REGULAR AGENDA – Proclamations, Presentations, Public Hearings, and Department requests are items, which the Commission will  discuss individually, usually in the order listed on the agenda. As a general rule, when issues are scheduled before the Commission under department request or public hearing, the order of  presentation is: (1) County staff presents the details of the Board item (2) Commissioners comment (3) if a public hearing, the Chair  will ask for public comment, (4) further discussion and action by the Board. ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup  material, please have eight copies ready for distribution. NON‐AGENDA ITEMS – These items are presented by an individual Commissioner or staff as necessary at the conclusion of the  printed agenda. PUBLIC COMMENT – Time is allotted at the beginning of each meeting for general public comment. Comments may pertain to any  matter related to the Board’s duties as the County’s governing body.  General comments in support or opposition to candidates for  public office are not pertinent to the Board’s duties. ITEMS FOR ACTION / CONSIDERATION A . Demolition Request: Accessory Structure (Garage) at 5006 Citrus Avenue, Fort Pierce STAFF PRESENTATION Mr. Kori Benton, Assistant Manager of Planning Department made a presentation regarding the history of the accessory structure (garage) located at 5006 Citrus. The applicant requests the garage demolition be released. The property has been owned by the applicant since 1983. If a replacement is made staff recommends that a condition of reconstruction is to ensure it meets the design integrity of the home. COMMISSION DISCUSSION Chair McAfoos opened discussion to the Commission. Ms. Biglin inquired regarding reconstruction, relating to shed location and compliance of setbacks. Mr. Benton replied that the applicant would have to apply for a variance to rebuild at the same location or they may request historic designation of the parcel that would allow for replacement to embody the original development pattern. Mr. Menard inquired, if approved, would reconstruction extend to a new owner if property is sold. Mr. Benton replied the Commission has a few avenues for conditions of approval. A request to document photograph with dimension, design, and placement. Ms. Starke wanted to know regarding code enforcement complaints. Mr. Benton replied that they were regarding the overall condition of the garage. Ms. Starke followed up inquiring about the origination of the complaint whether by owner or neighbor. Mr. Benton believed it was most likely a neighbor. Ms. Trewyn inquired if the Commission can recommend historical designation. Mr. Benton replied that would be an encouragement of staff to designate the main structure a historical designation. Chair McAfoos inquired regarding the grants for the owner if they are at 100% or is there owner contribution. Mr. Benton replied that this would be assistance not a full grant. Mr. Middlebrook wanted to clarify that if nothing is imposed it would only be if the improvements are needed. Mr. Benton replied that it is only for improvements; however, an example of window replacement because of damage then it may be more costly to meet standards. Mr. Middlebrook also inquired regarding the assistance provided. Mr. Benton responded that they would get assistance. Ms. Biglin inquired regarding maintenance requirements. Mr. Benton replied that the code enforcement would normally identify this. Chair McAfoos wanted to clarify that if the window scenario is presented, the first to receive that notification is code enforcement. Mr. Benton replied that they are. Ms. King inquired with historical designation can the owner wants to update the structure with modern improvements. Mr. Benton replied that the ordinance states that staff evaluates it and the commission using safety, economic hardship and the secretary of interior standards handles on a case by case basis. APPLICANT PRESENTATION Ms. Woods gave an overview of the home. She stated interest in a future opportunity of historical designation. Her son would like to rebuild garage there in the future. COMMISSION DISCUSSION Ms. Biglin inquired if another metal shed would be added. Ms. Woods responded she would not and would be historically significant to the property. Ms. Starke inquired regarding salvaging the barn doors. Ms. Woods responded they would try to retain as much of the hardware as possible. Mr. Menard recommended to salvage siding that matches the house. Ms. Woods agreed. STAFF RECOMMENDATION If the demolition is approved staff recommends that it be conditioned upon thorough documentation of dimensions and original features. COMMISSION MOTION Ms. Trewyn made a motion to release it for demolition with the conditions. Mr. Menard seconded for discussion. Ms. Starke wanted to add that any rebuild/restoration of the structure meet historical significance of the home. Mr. McAfoos guided the Commission to move forward with the motion to release demolition and have discussion about the other concerns afterward. Mr. Benton suggests having staff meet with the owner and family regarding historic designation for future presentation to the Commission. Ms. Trewyn clarified that no motion is required for the exploration of the historical designation. 