GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board
meeting.
INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the
Pledge of Allegiance. Participation is voluntary.
CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of
these items unless a Commissioner so requests.
REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will
discuss individually, usually in the order listed on the agenda.
PUBLIC HEARINGS – These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a
public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9
a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior
to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time.
Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board.
As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order
of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the
Chair will ask for public comment, (4) further discussion and action by the Board.
ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup
material, please have eight copies ready for distribution.
NON-AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the
printed agenda.
PUBLIC COMMENT – Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three
minutes. Comments may pertain to any matter related to the Board’s duties as the County’s governing body. Comments in support
or opposition to candidates for public office are not pertinent to the Board’s duties. This includes any speaker identifying himself or
herself as a candidate for public office.
DECORUM – Please be respectful of others’ opinions.
MEETINGS – All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third
Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras

BACKGROUND:
In 2016, St. Lucie County Mosquito Control District (SLCMCD) began using Leading Edge's software, known as
MapVision, to monitor the department's inventory, mosquito populations, impoundment data, workflow
data, and much more. This software allows daily processes to be streamlined, makes accessibility effortless,
and enables us to remain accountable to internal and external stakeholders.
Unfortunately, as with all software, the servers used to maintain the current version are growing increasingly
more obsolete and will no longer be serviced within a year. Upgrading to the current Gen 3 version will
increase processing speed, improve ULV fog truck operations, provide more up-to-date satellite and map
views, and will improve overall reporting capabilities. This proposal has been reviewed by the county's
Information Technology Department to ensure what is needed for operations is included in the contract.
SLCMCD budgeted $107,405 in the FY23-24 budget for the software upgrade, and this proposal can be
implemented for $95,527.50.
PREVIOUS ACTION:
The BOCC reviewed the proposed $107,405 software upgrade purchase during the FY23-24 budget cycle and
funding was subsequently included in the approved budget.
FINANCIAL IMPACT:
There are sufficient funds budgeted in SLCMCD's Software Account to purchase the upgrade.
RECOMMENDATION:
Staff recommends Board approval of Contract c16-05-262 First Amendment and authorization for the Chair to
sign as approved by the County Attorney, in order to purchase the MapvVision Gen 3 Upgrade.

The enclosed proposal is being submitted in response to St. Lucie Mosquito Control Services’
(SLMCS) request for a proposal to migrate the current MapVision Gen1 system to the newest
Gen3 MapVision enterprise database management system and incorporate previous work such
as the impoundment feature.
Leading Edge is uniquely qualified to provide a response to SLMCS’s request for a
comprehensive enterprise database management system. We are committed to our industry

Leading Edge Proposal Summary
Leading Edge Associates is incorporated in the state of Florida, with local representation in
Port Orange and New Smyrna Beach, Florida. Our products can be found in many locations
nationwide and internationally.
Our company’s mission is to support mosquito control districts by offering innovative and
proven technology that is efficient and robust. The MapVision Enterprise geospatial database
is user friendly, cost effective and has remained operational for more than a decade with our
clients beginning in 2009. Recognizing that the world of vector control is ever-changing and
dynamic, Leading Edge continues to reinvest in our MapVision product line by designing
features and workflows that are relevant to integrated vector management.
We propose MapVision Gen3 Enterprise, our fully featured geo-spatial database management
solution, which will enable the SLMCS to fully realize the benefits of enterprise wide real time
data collection and access.
MapVision Enterprise is scalable and has been engineered to incorporate future requirements
as needed. Most importantly, we provide the training and support that ensures SLMCS’s staff
can ramp up quickly and realize measurable improvements.
A few examples are employee time management, reduced response time to service requests,
accurate documentation of all treatments performed, production of critical reports
instantaneously, enhanced integration of important surveillance data with operational
activities and coordination of aerial applications with outside contractors.

MapVision Feature Highlights
MapVision enables interdepartmental data integration and enhances resource
allocations by focusing on specific data collection procedures unique to mosquito
control districts. This ensures pesticide applications and surveillance data is
correctly captured, useful and relevant to decision making at all levels.
● Workflow Management - by directly mapping data to the technician’s field map the
moment activities are being performed, daily processes are streamlined, accessibility is
effortless, and accountability is continually sustained. Site management include numerous
data points and ability to record observations, treatments, LRC, rain level, surveillance
data and other critical data
● Service Requests are easily recorded and maintained according to contact information,
site details, and treatment history thus reducing response time while increasing
confidence with the public regarding mosquito control efforts. Mapping new locations and
tracking status of each SR. Ability to assign, batch, reassign and review history
● Record Keeping – utilizing MapVision’s Tier I reporting and Microsoft’s Power Business
Intelligence (Power BI) system, the time-consuming task of producing detailed reports is
greatly reduced increasing productivity and transparency for the District as a whole
● Surveillance provides the ability to manage all traps, locations, data, provide historical
data to field technicians, and provide reporting in numerous formats. Included in
MapVision are unlimited trap types and if desired other data relevant. Trapping workflows
provide user ability to set up trap types, locations, species, test agencies and other data.
● Administrative Rights allow for management to create unique groups and select pre-
designed user groups that are most commonly used for mosquito control personnel, thus
managing access to certain MapVision features relative to that group
● Permission-Based functionality defines and determines levels of accessibility to system
features, components and reports effectively simplifying work processes for increased
efficiency
● Advanced Master Management allows for the District to “personalize” specific site types,
field activities, surveillance methods, types of service request, trap types, species, sub site
types, pathogens and many more

