GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board meeting. INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the Pledge of Allegiance. Participation is voluntary. CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests. REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will discuss individually, usually in the order listed on the agenda. PUBLIC HEARINGS – These items may be heard on the first Tuesday at 6:00 P.M. or as soon thereafter as possible and on a third Tuesday at 9:00 A.M. or as soon thereafter as possible, these time designations are intended to indicate that an item will not be addressed prior to the listed time. The Chairman will open each public hearing and asks anyone wishing to speak to come forward, one at a time. Comments will be limited to five minutes. As a general rule when issues are scheduled before the Commission under department request or public hearing, the order of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chairman will ask for public comment, (4) further discussion and action by the board. (ID # 3603) DATE: 06/21/2016 AGENDA REQUEST *CONSENT AGENDA BACKGROUND: This is a request for an Environmental Education & Eco-Tourism Coordinator position (NPR16-006) that would serve the Tourism, Mosquito Control and Environmental Resources departments, and address specific environmental, economic, public safety, and community engagement goals of the County. By working collaboratively across departments with common goals, this position will provide an efficient and effective alignment of resources. This position will help address one of Tourist Development’s major goals: “to provide a greater impact in promoting St. Lucie as a top Florida destination for Eco/Adventure/Agri Tourism allowing for increased overnight stays by 2017.” Tourism is one of Florida’s top economic engines, attracting 105 million visitors in 2015 and the number of travel-related jobs also reached a record high, with 1.2 million Floridians employed in the tourism industry. Tourism plays an important role in supporting our economy and St. Lucie County is well positioned to take advantage of the state’s eco-tourism market resulting in a positive economic impact. This position will also be charged with taking a multi-faceted approach to mosquito-related education and community outreach. Mosquitoes are numerous in St. Lucie County and several of the species found here are capable of transmitting diseases to humans and animals. With increasing worldwide travel, mosquito control in the United States is beginning to move beyond a quality of life role, toward a more critical public health function. With no specific medications or vaccines available, mosquito control programs must focus on source reduction and public education when responding to and preventing disease. The Environmental Resources Department has the structure, experience and expertise in place to develop mosquito-related education and outreach programs throughout the County. The individual must possess a strong desire to promote environmental stewardship, sustainable eco-tourism, and an ethic of service. The individual must be independent, self-motivated, creative, and resourceful. The Environmental Education & Eco-Tourism Coordinator reports directly to Environmental Education & Outreach Coordinator. ESSENTIAL JOB FUNCTION:  Act as liaison between Tourism and Environmental Resources and between Mosquito Control and Environmental Resources.  Lead the environmental education team and oversee the design and development of educational programs, including mosquito-related education. Train staff and volunteers as necessary for successful, engaging programming for families and children.  Coordinate and conduct adult-level environmental education programs for residents, visitors, volunteers and other stakeholders.  Provide training and naturalist certifications for citizens, volunteers and eco-tourism operators that include mosquito-related education;  Assist in promoting awareness of mosquito-related public health issues and Mosquito Control District services;  Assist in developing mosquito-related visuals and narratives for public displays, webpage and informational materials for general distribution;  Ensure Mosquito Control District webpage is updated as needed to keep the public abreast of important topics;  Coordinate education of children and adults about what they can do to keep themselves safe and reduce mosquito populations around homes and businesses;  Assist in involving volunteers in the stewardship and management of MCD lands;  Track mosquito-related activities and funding, and assist in state reporting;  Build collaborative and cooperative relationships with County staff, Tourism Development Council members, scientists / biologists, environmental learning & research centers, colleges and universities, eco-tourism businesses and facilities, the City of Fort Pierce/Ft. SERVICES BACKGROUND: It is the goal of the St. Lucie County Mosquito Control District (SLCMCD) to be fully prepared in the event of a Zika virus outbreak. This virus could have devastating impacts on the public health of our district, and the importance of proper prevention and public education against mosquito-borne diseases has never been higher. With this in mind, the SLCMCD has agreed to participate in a statewide BG-Sentinel mosquito trapping program whose goal is to trap and test the Aedes species of mosquito that carries the Zika virus, as well as dengue and chikungunya. This new program, instituted by the Florida Department of Agriculture and Consumer Services (FDACS), features trap placement, monitoring, sample submission and ongoing correspondence and coordination with FDACS and the Florida Mosquito Entomology Laboratory. It will allow the St. Lucie district to join with the state in expanding research into the mosquito species that carry these dangerous diseases. In order to accommodate the program requirements, one of the district's 8 Entomological Inspectors will be almost fully devoted to carrying out the program. In order to avoid reducing the number of inspectors who are performing vital daily surveillance and inspection of the 301-square-mile district, SLCMCD proposed to County Administration that an additional inspector position be added as soon as possible. The County Administrator and Deputy County Administrator support staff's recommendation and request that the agenda item be submitted for immediate consideration by the Mosquito Control District. The salary for an Entomological Inspector I is $22,755.20-$34,216.00 annually, plus benefits, along with an estimated $6,035 in supplies and equipment. These funds are available in Mosquito Control District reserves #145-9910-599300-800. KNOWLEDGE, ABILITIES AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS: Knowledge:  Knowledge of mosquito biology and behavior.  