Tahir Curry, Planner, stated the applicant has requested to continue agenda item Freeman PUD to the next Planning and Zoning Commission meeting being held on February 16, 2023. Taylor, Bob Lowe, Billy O'Dell, Ed Lounds, Lawrence "Beau" Slay, Ryan Binner, Valerie Slack NAYS: None EXCUSED: Board Member Craig Mundt, Board Member Craig Bridgers, Ex- Officio Board Member Marty Sanders 10.OTHER BUSINESS A.Compilation of Planning & Zoning Commission's suggested future topics of review for the coming year(s) Planning & Zoning Commission MeetingThursday, January 19, 2023 6:00 PM 3 | P a g e STAFF PRESENTATION Mayte Santamaria, Director and Benjamin Balcer, AICP, Assistant Planning Director of St. Lucie County Planning and Development Services made a presentation on the overview of the county's long range planning and studies – presentations & workshops to share information. BOARD DISCUSSION Ms. Slack suggested educating the general public on workshops before the private projects occur. She would like to see a vision of a wildlife corridor plan and the mobility of wildlife. Ms. Santamaria stated she would check with the Environmental Resources Department (ERD). Vice Chair Lowe asked, could the Planning Department invite the Treasure Coast Regional Council to the meetings? Ms. Santamaria stated we would try to invite the Treasure Coast Regional Council. Mr. Slay asked about future growth projects that are presented because of consensus. Ms. Santamaria stated" we have to plan for future growth of St. Lucie County based on the statue." Mr. Binner asked when the county staff is predicting future growth per unit, is there a certain number of people per unit being predicted? Ms. Santamaria stated that typically the census data is used, which is 2.53 per household. Mr. O'Dell stated he would like the board to have a refresher on the rule of order, when and where to do a disclosure, the different types of voting, public interactions with the Board, attendance, recusals. Also, he would like workshops before meetings. Chair Taylor stated the notifications to property owners need to be changed. He stated the signage on the property and newspaper notices isn't sufficient to notify the public. Vice Chair Lowe stated that post card notices to residents could be used. Mr. Balcer stated we already send mailers to residents within a 500 radius of the subject property. Mr. O'Dell stated neighborhood meetings should be highly recommended prior to the Planning and Zoning Commission meeting. Mr. Slay asked about non-conforming lots being placed in a clause. Mr. Balcer stated the planning staff try to educate real estate agents and the public to utilize a non- conforming lot record research application which cost $200. Vice Chair asked for a morning meeting instead of the evening. Chair Taylor stated most people work and would not be able to do morning meetings. 11.Election of Officials 2023 A.Election of the Planning & Zoning Commission Chair Mr. Lounds nominated Bob Lowe, Mr. O'Dell seconded. Mr. Binner nominates Chair Taylor., Ms. Slack seconded. Board elects Bob Lowe as Chair of the Planning & Zoning Commission Board.
