meeting.
REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will
discuss individually, usually in the order listed on the agenda.
As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order of
presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chair
will ask for public comment, (4) further discussion and action by the Board.
ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup

1.Naming Request: The Lincoln Park Regional Park Pool as the Arthur Lee Boatwright Pool
STAFF PRESENTATION:
Kori Benton, SLC Assistant Planning Manager and Historic Preservation Officer. The request is
to rename St. Lucie County, Lincoln Park, Pool at Lincoln Park Regional Park, and the Arthur
Lee Boatwright Pool. The community asset is located at the northeast corner of 13th Street
and Avenue M, within the City of Fort Pierce limits. The Lincoln Park Regional Park encom-
passes the Horatio Grisby Park recreational facilities, west of 13th Street, and the Ilous Ellis
Memorial Park recreational facilities east of 13th Street. The pool is within Ilous Ellis
Memorial Park complex, adjacent to walking trails, covered basketball courts, baseball fields
and a full-sized football field. Staff recommends the Commission evaluate the request in
accordance with the St. Lucie County Public Facilities Naming Policy, and consider a
recommendation.

updated on the demolition of release pending supplemental filing from their team. Public hearing to
follow for historical designation request, and Giordanos coming in as the first Historic Preservation
Designation.
COMMISSION DISCUSSION:
Ms. Trewyn requests briefings on items prior to the meeting coming in. Mr. Benton will send out specific
experts of the Land Development Code on the Historic Designation Process. Ms. Biglin inquired about
the status of the Frozen Custard project. Mr. Benton stated that there were concerns about prices for
construction and placed the project on hold. Since then, a contractor expressed interest in acquiring it.
Mr. Middlebrook extended thanks to the staff for allowing for virtual attendance.

A N A L Y S I S O V E R V I E W
Historical Significance:
The primary wood frame structure is associated with WWII & Aftermath, with the original guest house and
garage contributing to the campus.
Architectural Significance:
The single-story wood frame residence located at 9809 South Indian River Drive represents a simplistic styling expressed by a rectangular plan, drop siding, and side gable roof with composition shingles and various decora-tive trim. Exterior wall fabric consists of drop siding, with some modern siding replacements. The primary
structure predominantly features non-original windows, with 2 over 2 design. Building modified are estimated in the 1960s and 2015. A non-original wood deck wraps a notable portion of the structure.
The guest house has maintained much of the original design and material, whereas the garage has some non-
original siding, windows and door.
Request:
The applicants are requesting to demolish the primary residence, guest house and garage to pursue a redevelop-
ment project including subdivision. The applicant met with the St. Lucie County Development Review Com-mittee (DRC) to explore subdivision of the 3.93-acre into two (2) or four (4) lots. Definitive reuse plans have not been filed, however a "Lot Split to divide the parcel into two (2) is active with the Planning Division.

Staff recommends the Historical Commission evaluate the historic significance and condition of the subject structures, and consider whether to recommend historic designation to the Board of County Commissioners or release the request for demolition. Based upon the simple Wood Frame vernacular styling, architectural significance, and displayed condition, staff is recommending against a designation request for the site while encouraging the owners to incorporate the guest house and detached garage into a redevelopment plan that consists of no more than two (2) lots, retaining the predominant development pattern along Indian River Drive.

Demolition Request Highlights
Is the structure of such interest or quality that it
would reasonably meet national, state, or local
criteria for designation as a significant historic or
architectural site or structure?
The subject structures generally meet the local criteria for designation
as significant historic, for Architectural Significance, context of devel-
opment during WWII and the subsequent development period.

Is the structure of such design, craftsmanship or
material that it could be reproduced only with
great difficulty or expense?
The structures displays a simple Wood Frame Vernacular styling ex-
pressed by a by a rectangular lines, drop siding, and gable roofs, fea-
turing composition shingles, and simple ornamental features. The
structural condition has not been well documented by staff, however
the applicant has provided documentation detailing condition as assessed by a private party.
Is the structure one of the last remaining exam-
ples of its kind in the county or region?
The structures display an architectural style that is commonly found
throughout South Florida and exhibit some modifications.
Would retention of the structure promote the
general welfare of the County by providing an
opportunity for study of local history, architec-
ture and design or by developing an understand-
ing of the importance and value of a particular
culture and heritage?
The structure reflects development the development pattern along In-
dian River Drive in the 1940s, as architectural styles shifted. The ar-
chitecture and design is limited, however the development pattern and
context are valuable.
The guest house condition, and detached nature of the garage contrib-
ute to the historic development pattern along the Drive. Incorporating
these structure into the redevelopment plan is encouraged, considering
greater viability to relocate.
Are there definite plans for re-use of the property
if the proposed demolition is carried out, and
what will be the effect of those plans on the char-
acter of the surrounding area
The applicant has presented preliminary plans for redevelopment,
however the viability has not been verified. A “Lot Split” application,
to divide the parcel into two lots is active with St. Lucie County.
A copy of the 2021 Pre-application Report for the proposed redevelop-
ment is attached for review.

