Zoom did not work, so anyone trying to attend virtually was not able to participate. INVOCATION AND PLEDGE OF ALLEGIANCE Mr. Watford led the invocation and Vice Chairman Goodbread led The Pledge of Allegiance. INTRODUCTIONS Self-introduction by Board members and guests. CHAIRMAN’S COMMENTS Chairman Goodbread welcomed everyone and stated he was glad everyone is here. In the absence of a quorum, he moved the Presentation to the beginning of the meeting, in hopes a few members arrive to make a quorum. PRESENTATION The Chair introduced Eric Bloomquist, SLC Disaster Recovery Director, under the United Way of SLC and Okeechobee. Mr. Bloomquist introduced Jax Fromer, his assistant who is also with the United Way of SLC and Okeechobee. Mr. Bloomquist gave a presentation on the Disaster Recovery Program. It brings all the stakeholders in disaster recovery together, so if there is a disaster, things are more streamlined and controlled. The mission is to bring all faith based, private, not profit and governmental agencies dealing with disasters, together under one umbrella. The program currently is funded through the Red Cross, Volunteer Florida and the United Way of SLC and Okeechobee. There are also Disaster Recovery organizations in both Indian River and Martin Counties, also. The organization has over thirty members and meets monthly. The goal is to make sure no one falls through the cracks when and if there is a disaster, that services are available for anyone in need. A quorum was established at 10:14. APPROVAL OF MINUTES Mr. Goodbread called for a motion to accept the Meeting Minutes of June 2026. Mr. Watford made a motion to approve; Mr. Tidikis seconded the motion. Motion passed unanimously. APPROVAL OF TREASURER’S REPORT Mr. Watford gave the Treasurers report for June and July 2026 and asked for a motion to accept the Treasurer’s Report. A motion was made by Mr. Capp and seconded by Mr. Clasby. Motion passed unanimously. LEGISLATIVE MATTERS There was a lengthy discussion on Property Tax Reform. Mr. McPartlan mentioned the transportation for Disadvantaged was going to see major cuts if Amendment 3 passes. Mr. Goodbread spoke about Okeechobee County and their education program to let residents know what their taxes pay for. Mr. Docherty mentioned what took place in Massachusetts with Prop 2.5 back in the 1980’s, which failed. Mr. Capps spoke about Martin County and 65% of tax revenue going to public safety. Ms. Christensen mentioned there would be a Tax Town Hall on October 25, sponsored by Rep. Dana Trabulsy at Mid Florida Event Center. NEW BUSINESS None OLD BUSINESS None INFORMATION ITEMS – MEMBERS EXCHANGE • Mr. Watford announced, Mike Turner from Loudoun County, VA would speak at the next meeting on Data Centers. He will be Zooming in. • Mr. Docherty reported that Ocean Breeze had the new city charter on the agenda for First Reading. It’s the first time the charter has been amended since the town was chartered in 1960. COMMITTEE REPORTS a. Treasure Coast Regional League of Cities/Florida League of Cities (TCRLC & FLC) Ms. Christensen reminded members of the Annual Conference beginning on August 14 to 16. She also mentioned that Florida League of Cities is still accepting applications for Policy Committee appointments. Apply at FLCities.com b. Florida Associations of Counties (FAC) No report c. Florida School Boards Association (FSBA) Ms. Hawley mentioned schools were opening in a few days. All schools except the new K-8 school in Tradition would open. The new school would open one week later. She also mentioned over nine thousand families would be homeschooling their children. There is also another new K-8 under construction which will consolidate two schools, in Fort Pierce. Mr. Capps mentioned Martin County is seeing a school population shrinkage. Ms. Jahner stated the new Okeechobee High School had a ribbon cutting and was opening. d. Treasure Coast Regional Planning Council Mr. Lanahan reminded everyone of the Planning Councils anniversary celebration on Aug. 21. e. CareerSource Research Coast Mr. Kloorfain announced a hiring freeze in Port St. Lucie. Unemployment in St. Lucie and Indian River Counties was ta 5% and Martin was 4.9%. There is also a Job Fair on Aug. 16 from 3:30 to 6:30. f. South Florida Water Management District Ms. McCorkle reported on the upcoming SFWMD meeting and it can be viewed online on August 13. Lake Okeechobee level was at 10.89. g. St. Johns Water Management District No Report OTHER BUSINESS None ADJOURNMENT There was no further business to come before the Treasure Coast Council of Local Governments.
