A.Lighthouse City Academy & Preschool Inc. - Request for a Conditional Use Permit to allow a child
daycare service for a phased student capacity of up to seventy-four (74) students between 1 and 5
years old within the I (Institutional) Zoning District. The daycare will be housed within the
Lighthouse International Worship Center church located at 3525 West Midway Road, Fort Pierce,
Florida.
STAFF PRESENTATION:
Tahir Curry, Planner, SLC Planning Department, made a presentation.
The applicant is proposing a conditional use permit to allow a childcare daycare service.
Pursuant to LDC Section 3.01.03.X.7.n, child daycare services are classified under the
Standard Industrial Classification (SIC Code 8351) as a Conditional Use within the Institutional
Zoning District. Lighthouse City Academy & Preschool Inc. proposes preschool operations to
serve up to seventy-four (74) students for a phased student capacity via six (6) classrooms.
The daycare will establish a phased student capacity for up to fifty (50) children during Phase
(1) one, with the capacity to expand up to seventy-four (74) children.
STAFF RECOMMENDATION:
Staff has determined the Conditional Use Permit to meet the standards for review outlined in

LDC Section 11.07.03, and is consistent with the Goals, Objectives, and Policies of the
Comprehensive Plan. Therefore staff recommends the Planning and Zoning Commission
forward a recommendation of approval to the Board of County Commissioners with the
following conditions:
Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants shall be
eradicated from the site. Prior to issuing a Zoning Compliance Certificate, directional signs
and a vehicular operations plan shall be approved which includes employee parking space
marking for the daycare operations. Phase 1 is approved for up to 50 students with the
capacity for periodic monitoring of drop-off activities to ensure operations do not cause the
use of unpaved surfaces for vehicular movements/parking, aligning with the Queuing Report.
If the use of unpaved surfaces is observed for turnaround and parking purposes (non-church
related), improvements shall be required to comply with the Land Development Code. Prior
to issuing a Zoning Compliance Certificate for Phase 2, student enrollment for 51 to 74
students, a vehicular turn-around plan, or similar, shall be reviewed, permitted and installed.
BOARD DISCUSSION:
Ms. Slack asked how close this preschool is to Liberty Baptist Academy, which is on the north
side of Midway road. Mr. Curry affirmed it is across the street. Ms. Slack asked if there is a
school zone associated with Liberty Baptist for traffic to slow down during dropoff/pickup
hours for safety precautions. Mr. Curry stated it has been reviewed by Kimberly Horn from
highway safety and traffic report was provided within agenda packet and she did not have
any objections toward the plan they are proposing. Mr Lounds asked what improvements
would be required for them to go from 50 to 74 on the turnaround area. Mr. Curry states we
would be looking for a turnaround system to make sure that traffic ingresses and egresses
properly. Mr Binner asks if the client can build into the retention area however, Tahir states it
has to be reviewed. The Fire District has reviewed the plans and they did not have any
concerns.

B.Cabo Rio RV Resort Rezone & Planned Retail/Workplace Preliminary Site Plan - The applicant is
seeking a rezone from the AR-1 (Agricultural, Residential-1) & CG (Commercial, General) Zoning
Districts to the PRW (Planned Retail/Work Place) Zoning District and a Preliminary Planned

Retail/Workplace Site Plan for a 146 lot Recreational Vehicle Park with associated site
improvements and commercial outparcel along Kings Highway.
This application was publicly noticed, via a sign posted on the subject property and mailers sent
to property owners located within 500-feet of the subject parcel. However, the required
newspaper ad was not run in the local paper at least ten (10) days prior to the scheduled public
hearing. Therefore, County staff is requesting that the Planning & Zoning Commission open the
public hearing agenda item and continue to a date certain on Thursday, June 16, 2022. A
Newspaper ad will be published in the local paper at least ten (10) days prior to the rescheduled
(continued) public hearing.

