Ocean Drive Planning & Zoning Commission Meeting Thursday, May 20, 2021 6:00 PM 3 | P a g e in Jensen Beach. Mr. Mundt made a motion to postpone item 9C (Seaside 20, LLC Conditional Use Permit) to the next meeting so that the Board would have adequate time to review the agenda in its entirety. Katherine Barbieri, County Attorney and Leslie Olson, Planning & Development Services Director explained that the public hearing was advertised and must be open to public and give applicant an opportunity to speak. Lee Dobbins, agent stated that it would pose a hardship for the applicant if the item is postponed for the next meeting. The motion to postpone did not proceed for lack of a second. Presented by Jodi Nentwick, Senior Planner. The applicant, Seaside 20, LLC, LLC, is requesting a Conditional Use Permit to develop a Tourist Court Resort inclusive of twenty-five (25) 3-story oceanfront villas, twenty-five (25) 1- story cottages, an approximate 17,000 sq. ft. oceanside clubhouse to include a restaurant and bar, banquet hall, fitness center, pool area, and twenty (20) slip dock facility along the Indian River Lagoon. The subject site is located along Ocean Drive (SR-A1A) approximately five (5) miles north of North Causeway Boulevard (Jensen Beach Causeway, Frank Wacha Bridge). The undeveloped 15.40-acre petition site is located within the HIRD Zoning District. Public notice was advertised in the St. Lucie County News Tribune, a Sign Posted and Notices were mailed to surrounding property owners within a 500-foot radius. Staff highlighted project scope, layout, architechtural design, traffic impacts and parking supply. Ownership and operational details were presented for the project. STAFF RECOMMENDATION: Staff recommends that this petition be forwarded to the Board of County Commissioners with a recommendation of approval with conditions. Boarder members asked various questions regarding boat docking, the alcohol waiver, homestead exemption qualification, property tax, ownership structure and so forth. Michael Houston, HCA Design Studio provided in visual overview of the project master plan, site and surrounding properties. Lee Dobbins, unique design resort, 25 villas 25 cottages, clubhouse, fitness center, clubhouse and bar condominiums, homestead exemption, no not permitted, length of stay limitation--no full-time stay. a management company will manage staff for maintenance, housekeeping services, landscape, restaurant services, and so forth. Requested a change in the some of the conditions of approval. He also answered various questions posed by the Board. Kori Benton and Leslie Olson, provided further clarification regarding the conditions of approval process. Discussion between Board members, Planning staff and the applicant representatives continued. RESULT: Approval with conditions recommended by staff and considerations discussed by the Board. Presented by Bethany Grubbs, Planner, Planning & Development Services. Request for conditional use permit. Public notice advertised on SLC News tribune on May 28, 2021, notices and response forms were mailed to property homeowners within 500 ft. of the subject property. The subject property is located at the SE corner of turnpike feeder road and Miramar Ave. 103,200 sq ft, 3-story self-storage, 725 enclosed climate controlled fully enclosed units and 43 RV/ boats. Staff 3-4 employee’s year-round operation 24-hour access, hours of operations Monday - Friday, 9am-6pm and Sunday, 12p-5pm. An automated steel fence for security. STAFF RECCOMMENDATION: Approval with conditions. Mr. Lowe disclosed that he made recommendations on this subject property when serving on Board of Adjustment. Questions and discussion among Board members and staff. APPLICANT PRESENTATION: Jeremy Anderson with Common Oak Engineering, 1209 Edgewater Dr Suite 100, Orlando, FL. Provided the Board with a landscape plan for the Boards review and provided clarification of the proposed access point. Further discussion among staff and Board members. Public notice advertised on SLC News tribune on May 8, 2021, notices and response forms were mailed to property homeowners within 500 ft. of the subject property. The subject property is located at the SW West Midway Rd and NW Dunn Rd. 25,992 sq ft 1-story, 76-bed substance abuse facility providing medical and clinical inpatient treatment programs. 24 hrs./ 7 days week operations. Serving male and female adult 18yrs or older. On site medical team consisting of 40-45 full-time employees. STAFF RECCOMMENDATION: Approve with conditions. Mr. Lowe disclosed that he participated in discussions regarding the midway Rd left turn during a Board of Adjustment meeting. Further discussion among staff and Board members. AGENT PRESENTATION: Hemashree Dunakhe, Land Planner with Cotleur & Hearing provided a detailed presentation of the overall project operations, building design, landscape plan and so forth. Further discussion and clarification among staff and Board members regarding number of beds to patient ratio, the existing wall, the nearby cemetery, patient food preparation and distribution and so forth.