Dear Mr. McCrain:
Thank you so much for all of your help on this project. As we have discussed there are two
living structures on the existing 4 acre lot. These are the original home dated 1940, and a
smaller guest house dated 1953.
The main home apparently had been struck by lightning in the relatively recent past and had
been completely rebuilt we assume from the permitting that has been done within the past 10-
12 years. It had been completely remodeled. The only original features we believe are there,
are some Dade County pine floors that we were planning on salvaging, and the fireplace that is
non-functional today and likely requires extensive rebuilding if we were to keep the house
intact. Kitchen, baths, bedroom, electrical are all modern.
The guest house is smaller; The floors have been replaced and the kitchen and the bath reflect
modern remodeling and styling.
We have been investigating how to manage our plans based on moving or demolishing one or
both of these structures.
We would like to request a historical review of the structures to determine if either or both
would be required to be relocated on the property, or if they can be taken down and used for
salvage. At the present time, we are unable to occupy these homes since we were unable to
secure homeowners’ insurance, other than fire and liability, and they are insured as vacant.

We will be in Florida the 22nd of July to the 29th in the morning and we can take any photos or
meet someone at the site to review if that is required.
At lease one of us will attend the meeting in person on August 9.

No re-roof permits were on file for this property. Extensive remodeling was completed in 2005 including all new
wiring and plumbing. Flat roof cap sheet was peeling up / loose at the edges. Wood rot and staining at the
soffit on the downhill side, as well as soft spots in the decking, would indicate the flat roof is leaking.
All 4-Point Inspection Forms must be completed and signed by a verifiable Florida-licensed inspector.

DESCRIPTION OF REQUEST
This Pre-Application request with the St. Lucie County Development Review Committee (DRC) is regarding a
proposed subdivision of the 3.93-acre parcel located at 9809 S. Indian River Drive in Fort Pierce. The applicant has
concurrently submitted a Lot Split application with the Planning and Development Services Department to
subdivide the parcel in half, from west to east.
An existing single-family dwelling (Constructed in 1940) and an accessory guest home and detached garage
(Constructed in 1953) are currently located on the property; however, the applicant has expressed an interest to
demolish the structures. Due to the potential historic relevance of these structures, the Historical Commission has
requested review and determination for historical designations.
The property is located within the RE-2 (Residential, Estate – 2du/ac) Zoning District, and designated by the RS
(Residential, Suburban) Future Land Use. The project is located within the Urban Service Boundary (USB).
The comments in this report are based on the above information and the pre-application materials received and date
stamped by the Planning and Development, Planning Division on Tuesday, April 27, 2021, and the discussion held
at the pre-application meeting on Thursday, June 3, 2021.

B. Determination of Compliance with Land Development Code and Comprehensive Plan Requirement –
Planning & Development Services Department
1. Pursuant to Land Development Code (LDC) Section 11.02.02(B), any division of land into less than ten
(10) parcels but more than two (2) parcels require the submittal of a Minor Site Plan in accordance with the
provisions of LDC Section 11.03.00.
a. Pursuant to LDC Section 11.03.01, where a proposed Minor Site Plan includes the subdivision of
land, a condition of the Final Development Order requires approval by the Board of County
Commissioners of a plat conforming to the site plan. The plat requirements of this Section require
review and approval of construction plans, a preliminary record plat and a final record plat.
b. LDC Section 11.02.09. details the submittal requirements for Minor and Major Site Plans.
i. The project requires concurrency analysis to verify adequate Public Facilities are available
to serve the proposed project. A Traffic Statement, accounting for the existing Level of
Service of the adjacent roadway link, will be requested.
c. The Planning and Development Services Department applications and a fee schedule can be found
on the St. Lucie County website at http://www.stlucieco.gov/planning/applications.
2. Upon the submittal of a Minor Site Plan application, each lot shall meet the minimum dimensional
requirements for the RE-2 (Residential, Estate – 2du/ac) Zoning District as outlined in LDC Section 7.04.01
- Lot Size and Dimensional Requirements, and other applicable ordinances. (See Table 7-10 Below)

