A.Fort Pierce Storage - Conditional Use Permit for self-storage facility, including RV storage, at 6019
U.S. Highway 1, Fort Pierce in the CG (Commercial, General) Zoning District
STAFF PRESENTATION:
Irene A. Szedlmayer, AICP, Senior Planner, with Planning and Development Services. Ms.
Szedlmayer stated that all public notification requirements were met per St Lucie County
Development Code Section 11.00.03. Ms. Szedlmayer presented for applicant, Francris, LLC,
who is requesting a Conditional Use Permit to allow for a Self-Storage facility that includes
four buildings and two RV storage structures totaling 155,506 sq. ft. with associated site
improvements. The 7.94-acre undeveloped site is in the CG (Commercial General) Zoning
District and has the COM (Commercial) Future Land Use designation on the Comprehensive
Plan’s Future Land Use Map. The subject site is approximately 1.25 miles south of Midway
Road and 650 feet north of Easy Street. Ms. Szedlmayer’s presentation provided information
on the site plan, landscaping plans, architectural elevations, and the property survey. Staff
recommendation was that the Planning & Zoning Commission review the request for a
Conditional Use Permit and make a recommendation of approval to the Board of County
Commissioners with conditions contained in the Draft Resolution.

BOARD DISCUSSION WITH STAFF:
Commissioner Mundt – Asked about the sloped roofline being an architectural feature. Ms.
Szedlmayer explained the architectural and visual components of the roof line. Conversation
continued regarding an anticipated mural and architectural design, and security of the
building.
Commissioner O’Dell – Asked Mr. Murphy if the applicant agreed with all the staff
recommendations. Mr. Murphy proposed that he will respond to the question during his
presentation.
APPLICANT PRESENTATION:
Dennis Murphy, with Culpepper & Terpening, Inc. - 2980 South 25th Street Fort Pierce, FL,
made comments on behalf of the applicant, Francris, LLC, who is requesting a Conditional
Use Permit to allow for a Self-Storage facility that includes four buildings and two RV storage
structures totaling 155,506 sq. ft. Mr. Murphy used staff’s presentation to comment on staff
recommendations and answer the Board’s questions. Mr. Murphy addressed the security of
the building, the layout and design of the building, and staff’s conditions. Mr. Murphy stated
that they are okay with the intent of the conditions, but believes that some verbiage could be
clarified within the recommendation. Mr. Murphy also addressed the landscaping. Mr.
Murphy would like the Planning & Zoning Commission to make a recommendation for
approval for a Conditional Use Permit to the Board of County Commissioners.
BOARD DISCUSSION WITH APPLICANT:
Commissioner Taylor asked about activity in the contractor suites. Mr. Murphy stated it’s
more for storge and running a small office. Conversation continued regarding lighting and RV
dump-outs.
Chair Lounds inquired about the west side of the property and the plans they had for it. Mr.
Murphy stated that it’s all stormwater retention. Conversation continued.
Commissioner Mundt asked about contractors parking work vehicles in the bays and the
contractor workshops noise regulations. Mr. Murphy answered that would be up to the client
and their management. Conversation continued.
Commissioner Slack made a statement about using the offices as workshops and the safety
concerns that would go along with that. Comm. Slack also asked if there were plans to have
fire sprinklers in the units/building. Mr. Murphy did not have the answer to that question.
Conversation continued regarding fake windows and retention ponds, water storage, and
solar.
Chair Lounds inquired about signage for small businesses. Mr. Murphy explained how it
could work.

PUBLIC COMMENTS:
Steven Holden, 6404 Oleander Ave, Fort Pierce, FL., Mr. Holden stated that he appreciates
that he was contacted by the developer letting them know what they are proposing. Mr.
Holden is in favor of this development and recommends that the Planning & Zoning
Commission make a recommendation for approval to the Board of County Commissioners.

Chair Lounds inquired about the designation of green space, per the County Code. Commissioner Slack
and Commissioner O’Dell suggested this topic be discussed at an upcoming workshop, staff agreed.
