3 like eight years now.
4 CHAIRMAN LEONARD: Who are you working for?
5 MR. RIVERA: At the moment, One Kingdom and
6 doing subcontracting for a smaller company?
7 CHAIRMAN LEONARD: Okay. You just couldn't
8 get anybody to sign the letter saying that --
9 MR. RIVERA: Yeah, it --
10 CHAIRMAN LEONARD: -- you worked for them?
11 MR. RIVERA: Yeah.
12 CHAIRMAN LEONARD: It's amazing how that
13 works, isn't it, sometimes?
14 MR. RIVERA: Uh-huh. So a lot of the
15 companies that I was working for, especially the
16 last four years, a lot of them basically branched
17 off. They were subcontractors. I was doing like
18 1099s with them, but what -- I guess I could
19 approve -- or what I could prove was me working for
20 Lindstrom and they -- I guess they didn't want
21 competition.
22 CHAIRMAN LEONARD: I have no further questions

1 number 2505-11495 (verbatim), address 8832 Lonesome
2 Pine Trail.
3 For the record, I'm submitting three photos
4 taken May 2nd, 2025; two photos taken June 25th,
5 2025; a Notice of Violation, Notice to Appear,
6 Citation No. 608. Air Duct Dryer and Chimney
7 Services estimate. SBSM Services Certificate of
8 Liability Insurance and Limited Liability Company
9 annual report. An email and letter from
10 Alice J. West, Sunbiz information, United States
11 Postal Service tracking information.
12 On March 31st, 2025, Joseph Rowe of Air Duct
13 Dryer and Chimney Service arrived at Mrs. West home
14 for a scheduled inspection of a leaking roof coming
15 into her house around the chimney area. Mr. Rowe
16 requested the inspection payment of $29 be made out
17 to him, and he would forward it to the company.
18 Mrs. West received an estimate by email, the same
19 day, for the following repairs:
20 Chimney flashing repair around the chimney to
21 prevent water leaks and safeguard roof. Chimney
22 cracks repaired to prevent water entering the home.
23 And a chimney deep clean totaling $1,007.20.
24 Mrs. West requested their license information,
25 since it was not on the estimate. They sent back a

1 business organization as available to engage in the
2 business or act in the capacity of a contractor
3 without a business tax receipt.
4 The citation was not paid by March 14th, 2025,
5 and a Notice to Appear was issued to Air Duct Dryer
6 and Chimney Service, SBSM Services LLC,
7 Moshe Alper and Shimul Tetroashvili and failed to
8 either pay the citation and/or penalty and did not
9 request a hearing within 10 business days.
10 The case was scheduled for the May -- 16th of
11 July, 2025 Contractor Licensing Board hearing.
12 On June 25th, the United States Postal Service
13 tracking showed both the Notice of Violation and
14 Notice to Appear available to pick up at a post
15 office. As it wasn't picked up, I posted the same
16 date on the property. As of June 16th, 2025, I've
17 had no contact with Air Duct Dryer and Chimney
18 Services. And as of July 16th, 2025 the citation
19 remains unpaid.
20 CHAIRMAN LEONARD: Mr. Winkler, thank you. Is
21 there a representative from Air Duck Dryer and
22 Chimney Services here in the audience? I'd like
23 you to come up.
24 Mr. Winkler, you said you've had zero contact

2 report for a company called SBSM Services, LLC out
3 Tampa, along with a Certificate of Liability
4 Insurance with no contractor's licensing number.
5 The Notice of Violation and Citation 608 was
6 issued by U.S. Certified Mail to Air Duct Dryer and
7 Chimney Services and/or SBSM Services, LLC and or
8 Moshe Alper and/or Shimul S. Tetroashvili on
9 May 2nd, 2025 with a compliance date of
10 May 14th, 2025.
11 It was for Section 10-99, Violation C. It
12 shall be a violation of this article for any
13 person, individual, partnership, corporation, firm,
14 association or entity to, one, falsely hold himself
15 or a business organization out as a licensed, a
16 certificate holder or a registered contractor.
17 Number six, engage in the business or act in
18 the capacity of a contractor without duly being
19 registered or certified.
20 Seven, advertise himself or a business
21 organization as available to engage in the business
22 or act in the capacity of a contractor without
23 being duly registered or certified.
24 And 10, engage in the business or act in the
25 capacity of a contractor or advertise himself or a