C.Local Planning Agency Hearing: Comprehensive Plan Text Amendment to the Recreation Element
to incorporate the 10-Year Parks & Recreation Master Plan (PRMP)

presentation.
PRESENTATION
Comprehensive Plan Text Amendment to the Recreation Element to incorporate the 10-Year
Parks & Recreation Master Plan. As St Lucie County continues to grow there is a need to
ensure our parks, recreation facilities, athletic fields and event venues are planned
appropriately for the future. The adopted parks and recreation master plan provides a ten
year strategy. On January 11, 2022 the Board of County Commissioners adopted the ten year
parks and recreation master plan pursuant to Florida statue. The Board of County
Commissioners made as part of the plan to include documents adopted by reference but not
incorporated verbatim into the plan. The objective 7.1.4 within the adopted 2018 St. Lucie
Comprehensive plan references the previously adopted March 20, 2002 community parks
system master plan. The subject amendment intends to replace the 2002 parks master plan
with a newly adopted 2022 parks and recreation master plan.

Staff recommends that the planning and zoning commission acting as the local planning
agency recommends the Board of County Commissioners adopt the comprehensive plan text
amendment to incorporate January 11, 2022 into the parks and recreation master plan by
referencing the recreation element of the St. Lucie County comprehensive plan. The
proposed plan is consistent with standards and reviews set forth in St Lucie County land
development code section 11.06.03 in St. Lucie County Comprehensive plans goals objective.

D.Local Planning Agency Hearing: Dawn Martinez's petition to amend the Comprehensive Plan Future
Land Use Map for a +/-1.22-acre parcel of land from RU (Residential, Urban) to IL (Industrial)
located on the west side of 25th Street, Fort Pierce, FL 34946, approximately 1,400 feet south of St.
Lucie Boulevard in Fort Pierce.

presentation.
PRESENTATION
Ms. Kugler presented 2 petitions submitted by McCarty & Associates on behalf of Dawn
Martinez for the amendment to the Official Zoning land from RS-4 (Residential, Single-Family
- 4) Zoning District to the IL (Light, Industrial) Zoning District. The subject parcel is located on
the west side of 25th Street, approximately 1,400 feet south of St. Lucie Boulevard in Fort
Pierce, FL 34946. In accordance with the public notice requirements, advertisements for
these public hearings were placed in the St. Lucie County Tribune on Friday, May 6, 2022. In
addition, notices were mailed to adjacent property owners within 500 ft of the property. A
sign was placed on the subject property. The property immediately to the south of the
subject parcel is zoned industrial light. It received development approvals for a vehicle
storage facility. The property to the northwest is zoned as a planned nonresidential
development zoning district which has received approvals to develop a 5,000 sq ft religious
facility which has expired. The applicant received conceptual approval from the Florida

Department of Transportation and recommends access should be from the west connecting
to the south 25th street turn out. The designated future land use for the subject parcel is
residential suburban which allows up to 4 units per acre. The applicant is requesting the
future land use amendment to reclassify the land use to industrial. In addition, notices and
response forms were mailed to adjacent property owners within 500 ft of the property. Of the 35
notices mailed out, the planning and development department received no responses.
STAFF RECOMMENDATION
Staff recommends the Planning and Zoning Commission, acting as the Local Planning Agency,
forward this petition to the Board of County Commissioners with a recommendation for
approval of the Future Land Use Map Amendment from Residential, Surburban to Industrial;
and Rezone to the Official Zoning Atlas from the Residential, Single-Family-4du/ac to the
Industrial, Light Zoning District.

Ms. Slack asked if we know the intended use of the property. Ms. Kugler responds that the
applicant is considering a storage facility but has not brought in a site plan.

Mary Dixon, 2908 Navajo Ave, Fort Pierce, FL
What type of light industrial that applicant is planning to put near her property? Chair Taylor
replied that
the applicant is looking to put a boat or rv storage. Mike McCarty, with McCarty & Associates
Land Planning representing the property owner advises Ms. Dixon the intended use is still to
be determined but it is contemplating for a type of storage. Ms Dixon also asks if there will be
an increase in taxes if the zoning is changed from residential to industrial? Mr. McCarty
advised it would not affect her taxes. Ms. Dixon asks would it impose any health concerns for
the community? Mr. McCarty advised it is light industrial use and it is a passive industrial use.
