GENERAL RULES AND PROCEDURES – Attached is the agenda, which will determine the order of business conducted at today’s Board
meeting.
INVOCATION-PLEDGE – To bring order and decorum to its meeting, the Board begins its meetings with an invocation followed by the
Pledge of Allegiance. Participation is voluntary.
CONSENT AGENDA – These items are considered routine and are enacted by one motion. There will be no separate discussion of
these items unless a Commissioner so requests.
REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will
discuss individually, usually in the order listed on the agenda.
PUBLIC HEARINGS – These items are usually heard on the first Tuesdays at 6 p.m. or as soon thereafter as possible. However, if a
public hearing is scheduled for a meeting on the third Tuesday, which begins at 9 a.m., then public hearings will be heard at 9
a.m. or as soon thereafter as possible. These time designations are intended to indicate that an item will not be addressed prior
to the listed time. The Chair will open each public hearing and asks anyone wishing to speak to come forward, one at a time.
Comments will be limited to five minutes, and must be pertinent to the agenda item being considered by the Board.
As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order
of presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the
Chair will ask for public comment, (4) further discussion and action by the Board.
ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup
material, please have eight copies ready for distribution.
NON-AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the
printed agenda.
PUBLIC COMMENT – Time is allotted at the beginning of each meeting for general public comment. Please limit comments to three
minutes. Comments may pertain to any matter related to the Board’s duties as the County’s governing body. General comments in
support or opposition to candidates for public office are not pertinent to the Board’s duties.
DECORUM – Please be respectful of others’ opinions.
MEETINGS – All Board meetings are open to the public and are held on the first Tuesdays of each month at 6 p.m. and on the third
Tuesdays at 9 a.m., unless otherwise advertised. Meetings are held in the County Commission Chambers in the Roger Poitras
Administration Annex at 2300 Virginia Ave., Fort Pierce, Fla. 34982. The Board schedules additional workshops throughout the year
necessary to accomplish their goals and commitments. Notice is provided of these workshops. Anyone with a disability requiring
accommodation to attend this meeting should contact the St. Lucie County Community Services Manager at 772-462-1777 or TDD
772-462-1428 at least 48 hours prior to the meeting.

BACKGROUND:
The Florida Department of Health (DOH) considers St. Lucie County to be a medium-high risk area for Zika
because of previous transmission of a locally acquired arbovirus. Per the Governor's Executive Order 16-
29 related to the Zika Virus Health Emergency, several mosquito control districts, including St. Lucie, are
receiving funding through DOH from the Centers for Disease Control and Prevention.
DOH has provided funding monthly from July through October 2016. It has notified St. Lucie County
Mosquito Control District that it will provide another $26,581.24 for mosquito-control expenses incurred
in November. This funding will be applied to the purchase of spray units for fog trucks in order to bring
the units up to compliance for the new software conversion and flow system. These improvements will
assist in the District's ongoing effort to control the spread of the mosquito-borne disease.
The budget will be amended as follows:

APPROPRIATIONS:
145-6234-564000-600 Machinery & Equipment $26,581
PREVIOUS ACTION:
August 16, 2016 - Board approved agenda and Budget Resolution No. 2016-123, for a total of $69,242, as
reimbursement to St. Lucie County’s Mosquito Control for Zika-virus prevention costs incurred in July
($42,611) and August ($26,581).
September 20, 2016 - Board approved agenda and Budget Resolution No. 2016-150, for a total of
$27,872, as reimbursement to St. Lucie County’s Mosquito Control for Zika-virus prevention costs incurred
in September.

October 18, 2016 - Board approved agenda and Budget Resolution No. 2016-182, for a total of $26,581, as
reimbursement to St. Lucie County’s Mosquito Control for Zika-virus prevention costs incurred in October.
FINANCIAL IMPACT:
Since these funds were not anticipated in FY16, funding is not appropriated in the adopted budget;
therefore, a budget needs to be established to expend these funds. The Florida Department of Health will
reimburse these funds used by St. Lucie County Mosquito Control for Zika-related mosquito control
activities.
RECOMMENDATION:
Staff recommends the St. Lucie County Mosquito Control District approve a budget resolution accepting
$26,581.24 in funding from the Florida Department of Health for Zika-virus mosquito prevention costs and
authorization for the Chairman to sign documents as approved by the County Attorney.

RESOLUTION
WHEREAS, subsequent to the adoption of St. Lucie County Mosquito Control District’s budget, certain
funds not anticipated at the time of adoption of the budget have become available from the Florida
Department of Health in the amount of $26,581.24 to mitigate the spread of the Zika virus for St. Lucie
County.
WHEREAS, Section 129.06 (d), Florida Statutes, requires the St. Lucie County Mosquito Control District to
adopt a resolution to appropriate and expend such funds.
NOW, THEREFORE, BE IT RESOLVED by the Mosquito Control District of St. Lucie County, Florida, in
meeting assembled this 15th day of November 2016, pursuant to Section 129.06 (d), Florida Statutes that
such funds are hereby appropriated for the fiscal year 2016-2017, and the County’s budget is hereby
amended as follows:

BACKGROUND:
The Florida Department of Health (DOH) requests that the St. Lucie County Mosquito Control District
(MCD) enter into an agreement regarding the use of data provided by DOH to MCD as part of ongoing
health-related mosquito control activities. DOH routinely provides limited information to MCD as part of
the joint effort to control disease-carrying mosquitoes, in particular the Zika virus. DOH wishes to comply
with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and ensure the integrity and
confidentiality of certain information disclosed or made available to MCD.
MCD has established a process by which it guards this information, as requested in the Memo of
Understanding. DOH and MCD continue to work together in an effective manner to respond and treat
cases as needed with the understanding that identifying information will be protected according to
Florida Statutes.

This Memorandum of Understanding will not impact the budget.
RECOMMENDATION:
Staff recommends Board approval of MOU with the Florida Department of Health and authorization for