1 MR. WINKLER: Correct. No response.
2 CHAIRMAN LEONARD: Does anybody have any
3 questions for staff?
4 MR. DIFRANCESCO: Mr. Chairman, I'm going to
5 recuse myself from this, from voting on this, as
6 Mrs. West is my neighbor.

8 MR. DIFRANCESCO: I'm the one who told her to
9 give Michael a call, because when she told me about
10 this, I told her to stop. It's a scam.

19 date of the Board meeting, and authorize staff to
20 place a lien against the contractor if not paid
21 within 30 days.

1 this information from the homeowner when she called
2 to ask the status of the roof job.
3 I had conducted an inspection on the 21st of
4 February, 2025 and found the roof had been
5 replaced.
6 On February 26th, 2025 Robert James Dillon,
7 Jr., responded to an email from Ms. Williams, and
8 he stated he would be going forward with the
9 permit. Mr. Dillon further stated he was waiting
10 on his insurance to be renewed. He further added
11 that the job is complete, and he has all photos.
12 The Notice of Violation, Citation 602, issued
13 by U.S. Certified Mail to Indian River
14 Roofing & Repairs and/or Robert James Dillon, Jr.,
15 on February 21st, 2025 with a compliance date of
16 March 12th, 2025, for Section 10-99 violations.
17 (c) It shall be a violation of this article
18 for any person, individual, partnership,
19 corporation, firm, association, or other entity to:
20 (9) Proceed on any job without first obtaining
21 applicable local building permits and inspections
22 or perform any work for which a building permit is
23 required without such a building permit being
24 current.
25 The citation wasn't paid by March 12th, 2025,

7 disciplinary is going to be the same person and
8 company.
9 Case No. 2502-114572 at 5508 Paleo Pines
10 Circle. For the record, I'm submitting three
11 photos taken February 21st, 2025; four photos taken
12 June 26th, 2025; permit Roofer -- ROOFR-2411-006595
13 and the application; Notice of Violation; Notice to
14 Appear; Citation No. 602; an email from St. Lucie
15 County Zoning tech Danielle Williams; an email from
16 Mr. Robert James Dillon, Jr.; United States Postal
17 tracking service.
18 On November 6th, 20 -- on November 26, 2024,
19 an application was submitted on the St. Lucie
20 County portal for a roof -- reroof job.
21 On February 21st, 2025, I received an email
22 from St. Lucie County Zoning tech Danielle Williams
23 advising the roof had been placed at 5508 Paleo
24 Circle, Fort Pierce, while the permit was not
25 issued and it's on hold. Mrs. Williams learned

1 and a Notice to Appear was issued to Indian River
2 Roof & Repairs and Mr. Robert James Dillon, Jr.
3 The date was set for Wednesday the 16th of
4 July, 2025, for this Contractor Licensing Board.
5 On February 21st, 2025, the United States
6 Postal Service showed the tracking showed that the
7 Notice of Violation was delivered to an individual.
8 On March 12, 2025, Mr. Dillon emailed me
9 requesting more time.
10 On May 13th, 2025, United States Postal
11 Service returned the Notice to Appear as
12 undeliverable.
13 I emailed Mr. Dillon using the email he sent
14 me requesting additional time and attached both the
15 Notice of Violation and the notice to appear.
16 On June 26th, 25 -- 2025 I posted the last
17 address used on the permit for ROOFR-2411-006598
18 (verbatim) at 806 11th Drive Southwest, Vero Beach.
19 And I also posted the address that was listed at
20 the DBPR on file as 1344 3rd Avenue Southwest,
21 Vero Beach. While posting at the 806 11th Street,
22 a worker approached me and informed me that that
23 company had moved out a while ago and a new company
24 is in there. I further received a call from the
25 homeowner at 1344 33rd Avenue, and he said that