3. Pursuant to LDC Section 7.05.03 (Table 7-15), the minimum right-of-way width for the private roadway
shall be 70 feet.
4. Pursuant to LDC Section 7.08.01, all new development shall be served with underground electric, cable
television, telephone, and similar wire service. Please provide a note to this effect on the site plan sheet.
5. The applicant has expressed an interest to demolish the existing single-family dwelling, accessory guest
home and detached garage. The Historical Commission must review these structures for historical
significance prior to the issuance of a demolition permit.
Advisory Note:
• Pursuant to LDC Section 7.10.04, the RE-2 (Residential, Estate – 2du/ac) Zoning District allows for guest
homes as an accessory use, provided that upon receiving a building permit for this use, the property owner
sign a notarized statement to the effect that under no circumstances shall the guest house be used for rental
purposes seasonal or annual.
• The applicant shall coordinate with the St. Lucie County Health Department regarding the potential to
permit additional wells and septic systems for the proposed lots.
C. Determination of Compliance with Business Navigator – Planning & Development Services Department

D. Determination of Compliance with County Survey Requirements – Engineering Division, Public Works
Department
All comments are based on the current Standards of Practice, established by the Board of Professional Surveyors
and Mappers, Chapter 5J-17, Florida Administrative Codes, pursuant to current Section 472.027, Florida Statutes,
per 5J-17.050 thru 5J-17.052.
1. The survey will be reviewed at time of a formal application submittal.
E. Determination of Compliance with Environmental Requirements – Environmental Resources
Department
Background:
The Environmental Resources Department (ERD) is responsible for protecting and preserving the County’s natural
resources through compliance with the County’s Comprehensive Plan and Land Development Code. The following
information is preliminary based upon the information provided for your pre-application meeting and is intended
to assist you in submitting a complete site plan application. Additional comments may be provided at time of site
plan submittal based upon additional information received. We encourage you to communicate the project
constraints, timelines, etc. to ERD so we may better understand your needs and work together to meet the intent of
the Land Development Code and Comprehensive Plan and ensure a sustainable environment for all citizens of St.
Lucie County.
Findings:
The following items will be required at time of site plan submittal:
1. A landscape plan consistent with Land Development Code 7.09.03 and 7.09.04 including but not limited to
the following:

a. A minimum 15 ft. landscaped buffer along road right of ways where applicable per LDC
7.09.04(A).
b. Where applicable, screen vehicular use areas from adjacent properties within a 10 ft. wide
landscape buffer consisting of one (1) native shade tree every 30 linear ft. and a 48” continuous
native hedge per LDC 7.09.04(B);
c. Interior vehicular use area calculations and required landscaping per LDC 7.09.04(C). Surface
parking and other vehicular use areas shall have at least one (1) square foot of interior landscaping
for every eighteen (18) square feet or major fraction thereof of off-street parking and vehicular use
area. Each separately landscaped area shall contain a minimum of one hundred eighty (180) square
feet and shall have a minimum width of at least ten (10) feet and shall include at least one (1) shade
tree of an appropriate species with the remaining area adequately landscaped with shrubs, ground
cover, or other authorized landscaping material not to exceed three (3) feet in height.
d. A shoreline planting plan consistent with LDC 6.02.02
2. A tree survey consistent with Land Development Code 11.02.09(i). This requirement may be waived if the
alternative 25 percent habitat set aside option is utilized consistent with LDC 6.00.05(D)(3)(b).
3. A tree mitigation plan consistent with Land Development Code 6.00.05(D)
4. A boundary survey per LDC 11.02.09(A). This survey shall include any jurisdictional wetlands onsite,
including but not limited to fringe wetlands along the Indian River Lagoon.
5. A site plan including Shoreline buffer requirements outlined in LDC 6.02.02.C
6. An Environmental Impact Report consistent with Land Development Code 11.02.09(A)(5) is required per
LDC 11.02.09(A)(5)(a)(1) as the subject site is included within the Inventory of Native Ecosystems for St.
Lucie County. This shall include, but is not limited to, the following:
a. The subject site contains habitat suitable for state and federally listed species including but not
limited to gopher tortoises and Florida scrub jays. Species specific surveys for all potential state
and federally listed species shall be provided by a qualified environmental professional consist with
state and federal survey guidelines.
b. An assessment of the impacts upon onsite vegetation and wildlife, and onsite and off-site natural
resources; a description of the planned approach that will be used to minimize these impacts; a
description of the proposed alterations or disturbances to any of the areas identified in response to
Sections 11.02.09(A)(5)(b)(1)(c) and (d) above; and the mitigation that will be provided.
c. A shoreline protection plan including a native shoreline planting plan consistent with LDC 6.02.02
Riverine Shoreline Protection Standards.
Staff Recommendations:
Though not required by code, ERD recommends the following:
1. Incorporate low impact development features, such as: landscaping dry detention areas with native
vegetation, creating curb-cuts to direct stormwater into landscape islands, utilizing rain barrels/cisterns to
collect water for irrigation, and preserving/planting native vegetation in lieu of sod; for more information
regarding low impact development, please visit: http://www.lid-stormwater.net/lid_techniques.htm.

