The Board’s Secretary will preside and call for nominations to select the Chair of the Contractors
Examining Board.
b.) ELECT THE VICE‐CHAIR OF THE BOARD
The Chair will preside and call for nominations to select the Vice‐Chair of the Contractors
Examining Board. Staff recommends that the Board elect a Vice‐Chair for 2025‐2026.
c.) ELECT THE SECRETARY OF THE BOARD
The Chair will preside and call for nominations to select the Secretary of the Contractors
Examining Board. Staff recommends that the Board elect a Secretary for 2025‐2026.

SLC CCL 10-67: - Revocation or suspension of Certificate of Competency: Sub Section: (3) Disregards and violates an applicable state or local building code, regulation or law. (8) Abandons a construction project in which the contractor is engaged or under contract as a contractor. A project shall be considered abandoned 90
days after the contractor terminates the project without just cause or without proper notification to the owner, including the reason for termination, or fails to perform work under the contract for 90 consecutive days.
Staff Recommendation:
o To revoke permitting privileges for Daniel Thomas Yates and/or Flo Energy LLC for a term not to exceed three hundred and sixty-five (365) days for new permits only. o After the revocation period, a written request must be made to the
Board to reinstate Daniel Thomas Yates and/or Flo Energy LLC permitting privileges. o A copy of the Board’s order will be forwarded to the Florida Department of Business and Professional Regulation (DBPR) and the surrounding municipalities.

Sub Section: (3) Disregards and violates an applicable state or local building code, regulation or law. (11) Proceeds on any construction job without first obtaining and posting the required permits including but not limited to building permits and environmental regulations permits and scheduling required inspections. (19) Committing mismanagement or misconduct in the practice of contracting that causes financial harm to a customer. Financial mismanagement or misconduct includes, but is not limited to, any of the following: a. The contractor fails to fulfill his/her contractual obligations to a customer because of inability, refusal or neglect to pay all creditors for material furnished or work or services performed in the operation
of the business for which he/she is licensed, under any of the following circumstances: 3. The contractor's job has been completed, and it is shown that the customer has had to pay more for the contracted job than the original contract price, as adjusted for subsequent change orders, unless such increase in cost was the result of circumstances beyond the control of the contractor, was the result of circumstances caused by the customer, or was otherwise permitted by the terms of the contract between the contractor and the customer. Staff Recommendation:
o To suspend permitting privileges for James E. Thomas and/or Sawgrass Contracting LLC for a term not to exceed three hundred and sixty-five (365) days for new permits only. o After the revocation period, a written request must be made to the Board to reinstate James E. Thomas and/or Sawgrass Contracting LLC permitting privileges. o A copy of the Board’s order will be forwarded to the Florida Department of Business and Professional Regulation (DBPR) and the surrounding municipalities.
