The parcel is located on the northeast corner of Airoso Blvd and NE Solida Drive at 117 NE Airoso Blvd, Port St. Lucie, FL. STAFF PRESENTATION Irene Szedlmayer, AICP, Senior Planner, made a presentation on behalf of the applicant to amend the Official Zoning Atlas to change the zoning district for 117 NE Airoso Blvd., Port St. Lucie from RS-4 (Residential, Single Family) to I (Institutional). In accordance with public notice requirements outlined in Section 11.00.03 of St. Lucie County Land Development Code, public notice was advertised in the St. Lucie County News Tribune on Feb. 2, 2023. Notices were mailed to 40 property owners within a 500-foot radius of the subject property, and a sign was posted on the property. Ms. Szedlmayer presented a PowerPoint to cover the project location, current zoning, future land use designation, and proposed zoning. STAFF RECOMMENDATION This petition conforms to the Standards of Review set forth in St. Lucie County Land Development Code Section 11.06.03 and is consistent with the St. Lucie County Comprehensive Plan goals, objectives, and policies. Mr. Myers responded to Mr. Lounds that with the current zoning, you can't have farm animals on the property other than chickens. Mr. Creagan responded to Mr. Lounds it's just anticipation of projects possibly to come like grocery stores. Joseph Miller 5500 Orange Ave, Fort Pierce, FL The applicant stated he owned the property for 30 years and it would be best used for commercial, not light industrial. STAFF RECOMMENDATION 11.06.03 applies specifically to the rezone. Ms. Szedlmayer presented a PowerPoint to cover the purpose and amendment highlights. STAFF RECOMMENDATION Staff recommends the Planning and Zoning Commission forward a recommendation to the Board of County Commissioners to adopt the proposed LDC amendments. BOARD DISCUSSION Mr. O'Dell asked what is the current definition of bonafide agricultural use? Ms. Szedlmayer stated Florida statue section 823.14, the Florida right to farm act, was incorporated into the proposal. Mr. Lounds agreed with the applicant that road frontage for the solar station is not necessary. Mr. Taylor asked if the solar panels were stored or running into the grid? Mr. Heaton, with FPL stated they do have storage in the grid. Mr. Lowe asked does FPL buy power from residents that have purchased solar panels? Mr. Heaton stated if they are contributing to the grid there are ways they can pursue the power. Ms. Slack asked how they keep the property clear of overgrowth underneath the panels? Mr. Heaton stated they install ground cover underneath the panels and mow regulary. PUBLIC COMMENT Dennis Murphy Culpepper & Terpening 2980 S 25th St, Fort Pierce, FL Mr. Murphy made a presentation on behalf of the applicant.
