GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board
meeting.
INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the
Pledge of Allegiance. Participation is voluntary.
CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of
these items unless a Commissioner so requests.
REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will
discuss individually, usually in the order listed on the agenda.
PUBLIC HEARINGS – These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a
public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9
a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior
to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time.
Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board.
As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order
of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the
Chair will ask for public comment, (4) further discussion and action by the Board.
ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup
material, please have eight copies ready for distribution.
NON-AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the
printed agenda.
PUBLIC COMMENT – Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three
minutes. Comments may pertain to any matter related to the Board’s duties as the County’s governing body. General comments in
support or opposition to candidates for public office are not pertinent to the Board’s duties.
DECORUM – Please be respectful of others’ opinions.
MEETINGS – All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third
Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras
Administration Annex at 2300 Virginia Ave., Fort Pierce, Fla. 34982. The Board schedules additional workshops throughout the year
necessary to accomplish their goals and commitments. Notice is provided of these workshops. Anyone with a disability requiring
accommodation to attend this meeting should contact the St. Lucie County Community Services Manager at 772-462-1777 or TDD

Staff recommends the St. Lucie County Mosquito Control District approve a budget
resolution accepting $25,312.00 in funding from the Florida Department of Health for
Zika-virus mosquito prevention costs and authorization for the Chairman to sign
documents as approved by the County Attorney.
2. Harbor Branch Mangrove Marsh - Temporary Easement
Staff recommends the Board accept the temporary easement from Coconut Cove, L.L.C.,
authorize the Chairman to sign the temporary easement and direct staff to record the
temporary easement in the public records of St. Lucie County, Florida.

BACKGROUND:
The Florida Department of Health (DOH) considers St. Lucie County to be a medium-high risk area for Zika
because of previous transmission of a locally acquired arbovirus. Per the Governor's Executive Order 16-
29 related to the Zika Virus Health Emergency, several mosquito control districts, including St. Lucie, are
receiving funding through DOH from the Centers for Disease Control and Prevention.
DOH has provided funding monthly from July 2016 through June 2017. It has notified St. Lucie County
Mosquito Control District that it will provide another $25,312.00 for mosquito-control expenses incurred
from May 2017 through June 2017. This funding will be applied to Mosquito-spraying equipment costs,
chemical costs, mosquito magnet costs and operating supply costs, as part of the District's ongoing effort
to control the spread of the mosquito-borne disease.
The budget will be amended as follows:

as reimbursement to St. Lucie County’s Mosquito Control for Zika-virus prevention costs incurred in
December.
February 21, 2017 - Board approved agenda and Budget Resolution No. 2017-31, for a total of $26,581, as
reimbursement to St. Lucie County's Mosquito Control for Zika-virus prevention costs incurred January.
May 16, 2017 - Board approved agenda and Budget Resolution No. 2017-115, for a total of $2,000.00, as
reimbursement to St. Lucie County's Mosquito Control for Zika-virus prevention costs incurred for
Travel/Training Registrations for Florida Mosquito Control Association (FMCA) Dodd Short Courses and
FMCA Seminars.
FINANCIAL IMPACT:
Since these funds were not anticipated in FY17, funding is not appropriated in the adopted budget;
therefore, a budget needs to be established to expend these funds. The Florida Department of Health will
reimburse these funds used by St. Lucie County Mosquito Control for Zika-related mosquito control
activities.
RECOMMENDATION:
Staff recommends the St. Lucie County Mosquito Control District approve a budget resolution accepting
$25,312.00 in funding from the Florida Department of Health for Zika-virus mosquito prevention costs and
authorization for the Chairman to sign documents as approved by the County Attorney.

RESOLUTION
WHEREAS, subsequent to the adoption of St. Lucie County Mosquito Control District’s budget, certain
funds not anticipated at the time of adoption of the budget have become available from the Florida
Department of Health in the amount of $25,312.00 to mitigate the spread of the Zika virus for St. Lucie
County.
WHEREAS, Section 129.06 (d), Florida Statutes, requires the St. Lucie County Mosquito Control District to
adopt a resolution to appropriate and expend such funds.
NOW, THEREFORE, BE IT RESOLVED by the Mosquito Control District of St. Lucie County, Florida, in
meeting assembled this 20th day of June 2017, pursuant to Section 129.06 (d), Florida Statutes that such
funds are hereby appropriated for the fiscal year 2016-2017, and the County’s budget is hereby amended
as follows:

BACKGROUND:
The Harbor Branch Mangrove Marsh Restoration project to complete the hydrological reconnection and
restoration of Impoundment 14C, a 178-acre mosquito impoundment located within the Harbor Branch
Preserve project area, is nearly completed. The Mosquito Control Department has begun pumping
operations to flood the marsh, expanding the County’s ecosystem management inventory for salt marsh
mosquito control.
In order to operate and maintain the impoundment, Mosquito Control employees must enter the
preserve through gates on either the north or south ends of the dike that separates the Indian River from
the marsh. Heavy equipment needed for dike repair and maintenance must enter through the northern
gate on property owned by Coconut Cove, L.L.C. During construction of the marsh project, Coconut Cove
provided the County with a Temporary Easement, which expired on May 31, 2017. The County wishes to
restore this Easement so that Mosquito Control can continue needed ingress and egress as part of the
dike maintenance as well as upcoming dike stabilization projects planned for 2017 and 2018.
While Mosquito Control desires to seek a Permanent Easement for this property, Coconut Cove, L.L.C. has
agreed to extend the Temporary Easement through May 2018. This will allow time for the County to
continue efforts to obtain a more lasting agreement to access the Harbor Branch Mangrove Marsh
Preserve.