1 Mr. Dillon had sold him the house and he has been
2 getting a lot of emails like this -- or a lot of
3 mail like this.
4 As of July 16th, 2025, I've had no contact
5 with Mr. Dillon since his March 12th, 2025 email.
6 As of July 16th, 2025 the citation remains unpaid.
7 CHAIRMAN LEONARD: Mr. Winkler, thank you.

9 representative of Dillon Roofing, LLC, in the
10 audience?

12 Seeing nobody, does anybody have any questions
13 of staff?
14 MR. MORRIS: Did you say another company had
15 come in to finish the job?
16 MR. WINKLER: No, the job was finished.
17 However, now the homeowner is attempting -- he's
18 removed Mr. Dillon and Indian River Roofing. He
19 did an owner/builder, and he's trying to get the
20 permit finalized so it can be completed.

3 ROOFR-2411-006595, the application and change of
4 contractor, the Notice to Appear, email from
5 St. Lucie County Zoning tech Danielle Williams, an
6 email from Mr. Robert James Dillon, DBPR info, and
7 the United States Postal tracking service
8 information.
9 On November 6th, 20 -- on November 26th, 2024
10 an application was submitted to the St. Lucie
11 County portal for reroof.
12 On February 21st, 2025, I received an email
13 from St. Lucie County Zoning tech Danielle Williams
14 advising that the roof had been replaced at
15 5508 Halo Paleo Pines Circle, Fort Pierce, while
16 the permit was not issued and on hold due to
17 missing documents.
18 The homeowner verified the roof had been
19 replaced.
20 An inspection was done on February 21st, 2025,
21 and I found the roof had been replaced.
22 On February 26th, 2025, Mr. Dillon responded
23 to an email from St. Lucie County Zoning tech
24 Danielle Williams. Mr. Dillon stated he would be
25 going forward with the permit. Mr. Dillon further

5 Miconnellson Building & Remodeling, LLC, submitted
6 a complaint affidavit, contracts and checks.
7 Ms. Michaelson is serving as the general
8 contractor for the homeowners. Ms. Michaelson
9 states that she was unaware that Indian River
10 Roofing & Repairs and Robert L. Dillon had not
11 obtained the permit before doing the work and
12 didn't have any inspections done.
13 A Notice to Appear was issued by U.S.
14 Certified Mail to Indian River Roofing & Repairs
15 and/or Robert James Dillon, Jr., on May 16th, 2025,
16 for the July 16th, 2025 Contractor Licensing Board.
17 It's for Section 10-67, revocation or
18 suspension of Certificate of Competency:

20 revoke, suspend or deny the issuance of a renewal

20 with Mr. Dillon since the March 12, 2025 email.

2 a douche bag and threatened to postpone the job
3 even longer. Mr. Parker asked for his deposit back
4 and they said no, and if they did, they would keep
5 20 percent.
6 On April 14, 2025, Mr. Parker went to
7 FamilyFirst Roofing Group, LLC office for a refund
8 and the CFO & salesman would not give him his
9 deposit back.
10 Mr. Parker panicked that they would remove the
11 roof and then leave him without anything so he
12 submitted an application on the portal to have
13 Permit No. ROOFR-2504-007805 canceled due to
14 failure to perform and an abusive president.
15 Even though Mr. Parker gave his check on
16 January 24th, 2025 the application was not
17 submitted on the portal until April 3rd, 2025.
18 A Notice to Appear was issued by U.S.
19 Certified Mail to FamilyFirst Roofing Group and/or
20 Karla Guevara on June 10th, 2025 for the July 16th,
21 2025 Contractor Licensing Board per Section 10-67,
22 Revocation or suspension of Certificates of
23 Competency.