Equipment and procedures used in an Integrated Pest Management (IPM) mosquito control program.  Federal, State and Local laws governing mosquito control and pesticide applications and storage.  Rules of safe operation and handling of pesticides and equipment utilized for inspection, ground ULV application (fogging), and larviciding.  Standard equipment, tools, techniques and procedures used in mosquito and arthropod control.  Must have basic math and reading skills.  Familiarity with life cycle and control of mosquitoes.  Expected to acquire expert knowledge of inspection techniques and stay up-to-date with the larviciding program procedures.  Must be able to learn to identify typically encountered mosquito larvae and adults to genus and become familiar with the life cycle and control of these mosquitoes. Abilities:  Implement mosquito population abundance surveys through standard collection, enumeration and identification techniques.  Must be able, as needed, to work late, weekends, nights, and holidays to fulfill the District’s functions.  Work without direct supervision with technical assistance available from the Foreman.  Must be able to make field observations, record and provide detailed descriptions of the findings to the Foreman.  Communicate detailed reports on field conditions as required by District protocol.  Capable of learning computer skills and data entry on desktop computer, laptop and/or tablet.  Understand and interpret the surveillance results.  Understand and follow oral and written instructions.  Maintain an effective working relationship with the public and other employees.  Have sufficient physical strength and agility and freedom from disabling defects to perform manual labor (occasionally under adverse weather conditions).  Operate and routinely maintain a 4-wheel drive vehicle.  Must be able to read maps and interpret aerial photographs.  Must be able to read and understand chemical label instructions in English.  May perform other related work as needed or required. ESSENTIAL JOB FUNCTION:  Daily field inspections to identify mosquito production problems in assigned areas. Answer general questions when encountering the public in the performance of daily duties. Refer more specific questions to the District office.  Trucks must be washed and cleaned on a regular basis. Interior of truck must be kept neat and clean. Bed of truck must be kept clean. All containers must be clearly labeled and covered; appropriate label and MSDS sheets must be readily available  Assist with droplet analysis and calibration.  Is capable of keeping accurate records.  Applies insecticides safely, following label instructions.  Is able to interpret the surveillance results and apply them to the daily adulticiding program.  Develop proficiency in identifying and enumerating adult mosquitoes.  Follows the County and District’s policies, including safety and complies with all local, state and federal regulations at all times.  Participates in training concerning county, state and federal safety regulations; including OSHA, the MSDS program, vehicle and equipment safety.  Performs related work as required. ESSENTIAL PHYSICAL SKILLS:  Physical strength and agility sufficient to perform inspection tasks under varying weather conditions and work exceptional hours during an emergency.  Good hand/eye coordination and near and far vision. Good hearing. Manual dexterity in both feet and hands.  Constant walking, standing, use of both hands and fingers, very frequent light lifting (30 pounds. or less), frequent heavy lighting (30+ pounds). Very frequent light carrying (30 pounds or less), reaching above the shoulders, kneeling, sitting, bending and squatting.  Must be physically capable of working alone outdoors for extended periods of time in extreme weather conditions in marshes, swamps and remote heavy vegetation. Employee can expect to encounter alligators, snakes, bees, and other animals and insects.  Must be able to tolerate high mosquito-biting numbers for extended periods.  Must be capable of walking long distances, climbing over and around natural obstacles.  Must possess basic swimming skills to prevent drowning or to move away from a dangerous situation in the water.  Must be capable of operating an ATV on predetermined trails or roads and, as appropriate, use a sprayer to apply mosquito pesticides at the same time. ENVIRONMENTAL CONDITION REQUIREMENTS: Indoor duties are required for using a microscope, data processing and analysis, scheduling and various meetings. Frequent work outside under adverse weather conditions of cold, heat, humidity, rain, lightning, and perform duties in and around saltwater, etc. WORK HAZARDS: Outside work is often in harsh environments such as swamps, ditch banks, orange groves, being subjected to long periods of high sunlight and high temperatures, and where mosquitoes, sandflies and other nuisance arthropods are abundant. Handling of pesticides and other chemicals is required and involves potential physical reactions per label and MSDS statements. Other hazards encountered may include snakes (some poisonous), spiders, wasps, ants, bees and toxic plants (poison ivy, etc.), which occur in natural environments. Normal hazards involved in use of electrically operated traps, use of chain saws and other power tools.
