42 Chair McAfoos called for a motion to approve the minutes from the April 23, 2019 Historical 43 Commission meeting. Mr. Middlebrook moved to approve the minutes as submitted, Mr. 44 Menard seconded. The motion passed unanimously. 45 46 47

9 A. Review of Florida Sunshine Law Overview by Heather Young, Esq. 10 11 Mrs. Young presented an overview of the Sunshine Law as a review for the Historical 12 Commission Board Members and entertained staff questions. 13 14 B. Discussion 15 16
Mr. Benton discussed the open position within the commission due to Mr. Freeman 17 resigning. 18 19 Commission Members discussed various roles that required to be filled. Chair McAfoos 20 requested an updated membership roster to update his records and to clarify 21 appointments by each individual County Commissioner. 22
23 Vice Chair Trewyn presented a historical landmark as a topic with accompanying 24 documents for Commission members to review. The Landmark property has since 25
been removed, but in place, a kiosk was placed to document the history. Ms. Trewyn 26 suggested the Commission look into ways to duplicate the actions of the state of 27 Charlotte, North Carolina. 28
29 Vice Chair Trewyn explained that she plans to make an additional trip to North Carolina 30 to see family. Chair McAfoos requested that Vice Chair Trewyn bring back more 31 detailed photos and information from the kiosk. Mr. Middlebrook stated that he has 32 contacts from Berk County from which, the Commission can obtain the information. 33 34 Mr. Benton stated that the Westmoreland Park and Historical Village preservation can 35 be seen as a pilot program to review costs, develop procedures, and presentations, 36 photographic evidence of structures being moved onto the sight, the rehabilitation work 37 and overall transformation of the site and finding out maintenance costs would be 38 beneficial long term for preservation of White City. 39
40 Chair McAfoos and Vice Chair Trewyn discussed concerns for vandalism and security 41 measures. Chair McAfoos stated that most government facilities have adequate 42
surveillance. Mr. Benton stated that Harold Smith and Gina Wilson worked on an 43 exhibit within the PP Cobb building and created a kiosk that plays a big on a loop 44 displaying the history of Port Saint Lucie and Fort Pierce’s waterfront. Mr. Benton 45
mentioned the Navy seal Museum as an example as to what is possible with support 46 and funding. 47 48 Chair McAfoos stated that Councilwoman Carabello invited the Historical Commission 49 members to re-visit the Port Saint Lucie Botanical Gardens for a tour of the Historical 50 Structures for the January 21, 2019 Historical Commission meeting. Chair McAfoos also 51

shared news from an article he read that the Jackson house in Vero Beach, from the 1 early 1900’s is being moved and will be rehabbed using salvaged materials from 2
previously dismantled Historical homes that still have original furnishings. Mr. Benton 3 directed a question to Mrs. Young inquiring of the ability to host the meeting and have 4 the tour as an extra-curricular activity after the meeting has concluded. 5 6 Ms. Young inquired if the tour would be open to the public. Chair McAfoos stated that it 7 would be, barring the building is safe and stable. 8 9 Chair McAfoos and Commission members discussed logistics of January meeting. 10 11 C. Member Matters 12 13

Adjournment 15 16 Mr. Menard moved to adjourn the meeting. Ms. Starke seconded the motion. The 17 meeting adjourned unanimously at 4:59pm. 18 19
