GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board
meeting.
INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the
Pledge of Allegiance. Participation is voluntary.
CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of
these items unless a Commissioner so requests.
REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will
discuss individually, usually in the order listed on the agenda.
PUBLIC HEARINGS – These items may be heard on the first Tuesday at 6:00 P.M. or as soon thereafter as possible and on a third
Tuesday at 9:00 A.M. or as soon thereafter as possible, these time designations are intended to indicate that an item will not be
addressed prior to the listed time. The Chairman will open each public hearing and asks anyone wishing to speak to come forward,
one at a time. Comments will be limited to five minutes.
As a general rule when issues are scheduled before the Commission under department request or public hearing, the order of
presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the
Chairman will ask for public comment, (4) further discussion and action by the board.
ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup
material, please have eight copies for distribution.
NON-AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the
printed agenda.
PUBLIC COMMENT – Time is allocated at the beginning of each meeting for the general public comment. Please limit comments to
three minutes.
DECORUM – Please be respectful of others’ opinions.
MEETINGS – All Board meetings are open to the public and are held on the first and third Tuesdays of each month; the first Tuesday
at 6:00 P.M. and the third Tuesday at 9:00 A.M., unless otherwise advertised. Meetings are held in the County Commission
Chambers in the Roger Poitras Administration Annex at 2300 Virginia Ave., Ft. Pierce, FL 34982. The Board schedules additional
workshops throughout the year as necessary to accomplish their goals and commitments. Notice is provided of these workshops.

Staff recommends Board approval of the award of Bid No. 16-050 Emergency Debris
Removal/Dike Repair for the St. Lucie County Mosquito Control District to TSI Disaster
Recovery LLC of St. Cloud, FL, and Milborne LLC of Miami Beach, FL and authorization for
the Chairman to execute the contracts as approved by the County Attorney.

BACKGROUND:
The Florida Department of Health (DOH) considers St. Lucie County to be a medium-high risk area for Zika
because of previous transmission of a locally acquired arbovirus. Per the Governor's Executive Order 16-
29 related to the Zika Virus Health Emergency, several mosquito control districts, including St. Lucie, are
receiving funding through DOH from the Centers for Disease Control and Prevention.
DOH has provided monthly funds to the St. Lucie County Mosquito Control District (SLCMCD) in July and
August, and has notified St. Lucie County that it will provide another $26,581.24 for mosquito-control
expenses incurred in September. In addition, DOH has reimbursed the District for $1,290.33 in costs
associated with treatments in Okeechobee County performed by St. Lucie County Mosquito Control in July
and August. The combined $27,871.57 In reimbursements for September will be applied to chemical,
operating and labor costs as part of the ongoing effort to control the spread of the mosquito-borne
disease.
The budget will be amended as follows:

Since these funds were not anticipated in FY16, funding is not appropriated in the adopted budget;
therefore, a budget needs to be established to expend these funds. The Florida Department of Health will
reimburse these funds used by St. Lucie County Mosquito Control for Zika-related mosquito control
activities.
RECOMMENDATION:
Staff recommends the St. Lucie County Mosquito Control District approve a budget resolution accepting

RESOLUTION
WHEREAS, subsequent to the adoption of St. Lucie County Mosquito Control District’s budget, certain
funds not anticipated at the time of adoption of the budget have become available from the Florida
Department of Health, in the total amount of $27,871.57, to mitigate the spread of the Zika virus. Of the
funding provided, $1,290.33, is to be used to perform mosquito control services in Okeechobee County,
and $26,581.24, is to be used to perform mosquito control services in St. Lucie County.
WHEREAS, Section 129.06 (d), Florida Statutes, requires the St. Lucie County Mosquito Control District to
adopt a resolution to appropriate and expend such funds.
NOW, THEREFORE, BE IT RESOLVED by the Mosquito Control District of St. Lucie County, Florida, in
meeting assembled this 20th day of September 2016, pursuant to Section 129.06 (d), Florida Statutes that
such funds are hereby appropriated for the fiscal year 2015-2016, and the County’s budget is hereby
amended as follows:

BACKGROUND:
The purpose of this bid is to establish fixed pricing contracts for emergency debris removal and dike repair
of mosquito control dikes at impoundments on South Hutchinson Island, North Hutchinson Island and
adjacent to Harbor Branch. On Aug. 3, 2016, submittals for Bid No. 16-050 were opened. Four submittals
were received, 23 documents were distributed and 285 companies were notified.
These contracts will be utilized by the St. Lucie County Mosquito Control District. The initial term of the
contracts will be a period of two years. Providing the bidders agree to the same terms and conditions, the
contract could be extended for an additional two one-year periods for a maximum contract term of four
years.

Sufficient funding is available in the Mosquito Control Reserves account (#145-9910-599300-800).
RECOMMENDATION:
