Dear Mr. Oldakowski:

Please accept this letter in response to your written request received October 30, 2019 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for 9
proposed garages for Palmetto Village, located at 13400 Harbour Ridge Blvd., Palm City.
Pursuant to Section 7.04.01(C-3) of the St. Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby properties, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1. The proposed garages are located in Flood Zone X.
2. The proposed finished floor elevation will be between 11.24' NAVD (lowest) and 11.80'
NAVD (highest) which will be 0.6' —1.16, above the elevation of the crown of the road.
3. The elevation of the center line of the adjacent road is 10.90' NAVD at the entry of
Palmetto Village.
4. Raising the finished floor 18" above center line of the road would be impracticable due to
existing constraints that will not allow the finished floor elevation to meet or exceed Is'
above the center line of Harbour Ridge Blvd. The garage slabs will need to tie into varying
existing edge of pavement locations for transition and alleviation ofheight change hazards.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for a specific building permit
must be obtained from this department.

Please allow this correspondence to serve as request.for relief of the St Lucie Land
Development Code regarding finished floor elevation heights as referenced in said code;
Chapter 7.04.01C.
This project has existing constraints that will not allow for finished floor heights to meet or
exceed 18" above crown of adjacent road, particularly Barbour Ridge Blvd. The crown of
road varies from 12.26' to 11.33' (end -to -end) with the lowest point of 10.90' at the entry to
Palmetto Village.
The intent is to remove asphalt parking spaces in Palmetto Village and construct nine (9)
free-standing garage buildings. The concrete garage slab(s)/floor(s) must tie -into varying
existing edge of pavement locations for transition and alleviation of height change hazards.
By taking the average of existing rear points and existing front points of parking stalls, an
overall finished floor height range will be approximately 11.24' (lowest) to 11.80' (highest).
