Please accept this letter in response to your written request received October 7, 2019 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for a
proposed metal building addition to an existing metal building located at 3414 Industrial 331d St.
Ft Pierce.
Pursuant to Section 7.04.01(C-3) of the St Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1. The proposed metal building is located in flood zone X.
2. The finished floor elevation of the existing metal building is 25.52' NAVD.
3. The proposed finished floor elevation will be 25.52' NAVD which is 0.46' below the
elevation of the crown of the road.
4. The elevation of the center line of adjacent road is 25.98'.
5. The proposed finished floor will need to match the existing floor elevation to be able to
move the rolling units from building to building.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit
must be obtained from this department.

I am writing this letter in response to Review Comments presented under the
heading of PLANS EXAMINER MECHANICAL (see attached). The comments ask for
the owners of the building in question to write a letter as statement of the
operations to be performed in said building.
The building will be an approx. 10,000 sq foot addition to our existing operations. As
a result of this addition, our operations will not change. We will continue to use the
same equipment and manufacture the same products. This is to say that at present
we do not apply flammable finishes, utilize dipping operations or electrostatic
apparatus, and we do not powder coat. Nor do we plan to perform any of the
aforementioned operations in the future.
The planned addition will serve almost exclusively as storage, quality control &
assembly. In the future however, it is possible that we might expand to include
welding stations in the additional space. I've included (attached) a chart of Emission
Factors for the welding operations we perform.

The applicant, Daniel Kopchak, on behalf of Wallaby's Fabrications, is requesting approval of a Major
Adjustment to Minor Site Plan to expand an existing 14,230 square foot manufacturing facility, which was
constructed in 1974. Due to the age of the facility, there is no existing approved Minor Site Plan, however
when the applicant attended a pre -application meeting on July 19, 2018, they were instructed that the
proposed development would be classified as a Major Adjustment to a Minor Site Plan for the purpose of
this review. The proposed site plan modification consists of a`9,4�D3�9quare foot building addition, intended
for warehousing finished product, with associated parking and landscaping improvements.
The developed 1.2-acre property is located at 3414 Industrial 33rd Street, Fort Pierce, within the IL
(Industrial, Light) zoning district, which is consistent with the IND (Industrial) future land use designation.
The subject property is within the Airport Overlay Zone and is located inside the County's established Urban
Service Boundary. The site is currently served via Fort Pierce Utilities Authority (FPUA) for water and a
private septic system for wastewater.
This company is a Targeted Industry for St. Lucie County. Wallaby's Fabrications is a full -service metals
fabricator, who has occupied the site since 2008. Their finished products include, but are not limited to, T-
tops, leaning posts, fuel tanks, and rod racks, which supply the local marine industry.