7. MEMBER MATTERS A. Commission Matters: Set Final 2020 Meeting Date or Accept an exception due to COVID-19 via local Emergency Order STAFF PRESENTATION Mr. Benton stated that the local and Florida state of emergency exempts the Commission from the four meetings per year requirement. RECOMMENDED MOTION The recommended motion would be for the commission to accept local and state exemption to our meeting requirements due to COVID- 19. Discussion: Potential Historic Designation Incentives – Land Development Code Flexibility for Use & Design STAFF PRESENTATION Mr. Benton went over the incentives relating to Land Development Code flexibility for use and design of historically designated site(s). Mr. Benton provided examples of properties that would benefit from the code flexibility to encourage continued preservation, provide for a viable economic reuse of the property and to ensure more attention to code compliance not over hall the integrity of the site. COMMISSION DISCUSSION Ms. King supports the proposal to work with each site on a case by case basis. Mr. Benton explained that during the site presentation to the planning department the applicant would be notified of incentives for historic designation. To move forward there would be steps for staff to activate this proposal. Ms. King stated that this would ideally benefit the owner. Ms. Trewyn proposed to reconvene or a subcommittee to discuss this item. Chair McAfoos inquired regarding the proposed meeting format and whether it complies with Commission regulations. Ms. Young stated that would be an amendment to the historical commission ordinance for historical designation and can be by reconvene or subcommittee. Ms. Biglin requested more time to discuss and for public notice. Mr. Benton recommended creating a presentation of a proposal and designate subcommittee. Chair McAfoos inquired of the Commission which members would like to join the subcommittee. Ms. Trewyn expressed interest and excused herself at 5:25 pm to tutor. S i t e O v e r v i e w Architectural Snapshot & Historical Significance: This structure displays a simple Florida vernacular architectural style that is commonly found throughout South Florida. The structure features an what appears to be an original metal roof or direct replacement, and exposed rafter tails. The structure has undergone non- historic alterations, particularly the enclosed front porch. Asbestos siding, and the some non-original window replacement is apparent. Significant vegetation growth surrounding the structure limits visibility from the adjacent rights-of-way, at a corner lot. Agenda Item 8.B. If the demolition is released, staff requests the action be conditioned upon thorough documentation of the structure’s loca- tion and design—via photographs. The subject structure meets the local criteria for designation for Archi- tectural Significance, with rehabilitation capacity.  LDC Section 4.11.06. Criteria 1. c. Is the structure of such design, craftsmanship or material that it could be reproduced only with great difficulty or expense? The structure displays a simplistic wood Frame Vernacular styling expressed by a rectangular plan, asbestos siding (possible over drop siding), and metal gable roof. The structure shows visible wear, how- ever the applicant has not provided an condition photos or documenta-tion. Is the structure one of the last remaining exam- ples of its kind in the county or region? This structure displays an architectural style that is commonly found throughout South Florida and it exhibits some modifications (siding and enclosed porch). In addition, there are no known significant historical associations with important persons or events and it is isolated from the concentration of eligible structures in the White City area. This structure is considered ineligible for listing in the NRHP, on an individual basis or as part of a historic district. Staff recommends release of the demolition, unless definitive steps are taken toward rehabilitation within 60 days, if eligible under Florida Building/FEMA Codes. S t a f f A n a l y s i s The Building Official has determined the structure to be damaged and deteriorated to such an extent that restoration or repair costs will exceed fifty (50) percent of the value, after restoration or repair. This significantly damaged building is considered unsafe and unsanitary for use as a single-family dwelling. This building, in its current condition, is deemed to constitute a public nuisance. The owner is being noticed to take action demolish the structure or otherwise rectify the nuisance, or the matter will be brought to the Board of County Commissioners for consideration of a condemnation. Before moving forward with con- demnation, the Historical Commission shall consider the potential demolition.