F. Determination of Compliance with Engineering & Water Quality Requirements – Public Works
Department
The following comments are offered based on plans dated 6/26/18:

1. A Site Plan and Plat will likely be required.
2. Provide a site plan showing the proposed roadway with dimensions and the driveway connection to Indian
River Drive with radius of return.
3. Provide a tabular breakdown of existing and proposed impervious areas by type.
4. Provide the flood zone and FIRM panel for this location on the Site Plan.
5. Identify on the Site Plan where the stormwater treatment area(s) will be located.
6. Provide typical pavement sections for the internal roadway. The internal road will be required to be paved
with asphalt or concrete.
7. A cul-de-sac will be required at the end of the proposed roadway.
8. A Site Development Permit is required prior to performing site improvement activities. Following DRC
approval, the applicant may submit the required documents to Grant Chambers, P.E. in the Engineering
Division. Documents are to include, a Site Development Permit application, two sets of plans, one copy of
the stormwater report and other appropriate information. The Site Development Permit application can be
found on the County’s website under the Public Works Department link. In accordance with the permit and
Land Development Regulations, the applicant shall retain the EOR for site inspections and final
certification.
9. For plat approval prior to completion of required improvements, a Subdivision Improvement Agreement
and appropriate bonding is required.

G. Determination of Compliance with Property Acquisitions Requirements – Property Acquisition Division,
Legal Department
The Parcel has the following frontage:
1. Indian River Drive is a 30’ County owned and maintained right-of-way.
2. The rear of the property abuts the Florida East Coast Railway.
H. Determination of Compliance with Utilities Requirements – Fort Pierce Utilities Authority
1. Water & Wastewater Engineering:
a. The subject parcel is more than two miles south of the southern boundary of the Fort Pierce Utilities
Authority water and wastewater boundary.
b. Water and wastewater services are not available to serve the subject parcel.
2. Electric & Gas Engineering:
a. Electric and Gas Engineering Department have reviewed the application.
b. The property is not in the FPUA electric service area. Located in FPL service area.
I. Determination of Compliance with Utilities Requirements – St. Lucie County Utilities Department
1. There is no water or wastewater infrastructure available for this project.
J. Determination of Compliance with Fire Requirements – St. Lucie County Fire District
The Fire District has a separate application form. Please submit a completed application for Development/Site Plan
Review (St. Lucie County Fire District Development & Site Plan Review Application). This form is available on-

1. Security gates must either be manned 24 hour/day or provide an access control key switch on the control
panel to allow for Fire Department entry in an emergency. Security gates must maintain a clear width of
12 feet when open and provide a means to open the gates manually upon loss of power.
2. Minimum roadway pavement width (two-way traffic) shall be twenty (20) feet.
3. Minimum roadway pavement width (one-way traffic) shall be twelve (12) feet.
4. Dead end roadways serving commercial or residential occupancies must include a cul-de-sac when the
roadway length exceeds one hundred-fifty (150) feet. "Y" or "T" type turnaround arrangements are
permitted.
5. The minimum acceptable cul-de-sac radius is 50 feet to the edge of pavement.
6. Per NFPA 1114 Chapter 9, Section 1.3. Prior to the final occupancy of any building, the permitted water
supply for fire protection, including fire hydrants and fire suppression systems, shall be installed, tested,
and acceptable to the AHJ (SLCFD).
7. Since there are no water mains or other means of water for fire protection, a 13D sprinkler system would
be acceptable per the Fire Marshal. This system runs off of the owner’s domestic water supply (well).
County Building Official Doug Harvey needs to know this as well so he can be on the lookout for this in
the plans. The 13D system installs shall be in the developer’s agreement to be installed in all four homes
once they are constructed.
K. Determination of Compliance with Florida Building Code Requirements – Building/Permitting
Department
To facilitate your commercial Building Permit application through the permitting and plans review process, we
recommend a pre-development permit application meeting with the applicant, the Building Official, Chief Plans
Examiner and Fire District Plans Examiner to discuss your project and answer any questions you may have.
In this way, key components of your project will be discussed, and you will be aware of pre-submittal permitting
and Building/Fire code review requirements: this will serve to expedite your project to achieve a building permit.

