Resolution - Energy Special Assessment District Notice of Intent for 2017 The County MSBU Coordinator presented this item. She stated that one of the funding methods available for energy conservation and renewable energy improvements is to levy non-ad valorem special assessments on the properties which derive a direct benefit from the improvements. She indicated this type of assessment is based on benefit and collected along with property taxes using a uniform method pursuant to Section 197.3632 of Florida Statutes. In order to preserve this funding option, it is necessary for the Board to adopt a resolution expressing its intent to use the uniform method of collecting commencing in November, 2017. Staff noted that the resolution must be considered at a duly advertised public hearing held prior to January 1, 2017. She continued that the resolution does not in any way obligate the county to levy special assessments, it simply satisfies the legal requirement reserving the county’s option to use the uniform method of collection if a special assessment is levied. Commissioner Dzadovsky asked if this resolution is for a voluntary action by any individual or community that chooses to participate. The County MSBU Coordinator confirmed that information.