Managing mosquitoes is about getting the job done quickly and accurately.
Working from the field requires data entry to be simple and efficient. Working in
the lab requires data to be concise and complete. MapVision makes all this possible
in one enterprise data management system.
● MapVision® is built over full featured maps so all mosquito sites, service requests,
treatment blocks, flight recordings, traps and disease activity are all geo-coded for fast
reference as icon objects on digital, terrain or satellite maps
● Navigation is simple using street maps, street view or satellite imagery
● User defined preferences on the field map allow for flexibility and focus in the field for
each user’s needs
● Online or Offline - MapVision® iOS Field App “Designed by technicians and built for
technicians” makes it happen wherever you work
● Response to invasive species and disease related incidences are enhanced through
MapVision’s Heightened Surveillance and Parcel Inspection Plan allowing for focused
door-to door inspections and treatments
● Ground and Aerial workflows simplify the process of complex adulticide or larvicide
applications. Using polygons or blocks (including a single site or multiple sites associated
with the polygon), a treatment plan is created and assigned to field staff. Shapefiles and
JOB files are created for the aircraft GPS system and PrecisionVision UAS.
o After treatments are completed, all information is uploaded and added to the
treatment plan. This includes material used, total material used, application
rates, operators, aircraft/UAS/vehicle used, flight log file and associated maps.
Several reports are generated such as Treatment Reports, Pesticide Use
Reports, Material Use Reports and Real Time Inventory Item Reports (optional),
including data specific to ground/flight treatment information.
o These processes are complex, yet MapVision’s treatment plan makes these
workflows easy for adulticide or larvicide applications by ground or by air
(including unmanned aircraft systems). Examples of data sets captured are
ground and aerial missions, including miles driven, miles treated, material use,
application rates, application dates & times, locations and acres treated. Job
files/shapefiles and log files are seamlessly provided to operational staff and,
when necessary, with outside contractors. MapVision Enterprise
accommodates other file types such as GeoTracker, Monitor, Steller, Satloc,
WingMan, AgPilotX, AgNav and others.

Several features offered in MapVision:
● Response to Invasive Species and disease related incidences are enhanced through
MapVision’s Heightened Surveillance and Parcel Inspection Plan allowing for focused
door-to door inspections, treatments, and site creation
● Material Inventory is regularly monitored and managed, capturing all treatments from
hand treatments to aerial applications
● Parcel APN Integration – parcel integration provides the user the ability to view each
parcel boundary and associated information on the technicians’ field map. All site(s) within
a parcel boundary will be linked to the parcel ID.
● Swimming Pool Imagery, Classification and Service Request Workflow – geo-rectified
imagery of swimming pools/spas are automatically imported and classified based on pool
condition (empty or dirty). Temporary service requests are populated for review and
assignment to technicians, either individually or in a batch. The request that is created
associates the site(s) to the service request and to the parcel ID. The field technician can
then review high resolution images of the pool and complete any actions (treatments,
larval surveillance, door hangers, set re-inspection dates, etc.) as needed.
● Real Time Material Inventory – as treatments are applied in the field, the items and
materials are deducted automatically from the main pesticide inventory
● Tracking- Leading Edge can provide vehicle and asset tracking through our FleetVision
system and/or unique device use, such as MapVision’s iPad Field App.

Overview
Leading Edge Associates is pleased to submit this proposal to St Lucie Mosquito Control
Services for MapVision Gen 3 Enterprise. We take pride in offering the highest quality web-
based geospatial data management system available for mosquito control agencies.
For more than a decade, MapVision systems have been deployed throughout the United States
and internationally. Our company’s mission is to support mosquito control districts by offering
efficient, proven, and robust geospatial database environments that are user-friendly and cost-
effective.
Recognizing that the world of vector control is ever-changing and dynamic, Leading Edge
continues to reinvest in our MapVision product line by designing features and workflows that
are relevant to integrated vector management.
Our Proposal
SLMCS has a well-deserved reputation for scientific-based, quality mosquito control services.
However, faced with increased costs for equipment and materials, maintaining a fleet of
ground vehicles, aerial contracts, climate variability, and vector-borne disease, SLMCS is faced
with complex operational challenges and decisions.
SLMCS needs the technological advantages offered by a robust and comprehensive real-time
geospatial web-based database. We have developed solutions to help numerous mosquito
control districts across the United States maintain, disseminate in real-time, and manage large
volumes of data that are essential to efficient, effective accurate, and accountable mosquito
control operations. MapVision Gen 3 Enterprise will serve SLMCS's current and future needs
for many years.

estimate and is based on projected requirements. Final configuration and pricing will be determined after a complete onsite needs