12 On January 22, 2025, Kevin Parker was given a
13 quote for a roof replacement from FamilyFirst
14 Roofing Group, LLC for $24,550.
15 On January 24, 2025, Mr. Parker wrote a check
16 2381 from Bank of America to FamilyFirst Roofing
17 Group, LLC for $12,275 as per the contract. He was
18 then advised it would be eight to nine weeks before
19 the job would be started. After eight to nine
20 weeks, he called and then was told it would be 15
21 to 16 weeks.
22 On April 11th, 2025, Mr. Parker spoke with
23 FamilyFirst Roofing Group, LLC, president Brandon
24 Laverdure. Mr. Laverdure stated there was nothing
25 he could do to speed up the job and that Mr. Parker

1 a Certificate of Competency if it determines that
2 the contractor or business for which the
3 certificate holder is a qualifying agent has
4 committed any of the following acts:
5 Eight, Abandons a construction project in
6 which the contractor is engaged or under contract
7 as a contractor. The project shall be considered
8 abandoned 90 days after the contractor terminates
9 the project without just due cause or without
10 proper notification, including the reason of
11 termination, or fails to perform work under the
12 contract.
13 Number 10, Commits fraud, deception or other
14 misconduct in the practice of contracting.
15 On June 16th, 2025, United States Postal
16 Service tracking shows that the package was picked
17 up by an individual at the post office.
18 On July 15th, 2025, I received a voicemail
19 from Jill Weiss who is representing FamilyFirst
20 Roofing Group, LLC and/or Karla Guevara. The
21 message was reported to the St. Lucie legal
22 division. After that conversation, I learned from
23 counsel that the Attorney's General has already
24 received 49 complaints totaling over $676,000 in
25 losses related to FamilyFirst Roof Group.

3 this person.

8 CHAIRMAN LEONARD: Ms. Karla, thank you for

10 Ms. Weiss, you've, I'm sure, seen the packet
11 and heard from Mr. Winkler.
12 MS. WEISS: Yes, I have. I spoke yesterday to
13 the County Attorney. So un- -- this is one of
14 these unfortunate situations that come up here
15 every so often where a contractor or a contracting
16 company has gotten ahead of itself, sold a lot --
17 in this case, FamilyFirst, sold a lot of roofs.
18 Ms. Guevara had a partner -- well, two
19 partners, one of which you heard about in
20 Mr. Winkler's presentation and then another
21 partner, the majority partner, who is in charge of
22 all the finances. Understanding that part of a
23 contractor's responsibility is the financial
24 aspect.
25 At one point, Ms. Guevara had asked

1 relinquished her license trying to get things done.
2 She was in the field. She was trying to close out
3 permits. At one point, she actually paid her own
4 money to get some contractors paid. She's doing
5 everything that she can understanding that, you
6 know, this -- this disciplinary action.
7 So we're just here today -- she's not here to
8 shirk her responsibilities.
9 CHAIRMAN LEONARD: Good.
10 MS. WEISS: She showed up. But like I said,
11 she's relinquished her license, including one that
12 had nothing to do with roofing.
13 So in this -- in this sad situation where
14 people were, obviously out some money, if there's a
15 victim as well, she's one as well, because she's
16 the one who's had to suffer the consequence by
17 essentially giving up her livelihood at this point.
18 CHAIRMAN LEONARD: Well, Ms. Weiss, thank you
19 for being here.
20 Ms. Guevara, thank you for being here as well.
21 It goes a long way with us.
22 It is unfortunate, because you ultimately are
23 the license holder, you're ultimately the one
24 responsible, as you know, and, unfortunately, it
25 sounds like you were definitely taken advantage of

