A.Southern Truss Companies, Inc. ‐ Amendment to the Official Zoning Atlas (Rezoning) from AG‐1
(Agricultural‐1) to IL (Industrial, Light)
Board Member Valerie Slack recused herself due to a particular conflict on this
particular project.
Leslie Olson, Planning & Development Services Director, informed Chair O'Dell that Valerie
Slack was experiencing technical difficulties at the start of the meeting. Though Ms.
Slack recused herself from this item, her participating will commence after it has been
discussed.

The applicant is requesting a rezone from AG‐1 (Agricultural‐1) to IL (Industrial, Light).
Southern Truss Companies is a Targeted Industry for St. Lucie County. This current request
for rezoning is presented with the assumption of lot split approval. Concurrently, the
applicant has submitted application and is seeking approval to split the existing 34.51‐acre
parent tract into two (2) lots to create a ‘less & except parcel’ totaling 5.268‐acres and a
‘remainder tract’ totaling 29.243‐acres. The ‘less & except parcel’ is to be unified with the
abutting parcel to the north (Parcel ID 1336‐211‐0000‐000‐3) to create a larger
development parcel for the roof truss manufacturing facility. The ‘remainder tract’ is to
remain in its current agricultural use and retain its AG‐1 (Agricultural – 1) zoning
designation.
STAFF RECOMMENDATION: Staff recommends that the Planning and Zoning Commission
forward a recommendation of approval to the Board of County Commissioner's
APPLICANT PRESENTATION: Presented by Dennis Murphy with Culpepper & Terpening, the
agent for Southern Truss. adding 5 acres to property previously reclassified, trying to
maximize site on the 17 acres to the north. The petition site will be used solely for
stormwater retention purposes.
QUESTIONS FOR STAFF/AGENT: Mr. Mundt inquired about the shape of the property‐‐why
it was not a typically square/ rectangular shape? Mr. Murphy stated that the property
owner's wanted to stay clear of the trees. MR. Lowe asked if there was an easement on the
site. Mr. Murphy stated that there are no legal easements on the site that he is aware of.

B.Text Amendment to the Land Development Code, Chapter VII, Development Design and
Improvement Standards, Section 7.04.00 ‐ Area, Yard, Height, and Open Space Requirements to
increase the allowable lot coverage by buildings, within the AG‐1, (Agricultural‐1) Zoning District.
Presented by Jodi Nentwick, Senior Planner.
A County initiated Text Amendment to the Land Development Code proposing to increase
the allowable lot coverage, by buildings, from ten (10) percent to twenty (20) percent
within the AG‐1, (Agricultural‐1) Zoning district.
STAFF RECOMMENDATION: Staff finds this petition to meet the standards of review as set
forth in Section 11.06.03 of the St. Lucie County Land Development Code, and is not in
conflict with the Goals, Objectives, and Policies of the St. Lucie County Comprehensive Plan.
Staff recommends the Planning and Zoning Commission forward this petition to the Board
of County Commissioners with a recommendation of approval.
QUESTION FOR STAFF: Mr. Lowe asked about what "Open to the Sky" meant. Jodi
answered: Lot Coverage. Mr. Lounds asked about the percentage of Lot coverage. Jodi
stated AR‐1 is 20% AG‐1 is currently 10%. Mr. Lounds asked: How does this change affect
TVC of the NW portion of the County Jodi: They can be maintain as AG‐1 for Single‐family
home, but substantial development must rezone to TVC and follow TVC lot coverage and
development standards. Mr. Slay asked various questions about difference in setbacks and
expressed his concern about properties less than an acre, the perks of owning half‐acre lots
on AG‐1 zoning, non‐conforming lot, industrial uses in AG‐1 zoning and so forth.

C.Text Amendment to the Land Development Code by creating developing standards to allow cargo
containers for storage as an accessory use within the Agricultural, Industrial, and AR‐1,
(Agricultural Residential‐1) Zoning Districts.