STAFF PRESENTATION:
Kori Benton, SLC Planning Assistant Manager, made a presentation. The applicants are
requesting to demolish the primary residence, guest house and garage to pursue a
redevelopment project including subdivision. The applicant met with the St. Lucie County
Development Review Committee (DRC) to explore subdivision of the roughly 3.93-acre parcel
into two (2) or four (4) lots. The applicant has presented preliminary plans for redevelopment,
however; their viability has not been verified. A private street, paved to county standards –
including a cul-de-sac or similar is presumed to be required to serve four (4) lots, with
frontage. A “Lot Split” application, to divide the parcel into two lots is active with St. Lucie
County. A copy of the 2021 Pre-application Report for the proposed redevelopment is
attached for review. Staff recommends the Commission evaluate the historic significance of
the subject structures, and consider whether to pursue designation of the structures as
historic or release the request for demolition.

Mr.. Benton provided clarification to the suggested motions. Mr. Menard inquired about an
ingress/egress on the north side of the lot and doing a lot split in the back. Mr. Benton
responded that the two new lots would require a minor site plan unless the site is historically
designated. One additional flag lot in the rear preserving the structure may be viable although
discouraged in the Indian River Drive Area.

Dr. Linda Ash-Jackson, applicant, gave an overview of her history of living in Florida. Stated
that it is impossible to restore the structure and tried to mortgage the property because of
the roof. They also explained that they would like to preserve materials. Wanted to move the
house and guest house with bids as high as $300,000. The main house cannot go up Indian
River Drive. Hoping to demolish the garage and main house and keep the guest house to use
it as an office or art studio. In the lot split, the goal is also so that all can have great views.
Maybe we will look into splitting into four in the future, depending on demand. Mr. Menard
inquired if consideration was made to make it a historical designation. She responded that
they would like to split the lot. A lot of research had been done and she met with a land use
attorney. Many issues were brought up regarding lot width. Mr. Benton clarified that the
structure is eligible to be historically designated but not currently designated as an application
and a process is required to do so. Ms. Starke made a statement about providing a historical
designation, the termite infested garage, impacts to scrub area/potential habitat and
maximizing development profit. The applicant emphasized that although there would be a
profit involved, she is doing her due diligence in staying environmentally friendly.
COMMISSION DISCUSSION:
Chair McAfoos stated that our focus is to decide on a motion for this petition. Mr. Benton
clarified that the second motion would allow for demolition of the main structure and to keep
the garage and additional structure. Ms. Starke would want to preserve the primary home
instead of the accessory home and the garage. Mr. Benton responded that the applicant is
requesting today to demolish all three structures. The primary structure had such significant
renovations that the historical features are no longer there to preserve.
COMMISSION MOTION:
Ms. Biglin advanced a motion to disapprove: “After considering the application documents,
the staff report, staff comments & testimony presented during the public meeting and the
standards set forth in sections 4.11.06. - designation process and procedure and 4.11.07. -
emergency actions of St. Lucie County Land Development Code, I hereby move that the St.
Lucie County Historical Commission disapprove the demolition request(s), in favor of initiating
an emergency action to designate the subject structure(s) with a recommendation that the
owner is able to divide the subject parcel to allow an additional home / proposed infill project
while precluding demolition to this historic resource. The motion is intending to support
reasonable dimensional and design criteria concessions necessary to preserve the structure(s)
because the owner wants to remove them to add additional homes.”

STAFF PRESENTATION:
Kori Benton, SLC Planning Assistant Manager, made a presentation. The request is to name a
new Artificial Reef, the deployment of the Tug Singleton, in recognition of the Blake Charron
Foundation and the $25,000 contribution for the project. Staff recommends the Commission
forward an approval recommendation to the Board of County Commissioners based upon the
financial contribution presented for this new artificial reef, in accordance with the St. Lucie
County naming policies enclosed.
COMMISSION DISCUSSION:
Ms. Biglin inquired about the cost. Mr. Benton excused Mr. Alan Charron, the applicant that
would have more information in this regard. It depends on the vessels, from $5,000 to
$100,000, based on the vessel. The applicant provides updates in an email newsletter and
requests a lot of community outreach.