AS SET FORTH IN THE LAND DEVELOPMENT CODE SECTION 11.02.07
Section 11.02.07 establishes the Standards for Review for Site Plans and shall be granted only if the
applicant demonstrates the following:
A. Consistency with Local Ordinances and Comprehensive Plan
Consistency with the Land Development Code
The Major Adjustment to Minor Site Plan is consistent with the general purpose, goals, objectives, and
standards of the Land Development Code (LDC) and Comprehensive Plan. The subject 1.2-acre property is
zoned IL (Industrial, Light) which is consistent with the IND (Industrial) future land use designation. The
manufacturing of metal products is classified by Standard Industrial Code (SIC) Major Group 34 —
Fabricated Metal Products, except machinery and transportation equipment. Fabrication of metal products
is a permitted use in the IL zoning district as per LDC, Section 3.01.03.T.10.
Furthermore, the existing site and proposed addition, comply with LDC, Section 7.04.01-Lot Size and
Dimensional Requirements. Supplementary improvements to parking and landscaping also comply with
applicable LDC requirements.
Consistency with the Comprehensive Plan
The proposed development is consistent with local ordinances and the County's Comprehensive Plan. The
manufacturing activities engaged by this company are defined in the Comprehensive Plan as a "Targeted
Industry" that produces skilled, high paying, long term employment that contributes to the overall quality of
life of County residents. This development increases operational capacity to meet current and future
customer demand, enabling growth within this targeted industry category.
The business expansion supports new capital investment, advancing the following Comprehensive Plan
objectives and supporting policies:
Objective 1.1.11: St. Lucie County shall continue to work with the interested groups and agencies to
increase and broaden the County's economic base while expanding existing business and industrial
opportunities.
Policy 1.1.11.1 - St. Lucie County shall actively assist to the maximum extent practical in the
recruitment of clean high growth industrial activities and maintain an expedited permitting process
for bona fide economic development projects, especially those within the Targeted Industry List.
Objective 10.1.1: Develop and implement activities designed to improve the overall prosperity of St.
Lucie County and its residents.
Policy 10.1.1.2 - Encourage redevelopment projects and business expansions that will promote
economic development opportunities.
Objective 10.2.1: Support efforts to diversify St. Lucie County's economy and to make the county an
effective competitor.
Policy 10.2.1.3 - Identj� locations for and encourage development of economic clusters for business
and industry that would benefit from being located near related industries in the area as well as for
other desired contributory business users with the potential for significant employment.

B. Effect on Nearby Properties
Compatibility of Use
The subject site is located within the Airport Industrial Park, surrounded by complementary industrial uses.
The project will not cause an undue adverse effects upon nearby properties. All manufacturing activities will
occur indoors, minimizing any offensive effects such as noise, vibration, odor, and dust from the fabrication
process.
Traffic
The proposed expansion is projected to generate approximately 14 new average daily trips, of which 2 trips
are during AM Peak Hour and 2 during PM Peak Hour. Industrial 331 Street is expected to continue
operating at an acceptable Level of Service.
C. Adequacy ofPublic Facilities
Water/Wastewater Service
Public facilities are adequate for this expansion of the site. The development is located within the Urban
Services Boundary (USB). The site is connected to water service through Fort Pierce Utilities Authority
(FPUA) and private septic system for wastewater. FPUA has approved the request.
Right -of -Way Adequacy
The Industrial 33" Street right-of-way is sufficient, existing at a width of 100 feet.
Schools and Parks
This is a commercial development and no impacts to public schools or parks are anticipated.
D. Adequacy of Fire Protection
The proposed site plan adjustment will not impose additional impacts to the St Lucie County Fire District.
The closest Fire Station (Fire Station # 4 - Airport) is located approximately one -quarter of a mile to the
north, at 3601 Industrial 3Y Street.
E. Environmental Impact
Findings
This site is unique, in that over eighty percent (80%) of the parcel is either impervious surface(s) or
buildings, with limited availability for the required landscape. In an effort to assist the applicant to meet their
Land Development Code requirements, County staff developed a plan to allow the required hedge material
along the south perimeter to be installed in the adjacent County drainage right-of-way (ROW) with a license
agreement identifying private maintenance. Additionally, the applicant has provided the required eight (8)
native shade trees for utilization in an ERD identified landscape improvement project.

ERD supports the approval of the proposed major adjustment to minor site plan application with the
conditions as outlined below.
Conditions of Approval
1. Prior to the issuance of a Vegetation Removal Permit, the developer shall execute a Revocable
License Agreement with St. Lucie County to place landscape material within the County's right-of-
way.
2. Prior to the issuance of a Vegetation Removal Permit, the developer shall provide eight (8) native
shade trees to the Environmental Resources Department to be used within an identified County
initiated landscape improvement project, in lieu of onsite planting.
STAFF RECOMMENDATION
Staff has determined that the proposed Major Adjustment to Minor Site Plan meets the standards for review
outlined in Section 11.02.07 of the Land Development Code and is consistent with the goals, objectives, and
policies of the Comprehensive Plan. Therefore, staff recommends approval subject to the conditions outlined
in PDS Order No. 18-024.
