Petition of St. Lucie County Utilities for a change in zoning from the AR –1 (Agricultural, Residential –1 du/acre) Zoning District to the U (Utilities) Zoning District to accommodate the proposed North County Regional Water and Wastewater Treatment Plants. Staff comments and presentation by Kristin Tetsworth Exhibit 1: Staff Memorandum Action Recommended: Continue the public hearing to February 17, 2011. F.Ordinance No. 10-032 –Library and Law Enforcement Impact Fee Update. Petition of St. Lucie County to adopt the “Technical Memorandum on the Methods Used to Update Library and Law Enforcement Impact Fees”, dated July, 2010 by Dr. James Nicholas. The analysis for this Update uses revised building and content valuation, land use, socio-economic, and capital improvement cost data and was prepared using a “consumption” based methodology consistent with current practice.