1 Mr. Laverdure, the other partner, to become the
2 financially responsible individual. He has
3 refused.
4 The Attorney General -- we have spoken to the
5 Attorney General. We are cooperating with the
6 Attorney General. We have also entered --
7 Ms. Guevara has entered into a stipulation with the
8 DBPR and has relinquished her licenses. She has
9 also notified FamilyFirst that she is no longer the
10 qualifier for them, advising them that they should
11 get a new qualifier within the 60-day period. Per
12 my understanding, FamilyFirst is no longer
13 represented. I do not represent Family First.
14 CHAIRMAN LEONARD: You represent Ms. --
15 MS. WEISS: I represent --
16 CHAIRMAN LEONARD: -- Guevara?
17 MS. WEISS: -- Ms. Guevara in her individual
18 capacity. As part of the stipulation, which has
19 not yet been approved by DBPR but I'm at liberty to
20 tell you what the conditions are, she relinquishes
21 her license, the people who are affected, if the
22 file a complaint, can access the construction fund,
23 so part -- part of why she entered into the
24 stipulation was to attempt to make people whole.
25 She worked literally up until the day she

1 by the people that were -- a lot of us have to deal
2 with and it's sad when we see that constantly, so I
3 do appreciate you being here. That being said,
4 unfortunately, you are the one that is ultimately
5 responsible.
6 MS. GUEVARA: Yeah, I know that.
7 CHAIRMAN LEONARD: I'm sorry that you had to
8 relinquish both of your licenses, that's -- they're
9 hard to get.
10 MS. GUEVARA: Yes.
11 CHAIRMAN LEONARD: And they're much hard to
12 keep.
13 MS. GUEVARA: Yes. And the thing -- like, to
14 try to do this is -- do right is like you -- you
15 believe that everybody going to the same --
16 CHAIRMAN LEONARD: What was your relationship
17 with Brandon and the other partner?
18 MS. GUEVARA: I need them when we did the
19 company. I get my license in June 2023 and I meet
20 Greg in October. They -- you know, I get the
21 license, but I don't have, like, the money for --
22 to do the company and they come in with all the
23 things do the company. For me was like, oh, okay,
24 good. So we start to work together, and I think
25 everything was right. I -- we did a lot of roof

3 lot of customers that was very happy. I think
4 they -- things get very bad when they decide to
5 open more office and sell more roof and everything
6 was out of control for me, because I don't -- I
7 don't have the capacity to handle all the things.
8 Even if I tried to stop the grow out of the
9 business, it was not my decision, because they are
10 the bigger partners so -- I do my best. I did my
11 best. I --
12 CHAIRMAN LEONARD: They were bigger partners,
13 but you were the one with the license.
14 MS. GUEVARA: I know. I know and I trust
15 that, like, we are going to do the things right.
16 We going to look for me people for help, but that
17 never happened.
18 CHAIRMAN LEONARD: I have a question with
19 respect to -- if the fact that she does -- she has
20 relinquished her licenses to the DBPR how -- where
21 does that stand with us with respect to the case in
22 front of us?
23 MS. BARBIERI: Assistant County
24 Katherine Barbieri. At this point, we still are
25 asking that you revoke their permitting privileges.

6 FamilyFirst has contacted other roofing companies.
7 Leaf Busters is one. Just kind of taken the lead
8 to try and help these customers. They are
9 contacting people. I spoke to the gentleman from
10 Leaf Busters. So there is an effort to make the
11 customers whole.
12 MR. MORRIS: I'd say that was about $600,000
13 too late.
14 MS. WEISS: Yeah.
15 MR. JERGER: Now, she released her license.
16 CHAIRMAN LEONARD: They didn't process that.
17 MR. JERGER: Now, once that happens, what's
18 the chances of her a year later going back and
19 getting them, getting them back --
20 MS. GUEVARA: No.
21 MR. MORRIS: -- then we're back in the same
22 situation?
23 MS. WEISS: Part of the deal, part of the
24 stipulation, is that if Mr. Guevara goes to --
25 she's going to have to repay all the restitution

1 She's offered that. Right now it hasn't been
2 accepted. So in case something doesn't, we are
3 asking for that. Obviously, once it happens,
4 pretty much everything here then will be null and
5 void.