A County Initiated Text Amendment to the Land Development Code proposing to allow cargo containers
within the Agricultural, Industrial, and AR‐1 (Agricultural Residential‐1) Zoning Districts as an accessory
structure.
The following is a brief general explanation of the LDC amendments contained in the draft ordinance:
• Create a definition for “Cargo Container”
• Amend Section 3.01.03 to add Cargo Containers as Accessory Use within the Agricultural, Industrial,
and AR‐1 (Agricultural Residential‐1) Zoning Districts.
• Create Development Standards for containers within the AR‐1 Zoning District.
In the AR‐1 district, Cargo Containers are subject to the following Development Standards:
• Cargo container shall not be stacked.
• Cargo containers shall adhere to setbacks or lot coverage requirements.
• Cargo containers shall be placed in the rear yard
Land Development Code Section 7.04.00, Table 7‐10
• Cargo containers shall be maintained free from rust and graffiti.
• Cargo containers shall not be permitted to have signage of any type.
• Cargo containers can be modified or retrofitted for habitation subject to the requirements of Section
7.10.04 – Guest Homes and the Florida Building Code.
STAFF RECOMMENDATION: Staff recommends the proposed Text Amendment to the Land Development
Code be forward to the Board of County Commissioners with a recommendation for approval.
QUESTIONS FOR STAFF: Chair O'Dell asked if the container's can be placed on a platform or on the
ground. Jodi stated that they can be placed anywhere on the ground, with tie downs. Mr. Lowe asked
about what can be held in the cargo containers? Jodi: Essentially anything that can be stored in a storage
shed. Mr. Lowe also inquired about size restriction. Jodi: Must meet lot coverage; can be use as an
accessory use for guest home, must following planning code building regulations. Mr. Mundt asked
various questions about lot size and percentage lot coverage. Leslie Olson and Jodi provided clarification
regarding his inquires. Mr. Lounds asked if the container can be used as a pre‐built shed? Jodi stated
yes, it follows those standards. Leslie and Jodi answered various questions posed by the board
members.

D.Local Planning Agency Hearing: Comprehensive Plan Amendment ‐ Implementation of the 10‐
Year Water Supply Facilities Work Plan.

A County initiated amendment to the 2018 Comprehensive Plan to update the 10‐year Water Supply
Facilities Work Plan in accordance to Section 166‐3177(6)(c), Florida Statutes.
The purpose of the St. Lucie County Water Supply Facilities (Work Plan) is to identify, plan and monitor
the water supply sources and facilities needed to serve existing and new development within the local
government’s jurisdiction. Chapter 163, Part II, Florida Statutes, requires local governments to prepare
and adopt Work Plans into their Comprehensive Plans within 18 months after adoption by South Florida
Water Management District.
STAFF RECOMMENDATION: Staff recommends the Planning and Zoning Commission, acting as the Local
Planning Agency, forward a recommendation to the St. Lucie County Board of County Commissioners to
approve the proposed Comprehensive Plan amendment.
QUESTIONS FOR STAFF: Mr. Mundt expressed his concerns regarding the proposed deep injection well in
CBMs report for the regional waste treatment plan. He requested that staff and CDM consultants
conduct further research regarding the long‐term affects. Raymond Murankus, project manager with St.
Lucie County Utilities responded to Mr. Mundt concerns. Mr. Murankus informed Mr. Mundt that he
shares some of his concerns and the department will be happy to discuss his concerns. Mr. Mundt stated
that he would like to it to be noted that there were concerns expressed. Mr. Murakus informed Mr.
Mundt of the process of review that would have to take place prior to approval and the alternative
options that could be approved other than the deep injection well. Mr. Lounds expressed the similar
concerns. Mr. Lowe inquired about the plan and where it applies; Ms. Olson responded . Mr. Slay stated
that the item should not be held up simply because concerns with the deep injection wells.
PUBLIC HEARING: Open/Closed
Mr. Lounds expressed his concerns with the deep injection well and requested that it be motion be
made with conditions to note that the P&Z Board is concerned about the future plan for deep well
injections for wastewater and more study to facilitate what is done with our wastewater. Mr. Lowe
asked if there was a timeframe to get the plan submitted. Ms. Olson informed him that it is overdue.
