2015 as "Hunger Action Month" in St. Lucie County, Florida. Commissioner Lewis presented Director of Donor Relations Rhonda Blakey and Director of Strategic Resources David Vaina with a Resolution proclaiming the month of September 2015 as "Hunger Action Month" in St. Lucie County. Ms. Blakey provided statistics regarding St. Lucie County residents who utilize Treasure Coast Food Bank and perhaps may not know where their next meal will come from. She talked about the meals the Food Bank provided to children during the summer who would do without if it were not for the provision of the lunches sent by the Food Bank. It's a serious issue which requires the efforts of the entire community to help solve. She provided information regarding an event which is occurring on the National Day of Service called "Pack the House" on September 11th at noon which will be a 24hour round the clock sorting event. There will be 3 hour shifts where 100,000lbs of food will be sorted and they invite the community to come out and participate. Resolution - Adoption of a resolution proclaiming the month of September 2015 as "Myositis Awareness Month" in St. Lucie County, Florida. Commissioner Lewis presented representatives from Team Tommy Co -Founders Laurie Boyer & Dana Worthington with the Resolution proclaiming the month of September 2015 as "Myositis Awareness Month" in St. Lucie County. Co -Founder Laurie Boyer spoke on Myositis diseases and Team Tommy's efforts to make physicians and the public aware of the disease and it's symptoms so patients can be properly diagnosed. They will meet with the National Myositis Association and over 400 patients with the disease at their annual patient conference in Orlando. An event is scheduled on September 21st, National Myositis Awareness Day, at Duffy's in St. Lucie West called "Dinner Give Back Nights" and would like to see the public come out and support the Team Tommy Foundation. This year they have given out $20,000 in financial assistance and would love to continue to raise the awareness and provide financial assistance through fundraising. Commissioner Mowery asked Ms. Boyer to provide the public with an example of some of the signs they should look for in regard to Myositis and Ms. Boyer stated they should be aware of inflammation of the muscles - affecting their ability to raise up from a chair, affecting their quadriceps and lower arms - depending upon the type of myositis a person might have, dermatamyositis affects the skin so one might see rashes that appear or a purple hue to the eyelids. Those are some of the initial signs. She stated the symptoms are almost arthritic like and when they appear they would then look for proper diagnosis. Ms. Worthington stated the disease itself often leads to much more serious problems and those can be exacerbated due to lack of proper treatment. They shared the story about the reason behind founding Team Tommy and thanked the Board for the Proclamation. PRESENTATIONS Erika Update - Tom Daly, Coordinator of Emergency Management Deputy County Administrator Satterlee talked about the preparation which took place during what ended up being a dry run for Tropical Storm Erika and a presentation was given by Emergency Management Coordinator providing an update on Tropical Storm Erika. Commissioner Hutchinson remarked that she was very impressed with staff and praised them for being prepared so well for the storm. Deputy County Administrator Adolphe praised the Emergency Management team for their well planned processes and for keeping staff informed during the entire event. He reviewed some of the behind the scenes activities which take place when an event is eminent such as Tropical Storm Erika as well as interactions between other agencies. Commissioner Dzadovsky noted during the event it was evident people had become complacent and less urgent when warned of impending danger. He stated people need to listen and practice in the event of an emergency to be ready. He stated after Hurricanes Frances and Jeanne the Community Services, IT and the United Way created a database called "Volunteer St. Lucie". He stated he was unaware how long ago it was created but he was certain it needed to be updated so when people at home are listening they can call in by contacting either United Way, Volunteer St. Lucie or Community Services. Ordinance - Amending the Text of the Land Development Code Pertaining to the Eminent Domain Waiver Process - 2nd Hearing Comprehensive Planner provided background information on the 2nd and final hearing for ORD-2015-10. Her presentation noted the proposed text amendment was in compliance with the Land Development Code and incorporated a realistic time frame for implementing approved variances to sites affected by an eminent domain action. Staff recommended adoption of the proposed text amendment amending provisions of the Eminent Domain Waiver section of the Land Development Code. It was moved by Commissioner Dzadovsky, seconded by Commissioner Hutchinson, to continue the hearing of RES-2015-153 to October 6, 2015, Tuesday at 6:00 PM or as soon thereafter, and; upon roll call, motion carried unanimously. Staff recommended Board adopt the Solid Waste Final Assessment Resolution and authorize the Chair to sign the Resolution.