16 MR. JERRAHIAN: -- it was issued in March 4th,
17 2024, and the other one is for a certified building
18 contractor issued in December 28, 2023.
19 MR. PRIEST: So FamilyFirst Roofing at this
20 point has no license.
21 MR. JERRAHIAN: The best I could find, no. I
22 looked yesterday because I had a conversation with
23 our complainant, Mr. Parker, and he wanted to know
24 if the other people, characters that she brought,
25 license would be taken, and I couldn't find any

1 out of the fund, plus administrative costs,
2 attorneys' fees, all to the DBPR.
3 MS. GUEVARA: And $100,000.
4 MS. WEISS: And $100,000.
5 MS. GUEVARA: To the State.
6 MS. WEISS: To the State. So there are --
7 there are condition.
8 CHAIRMAN LEONARD: Yeah. You know, Ms. Weiss
9 and Ms. Guevara, it's unfortunate, it truly is, but
10 what we can vote on is what's in front of us. I
11 don't think you'll ever allow yourself to be in
12 this position again, but unfortunately, we're here
13 to -- we're about -- I wish you the best of luck
14 with what happens in the future.

1 contractor licensing changes where the State
2 basically preempted all the licensing to them and
3 they cut out local jurisdiction's ability to kind
4 of create their own licensing categories where if
5 the work does not substantially correspond to any
6 of their certified or registered licensing or any
7 of the certified specialty contractor license
8 categories, a license will not be required for them
9 to perform that work.
10 There was some work that was specifically
11 preempted, driveways and tennis courts, handyman
12 services, interior remodels that don't require any
13 of the MEP or certified registered category work
14 areas. So with that, we're going to see a change
15 in our local licensing.
16 What we're doing at the County, is we're just
17 going to mimic what the State does offer. Instead
18 of just pushing all those contractors to the
19 State -- we've had roundtable discussions with the
20 Building Official Association of the Treasure Coast
21 Chapter. Some of the jurisdictions are just
22 preempting it all to the State and just allow -- or
23 basically telling the contractors they have to go
24 to the State for their licensing. So what we're
25 going to do is, just try and mimic what the State

6 of doing is creating those categories, and then
7 taking the contractors we do have that have
8 certifications that correspond to those categories,
9 we're going to push them into those categories for
10 renewals and then going forward those will be the
11 only categories that we offer.

13 grandfather those current ones in?
14 MR. JERRAHIAN: Essentially. Yeah.
15 CHAIRMAN LEONARD: Okay. So no new

Mr. Kushner is before the Board under Review because he is unable to provide an affidavit of
experience and/or a letter of recommendation verifying the full required 4 years of experience
from a contractor certified or registered by the state or a letter from a local contractor who

(15) Aids or abets any unlicensed person or business organization to evade
any provision of this division.
(5) Conspires with an unlicensed person by allowing a certificate of
competency to be used by the unlicensed person to evade the provisions of
this division. When a certificate holder allows his certificate to be used by one
or more business organizations without having any active participation in the
operation, management or control of such business organization, such act
shall constitute prima facie evidence of an intent to evade the provisions of
this division.
To revoke permitting privileges for John Rizzotto Sr and/or John L
Rizzotto General Contractor LLC for a term not to exceed three
hundred and sixty-five (365) days for new permits only.
After the revocation period, a written request must be made to the
Board to reinstate D John Rizzotto Sr and/or John L Rizzotto General
Contractor LLC’s permitting privileges.
A copy of the Board’s order will be forwarded to the Florida
Department of Business and Professional Regulation (DBPR) and the
surrounding municipalities.
